In this case, decision-making will affect the quality of decision-making due to the lack of support, recognition and effective supervision of the masses, and then affect the implementation and execution of decision-making. Therefore, we must effectively solve the problem of information asymmetry in the decision-making process and establish an effective decision-making information interaction mechanism. As a leader, we should have democratic consciousness and style of work, take safeguarding and realizing the fundamental interests of the masses as the starting point and destination of decision-making, think for the masses everywhere, go deep into the masses actively, be close to them, adopt various methods, open up various channels, listen to their voices, learn wisdom from them, and make decision-making broadly democratic; We must also vigorously promote the openness of government affairs, hand over major government decisions and measures directly to the masses, guide the masses to participate in state management, put government administrative actions under the supervision of the masses, and expand the masses' right to know, participate and supervise, so that government decision-making has a solid mass foundation and truly conforms to the will of the people.
Based on this understanding, in recent years, our city has made great efforts to keep in touch with the masses and open government affairs, strived to establish a smooth dialogue channel between the government and the masses, and comprehensively understood and thoroughly studied the work, work and life conditions, thoughts, emotions, wishes and demands of the masses, taking these as the first signal and the most important basis for formulating and adjusting government decisions. In contact with the masses, the focus is to broaden the channels and widely understand social conditions and public opinion. In 2006, we launched a month-long essay-writing activity of "I offer a word for the mayor" in the whole city. The masses enthusiastically put forward suggestions and put forward a number of opinions and suggestions, some of which have been transformed into government decisions and put into practice. Through these measures, we can grasp the people's feelings, understand the public opinion and obtain the first-hand materials for decision-making. In the aspect of openness of government affairs, the focus is on the disclosure of major decision-making processes and results. This year, on the basis of promoting the openness of town affairs and village affairs, the city has comprehensively promoted the openness of government affairs of government organs at or above the county level, especially the municipal government itself, and disclosed to the public the major decision-making processes and policies that have a bearing on the overall situation, the city's economic and social development strategy, development plan, work objectives and completion. Before deciding on major government decisions and major issues involving the interests of the masses, the system of "prior publicity" is also implemented, and opinions from all walks of life are sought through the media or hearings before making decisions. In order to adapt to the new situation of China's accession to the World Trade Organization, Shantou Municipal People's Government Bulletin has been published in Shantou Daily, the organ newspaper of the municipal party committee, which focuses on the publication of municipal government regulations, normative documents of the municipal government and its working departments, and administrative measures of the municipal government, and stipulates that these documents must be published in the bulletin, otherwise they will not have administrative executive power. This move aroused strong repercussions in the society and was welcomed by enterprises and the masses. The People's Daily and the Economic Daily fully affirmed this move of our city, pointing out that it is the first case in Guangdong to publish the government gazette in the form of a party newspaper, which will play a positive role in effectively and comprehensively promoting the openness of government affairs. We also publish the progress and results of the city's economic and social development, practical projects for the people and other social hot issues of concern to the masses through the media and the website of the municipal government. Through the openness of government affairs, we will maximize the transparency of major government decisions and decisions, and at the same time absorb the opinions and suggestions of the masses in the process of decision-making implementation and adjust decisions in time.
Practice has proved that it is an effective way to promote the scientific and democratic government decision-making and improve the level of government decision-making by establishing two-way information communication channels between the government and the people and establishing and perfecting the interactive mechanism of decision-making information. Therefore, we must organically combine the decision-making principles and systems of democratic centralism with modern scientific decision-making theories and methods to standardize decision-making behavior from the system. On the basis of summing up historical experience and lessons, according to the requirements of relevant laws and regulations and scientific and democratic decision-making, the basic procedures for major decision-making of the municipal government have been formulated, and the decision-making behavior has been standardized. First, define the scope of major issues. If there are a lot of objections (including written opinions of leading members who did not attend the meeting), and it is not particularly urgent, the decision can be postponed. With the promotion of socialist democratic politics and the in-depth development of market economy, higher requirements are put forward for the government's decision-making system and procedures. We should continue to explore ways to improve and standardize decision-making procedures. The first is to speed up the legislation of decision-making system. On the basis of summing up practical experience, we should boldly learn from foreign advanced public decision-making theories, methods and technologies, make use of the legislative power of the special zone, speed up the legislation of decision-making system, legalize decision-making procedures, restrain the behavior of government decision-making subjects according to law, and realize the legalization of decision-making system and decision-making process. For matters involving multiple departments, especially the central and provincial vertical economic management departments, we will strengthen coordination and mobilize all forces to complete them together through the joint meeting system.
Practice has proved that the decision-making implementation, supervision and feedback mechanism is an important part of the whole decision-making mechanism and an important way to promote scientific decision-making. We must strengthen the implementation and supervision of decision-making in the future. Adhere to strict governance and ensure the smooth implementation of government decrees. Meanwhile. Adhere to the combination of principle and flexibility, encourage decision makers to work creatively around decision-making objectives, and make the process of implementing decisions a process of perfecting decisions, adjusting decisions and correcting wrong decisions. Therefore, we should establish three systems. Firstly, the monitoring system of decision-making implementation process and the evaluation system of decision-making effect are established. The monitoring and evaluation of decision-making implementation should be carried out simultaneously with decision-making. At the same time, we should give full play to the role of public opinion supervision, make full use of the unique role of news media in supervising the behavior of the government and its staff, and strengthen the follow-up supervision of major decisions. It is necessary to organically combine the supervision of public opinion with the supervision of the NPC, CPPCC, administrative supervision and other departments to form a joint force to ensure that major decisions are put in place.
