Administrative divisions of Guangzhou

Legal analysis: Guangzhou has a total area of 7434.4 square kilometers, and the overall planning areas at the municipal level are Yuexiu, Haizhu, Liwan, Tianhe, Baiyun, Huangpu and Nansha, referred to as "Old Seven Districts" for short. Dongshan, Fangcun and Luogang were originally one of the old seven districts, but they were later cancelled due to the merger. Nansha is a part of the new and old seven districts.

The old four districts originally referred to Yuexiu District, Dongshan District, Haizhu District and Liwan District, but after regional adjustment, the old three districts were adopted, referring to Yuexiu District, Liwan District and Haizhu District. The new four districts are Panyu District, Huadu District, Conghua District and Zengcheng District.

Article 1 This Law is formulated with a view to determining the scale and development direction of a city, achieving the goals of urban economic and social development, carrying out urban planning and urban construction rationally, and meeting the needs of socialist modernization.

Article 2 The formulation and implementation of urban planning and the construction in urban planning areas must abide by this Law.

Article 3 The term "city" as mentioned in this Law refers to the municipalities, cities and towns directly under the central government established by the state in accordance with the administrative system. The term "urban planning area" as mentioned in this Law refers to urban areas, suburban areas and urban administrative areas that need planning control due to urban construction and development. The specific scope of urban planning area shall be defined by the people's government of the city in the overall urban planning.

Article 4 The state strictly controls the scale of big cities, rationally develops medium-sized cities and small cities, and promotes the rational distribution of productive forces and population.
