Measures of Tianjin Municipality on the Administration of Police Auxiliary Personnel of Public Security Organs

Chapter I General Provisions Article 1 In order to standardize the management of police auxiliary personnel in public security organs, ensure that police auxiliary personnel perform their duties according to law, and give full play to the role of police auxiliary personnel in assisting public security organs in maintaining social order, cracking down on illegal crimes, implementing administrative management and serving the people, these measures are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Measures shall apply to the recruitment, use, management, supervision and guarantee of police auxiliary personnel of public security organs in this Municipality. Article 3 The term "police auxiliary personnel" as mentioned in these Measures refers to non-people police personnel who are recruited for the society according to the development of social security situation and the actual needs of public security work and provide auxiliary support for the daily operation and police activities of public security organs. Article 4 Police auxiliary personnel are not qualified for law enforcement, and should carry out police auxiliary work under the command and supervision of public security organs and their people's police.

Natural persons, legal persons and unincorporated organizations shall support and cooperate with police auxiliary personnel in performing their duties according to law. Article 5 The Municipal People's Government shall rationally allocate police auxiliary personnel according to the social security situation and police force allocation, and incorporate them into the special plans related to national economic and social development.

The municipal and district people's governments shall include the salary and welfare, equipment allocation, education and training, daily management and other funds of the police auxiliary personnel into the financial budget at the corresponding level for protection. Article 6 The municipal and district public security organs shall be responsible for the recruitment, management, use and supervision of auxiliary police personnel.

The establishment department of the municipal party Committee is responsible for the approval and dynamic adjustment of the positions of police auxiliary personnel.

The municipal and district finance departments are responsible for ensuring the funds of police auxiliary personnel.

The municipal and district human resources and social security departments are responsible for the recruitment guidance and work-related injury insurance of police auxiliary personnel.

The municipal and district veterans affairs departments are responsible for the martyr evaluation related work and the martyr's pension work after the police auxiliary personnel who meet the conditions of martyr evaluation died in the line of duty. Chapter II Responsibilities Article 7 According to the division of responsibilities, police auxiliary personnel are divided into civilian auxiliary police and service auxiliary police.

The civilian auxiliary police are responsible for assisting the people's police in non-law enforcement positions of public security organs in administrative management, technical support and police support; The service auxiliary police are responsible for assisting the people's police in law enforcement posts of public security organs to carry out law enforcement duties and other service activities. Eighth auxiliary police officers who have made outstanding contributions to their posts shall be commended in accordance with the relevant provisions of the state; Excellent police assistants should be given proper care when they apply for posts in the people's police of public security organs. Article 9 According to the work arrangement of the public security organ, the civilian auxiliary police may engage in the following auxiliary work for non-law enforcement posts:

(a) to assist the clerical assistant, file management, wiring inquiry, window service, certificate processing, information collection and entry and other administrative work;

(two) to assist in psychological counseling, medical treatment, translation, computer network maintenance, data analysis, software development, security monitoring, public security video image analysis, communication security, fund analysis, non-confidential financial management, laboratory analysis, on-site investigation, inspection and identification and other technical support work;

(three) to assist in the custody and maintenance of police equipment, logistics services and other police security work;

(four) other tasks that can be performed by the civilian auxiliary police. Article 10 Under the leadership of the people's police, the auxiliary police in active service may engage in the related auxiliary work of the following law enforcement posts:

(a) To help prevent and stop illegal and criminal activities;

(two) to assist in public security patrol, public security inspection and safety inspection of personnel gathering places;

(three) to assist in the investigation, blocking, monitoring and detention of criminal suspects;

(four) to help ease traffic, discourage and correct traffic violations, and collect traffic violation information;

(five) to assist in the daily management of drug addicts, to inspect the enterprises of precursor chemicals, and to make public the drug investigation;

(six) to assist in the management and supervision of public security;

(seven) to assist in the development of entry and exit management services;

(eight) to assist the fire supervision and management;

(nine) to assist in the publicity and education of public security prevention, traffic safety and drug control;

(ten) to assist in accepting reports, registering cases, accepting evidence, collecting information, mediating and serving documents;

(eleven) to assist in recording the interrogation and interrogation transcripts;

(twelve) to assist in the management of the property involved;

(thirteen) to help maintain the order of large-scale mass activities and cases (incidents), protect the scene of cases (incidents), and rescue the injured;

(fourteen) other work that can be assisted by the auxiliary police. Eleventh auxiliary police shall not engage in the following work:

(1) domestic security, technical reconnaissance, anti-cult and anti-terrorism work;

(2) Handling matters involving state secrets;

(three) the case investigation and evidence collection, issue an appraisal report, and identify the responsibility for traffic accidents;

(four) the implementation of criminal compulsory measures;

(5) Making administrative decisions;

(6) Examining cases;

(7) Keeping weapons and police equipment;

(eight) law enforcement alone or in the name of an individual;

(nine) the provisions of laws and regulations must be engaged in the work of the people's police of public security organs.
