1. If you don't know the ID number of the other party, you can go to the court to file a case first. According to Article 209 of the Interpretation of the Supreme People's Court on the Application of the Civil Procedure Law of People's Republic of China (PRC), if the plaintiff provides the defendant's name, address and other information specific and clear enough to distinguish the defendant from others, it can be considered as a clear defendant.

The third item of Article 6 of the Provisions of the Supreme People's Court on Several Issues Concerning the Registration of People's Courts has also made provisions consistent with the above contents. Therefore, as long as you provide specific and clear information, such as name and address, which can distinguish the defendant or the defendant from others, even without the defendant's ID number, the court should register and file a case according to law.

Second, the more information about the defendant is collected and listed in the indictment, the clearer the defendant's information will be. When submitting the filing materials, you can ask the court to help you find out the identity information of the other party. In practice, there is a lot of information that can distinguish the defendant from other people, such as name, gender, age, address, social relations, ID number, work unit, other household registration contents and so on. The more information, the more helpful it is to determine the specific defendant, so how can we determine the specific defendant? Three ways;

1) through the other asset clues. If you know the license plate number of the other party, you can go to the vehicle management office to inquire, apply for a court investigation letter from WeChat account and Alipay account, and go to Alipay or WeChat company to get it.

2) If the other party has a work unit, you can communicate with the work unit or the other party has rented a house, you can communicate with the landlord.

3) Get the clues of their real ID information through friends or information shared in the past, such as train tickets, Alipay, micro-signals, QQ numbers, nail numbers, etc.

Legal basis: Article 12 1 of the Civil Procedure Law of People's Republic of China (PRC) stipulates the following matters:

(1) The name, sex, age, nationality, occupation, work unit, domicile and contact information of the plaintiff, the name and domicile of the legal person or other organization, and the name, position and contact information of the legal representative or principal responsible person;
