Regulations of Guizhou Province on Statistics Management (revised in 2004)

Article 1 In order to strengthen statistical management and supervision, and ensure the accuracy, timeliness and completeness of statistical data, these Regulations are formulated in accordance with the Statistics Law of the People's Republic of China (hereinafter referred to as the Statistics Law) and other relevant laws and regulations, combined with the actual situation of our province. Article 2 The basic tasks of statistics are to investigate and analyze the national economic and social development, provide statistical data and consultation, and exercise statistical supervision. Article 3 State organs, social organizations, enterprises and institutions, individual industrial and commercial households and other statistical investigation objects within the administrative area of this province must provide statistical data accurately, timely and comprehensively according to law, and shall not make false reports, conceal reports, refuse to report, delay reports, or forge or tamper with them.

Grassroots mass autonomous organizations and citizens have the obligation to truthfully provide the information needed for national and local statistical investigations. Article 4 The statistical administrative departments of the people's governments at or above the county level (hereinafter referred to as the statistical administrative departments) shall be responsible for the implementation of these Regulations, and organize, lead, coordinate and manage the statistical work within their respective administrative areas.

All departments, enterprises and institutions of the people's governments at or above the county level shall, according to the needs of statistical tasks, set up statistical institutions or be equipped with full-time (part-time) statisticians.

The people's governments of townships and towns and sub-district offices shall, according to the needs of statistical tasks, set up statistical institutions or be equipped with full-time (part-time) statisticians.

Grassroots mass autonomous organizations shall, according to the needs of statistical tasks, designate personnel to be responsible for statistical work. Article 5 When performing the duties stipulated in Article 20 of the Statistics Law, the competent statistical department may take the following measures against acts that violate statistical laws, regulations and statistical systems:

(a) to consult and copy the documents and materials related to statistical law enforcement inspection or statistical cases, and to ask the inspected units and relevant departments to explain the problems involved;

(2) Evidence that may be lost, transferred or difficult to obtain later may be registered and preserved in advance according to law;

(three) for the problems that need to be asked or corrected in the statistical inspection, you can issue a "statistical inspection inquiry" or a "statistical inspection proposal" to the statistical investigation object. Article 6 The statistical department shall strengthen the statistical law enforcement inspection according to law and report to the people's government at the same level in a timely manner.

If the inspected object refuses to accept the inspection, or fails to rectify the inspection opinions put forward by the competent statistical department on time, it shall be punished as refusing to report. Seventh statistical departments, statistical agencies and statisticians shall, in accordance with the provisions of statistical laws, regulations and statistical systems, accurately, timely and comprehensively complete statistical tasks, and be responsible for the authenticity of the statistical data submitted.

Statistical departments, statistical agencies and statisticians shall perform their duties and exercise their rights in accordance with statistical laws and regulations, and shall be protected by law, and have the right to refuse leaders' coercion or instigation to tamper with statistical data or fabricate false data. Article 8 The responsible persons of all localities, departments and units shall not modify the statistical data provided by the competent statistical departments, statistical agencies and statisticians according to law; Shall not compel or instruct to tamper with statistical data or fabricate false data; No retaliation shall be taken against statisticians who refuse to tamper with statistical data or fabricate false data. If it is found that there is an error in the calculation or data source, it shall be put forward, verified and corrected by the competent statistical department, statistical institutions, statisticians and relevant personnel. Ninth statistical team should remain basically stable. When statisticians change their jobs or leave their jobs, they must arrange for someone who can undertake the corresponding statistical tasks to take over, and go through the formalities of handing over statistical data.

The change of the principal responsible person of the competent statistical department shall be reported to the competent statistical department at the next higher level for approval.

Changes in the heads of statistics of departments, enterprises and institutions, statisticians with intermediate titles or above, and statisticians of villages and towns shall be filed with the competent business department at the next higher level and the local competent statistics department. Tenth statistical departments should publicize statistical laws, regulations, basic tasks and other knowledge to the society, and organize statisticians to carry out professional knowledge and statistical legal knowledge training; Strengthen the modernization of statistical information processing and transmission technology and database system to ensure the safety and integrity of data. Eleventh local statistical investigation plans and programs shall be formulated by the competent statistical departments or jointly with relevant departments. Major survey plans and schemes shall be examined and approved by the people's government at the same level and reported to the competent statistical department at the next higher level for the record. Twelfth departmental statistical investigation plans and programs shall be formulated by the department and reported to the competent statistical department at the same level for the record; If the investigation object is beyond the jurisdiction of this department, it shall be reported to the competent statistical department at the same level for examination and approval. Thirteenth statistical departments shall give a reply within 10 days from the date of receiving the statistical investigation plan and scheme submitted for approval. In the process of examination and approval, it is necessary to strictly limit the sending of comprehensive statistical reports to grass-roots units. Fourteenth statistical departments in charge of statistical investigation plans and programs submitted for the record, that the necessity or feasibility of the problem, you can put forward suggestions to stop or suspend the implementation; Those who think that the meaning, calculation method and statistical coding of the index are in conflict with the statistical standards shall be ordered to make corrections, and those who refuse to make corrections shall be abolished. Fifteenth approved or filed statistical investigation plan, must indicate the name of the tabulation organ, the table number, the name of the filing or approval organ and its approval number in the upper right corner of the statistical questionnaire; Statistical investigation forms that are not marked with the above legal signs are regarded as illegal statements, and units and individuals have the right to refuse to fill in.
