How do state-owned enterprises realize the transformation of platform enterprises during the 14 th Five-Year Plan period?

Since the "Thirteenth Five-Year Plan", with the slowdown of China's economic growth, the disappearance of demographic dividend, the increasingly tight constraints on environmental resources and the rising labor costs, the economic development model that originally relied on factor dividends is unsustainable. It is necessary to speed up the transformation of development kinetic energy from the old to the new, build new development kinetic energy through technology, product, industry and model innovation, and take a higher quality development path. As an important platform for the state and government to optimize the layout of state-owned capital, platform enterprises are an important force to promote industrial upgrading and transformation, so the transformation of platform enterprises is of great significance to the transformation of old and new kinetic energy of China's economic and industrial development.

Based on the "Tenth Five-Year Plan" proposal and nearly 30 years of management consulting experience in Industry-University-Research, CUHK Consulting Institute proposed that in order to realize the transformation of platform enterprises, it is necessary to deeply study the current international economic, trade, industrial and other development trends, study the macro-external environment of the open development of state-owned enterprises, and at the same time, make clear the goals and requirements of the open development of state-owned enterprises in combination with the interpretation of major domestic policies and economic and industrial analysis. From the aspects of market development, channel construction, resource allocation and innovation platform construction, this paper studies the experience of key enterprises' opening-up development, and puts forward the main ideas and paths of state-owned enterprises' opening-up development from the aspects of industry, capital and rules.
