The people's governments of all districts and counties, the Administrative Committee of Huangshan Scenic Area, the Administrative Committee of Huangshan Economic Development Zone, the preparatory group of the Administrative Committee of Huangshan Modern Service Industry Park, and all departments and institutions directly under the municipal government:

In order to conscientiously implement the spirit of "Opinions of the State Council on Further Promoting the Reform of Household Registration System" (Guo Fa [2014] No.25) and "Opinions of Anhui Provincial People's Government on Further Promoting the Reform of Household Registration System" (Zheng Wan [2015] No.53), combined with the actual situation of our city, we hereby put forward the following implementation opinions on further promoting the reform of household registration system in our city:

I. General requirements

Guided by Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, we will adhere to the principles of adapting to local conditions, putting people first and standardizing and coordinating, further liberalize the household registration policy, unify the urban and rural household registration system, and fully implement the residence permit system. We will coordinate the reform of the household registration system and related economic and social fields, and steadily promote the basic public services in cities and towns such as compulsory education, employment services, basic old-age care, basic medical care and health care, and housing security to cover all permanent residents. Actively guide the transfer of transferred population to cities and towns and key development areas, and promote the urbanization of agricultural transfer population in an orderly manner. By 2020, we will basically establish a new household registration system that is compatible with building a well-off society in an all-round way, effectively supports social management and public services, and protects citizens' rights according to law. It is people-oriented, scientific and efficient, standardized and orderly. The urbanization rate of permanent residents reached 56%, and the urbanization rate of registered population reached 36%.

Second, further liberalize the household registration migration policy.

(a) the full liberalization of urban and urban settlement restrictions. Persons who have legally stable residences (including leases) in urban areas of our city, resident towns of county people's governments and other established towns and their spouses, children and parents who live with them may apply for registration of permanent residence locally.

Legally stable residence (including lease) refers to the legally purchased and self-built housing, and the public housing provided or leased by the unit to the employees of the unit for perennial use with legal and effective housing property right certificate and land use certificate or public housing lease use certificate.

(two) to further liberalize the "three asylum" policy. There is no restriction on the household registration of husband and wife, parents and children, and parents of children, unless there are special provisions in other policies.

If one spouse is an active serviceman, the mutual trust between the other spouse and in-laws (in-laws) shall be implemented by reference.

Both husband and wife are active servicemen, and if their children have settled down with the army, they can take refuge in their grandparents.

(3) Continue to implement the talent settlement policy. Those who are employed in our city have won the title of model worker and advanced worker at or above the county level, and have professional qualifications above intermediate level or other talents in short supply, and their spouses, children and accompanying parents are allowed to settle in the place of employment. Continuously improve the urban settlement rate of permanent residents such as college graduates, vocational college graduates, technical college graduates, skilled workers and returned overseas students. Those who voluntarily come to work in our city are not restricted by their (creative) industry or actual living conditions.

(four) properly solve the key problems in household registration management. Conscientiously implement the requirement of giving priority to solving the stock problem, and focus on solving the problem of personnel who have been in the city for a long time, have strong employability and can adapt to the urban industrial transformation and upgrading and the market competition environment. Properly solve the problem of people without hukou settling down. The newborn birth registration account only examines the birth certificate and the guardian's materials, and may not set any preconditions for settlement. Set up a collective household in the town (street), managed by a special person, to solve the household registration problem of those who meet other settlement conditions but have not settled in the place for the time being.

Third, innovate and standardize population management.

(1) Establish a unified household registration system in urban and rural areas. Since July, the distinction between agricultural registered permanent residence and non-agricultural registered permanent residence has been abolished, and household registration has been unified, reflecting the population registration management function of the household registration system. The account is no longer marked with the nature of the account, and no proof of the nature of the account is issued. By the end of 2020, a system of education, health and family planning, employment, social security, housing, land and population statistics will be gradually established in line with the unified household registration system in urban and rural areas.

(2) Implement the residence permit system. Citizens who leave their permanent residence and live in our city for more than half a year can apply for a residence permit at their place of residence. Take the residence permit as the carrier, establish and improve the basic public service provision mechanism linked to the length of residence and other conditions. Holders of residence permits enjoy the same rights as the local registered population in employment, basic public education, basic medical and health services, family planning services, public cultural services, and license handling services; On the condition of continuous residence and participation in social insurance, they will gradually enjoy the same rights as the local registered population in secondary vocational education funding, employment support, housing security, old-age services, social welfare and social assistance. At the same time, combined with their children's continuous schooling years in the local area, they are eligible to participate in the senior high school entrance examination and college entrance examination. It is necessary to actively create conditions and continuously expand the scope of providing public services for residence permit holders. According to the principle of the unity of rights and obligations, the holder of residence permit shall fulfill his civic obligations according to law.

(3) Establish and improve the population information registration management system. Establish and improve the actual resident population registration system, improve the working mechanism of population statistics, and comprehensively and accurately grasp the population size, personnel structure and regional distribution. Establish and improve the municipal population basic information base to realize information resource sharing. Classify and improve information systems such as employment, education, income, social security, real estate, credit, health and family planning, taxation, marriage and nationality, and gradually realize cross-departmental and cross-regional information integration and sharing to provide support for population service and management. In the township (street) and village (neighborhood) committees, a team of two-level full-time or part-time population information officers will be established, which will work closely with the public security organs to master the basic situation of the resident population in the area and carry out population information check, investigation and statistics.

(4) Do a solid job in the basic work of household registration management. The city's public security organs should strictly implement the system of citizens' truthful declaration of household registration and accountability, conscientiously carry out household registration rectification work, thoroughly correct the problems of "duplication, omission, mistake and falsehood" in household registration management, ensure the accuracy, uniqueness and authority of household registration and citizenship numbers, and lay a solid foundation for comprehensively deepening reform and building a social credit system. All relevant departments should actively cooperate, introduce supporting policies, and update relevant information or apply for new certificates for citizens involved in correcting "heavy, missing, wrong and false" accounts according to the certification materials issued by public security organs to ensure their normal participation in social activities and public affairs.

Four, effectively protect the legitimate rights and interests of agricultural transfer population and other permanent residents.

(1) Improve the rural property rights system. Accelerate the registration and certification of rural land ownership, and protect farmers' land contractual management rights and homestead use rights according to law. We will promote the reform of the property rights system of rural collective economic organizations, explore the identification of members of collective economic organizations and the effective realization of collective economy, and protect members' collective property rights and income distribution rights. The definition of members of collective economic organizations is clearly defined by the people's governments of all districts and counties, and the public security organs, as a single household registration organ, handle relevant household registration affairs according to them. Accelerate the establishment of rural property rights transfer trading market and promote the open, fair and standardized operation of rural property rights transfer transactions. Adhere to the principle of legality, voluntariness and compensation, and guide the agricultural transfer population to orderly transfer the contracted land management right. Whether farmers who settle in cities withdraw from the land contractual management right, homestead use right and collective income distribution right with compensation should be piloted according to the spirit of the Third Plenary Session of the 18th CPC Central Committee and on the premise of respecting farmers' wishes. At this stage, it is not allowed to take back the contracted management right of land, the right to use homestead and the right to distribute collective income as the conditions for farmers to settle in cities.

(2) Expand the coverage of basic public services. Ensure that children of agricultural immigrants and other permanent residents enjoy equal rights to education; Incorporate compulsory education for children who move with them into the educational development planning and financial guarantee of governments at all levels; Gradually improve and implement the policy of tuition-free and inclusive preschool education for children of floating population in inflow areas, and the implementation measures for taking entrance examinations after receiving compulsory education. We will improve the employment and unemployment registration management system, comprehensively provide vocational skills training services subsidized by the government for rural migrants, increase entrepreneurial support, and promote rural employment transfer. Incorporate the agricultural transfer population and other permanent residents into the community health and family planning service system to achieve equalization of basic health and family planning services. We will fully integrate farmers who have settled in cities into the urban social security system, standardize rural old-age insurance and medical insurance into the urban social security system, improve and implement the transfer and continuation methods of medical insurance relations and the settlement methods for medical treatment in different places, promote the integration of medical insurance for urban residents and the new rural cooperative medical system step by step on the basis of the existing overall planning level, and establish a unified basic medical insurance system and medical assistance system for urban and rural residents. Accelerate the establishment of a social old-age service system covering urban and rural areas, implement a unified basic old-age insurance system for urban and rural residents, improve the policy of transferring and continuing social insurance relations, implement the interim measures for the convergence of urban and rural old-age insurance systems, do a good job in cross-system convergence of insured persons, and promote the equalization of basic old-age services. Improve the social assistance system with the minimum living security system as the core, and realize the coordinated development of urban and rural social assistance. Farmers who have settled in cities will be fully integrated into the urban housing security system, and various ways will be taken to ensure the basic housing needs of the agricultural transfer population.

(3) Strengthen the financial guarantee of basic public services. Establish a linkage mechanism between financial transfer payment and urbanization of agricultural transfer population. We will improve the public finance system that promotes the equalization of basic public services, gradually straighten out the relationship between power and responsibility, and establish a system that adapts the power of affairs to the responsibility of expenditure. Deepen the tax reform and improve the local tax system. Improve the transfer payment system, increase the balance of financial resources, and ensure the financial resources to provide basic public services. Improve the cost-sharing mechanism involving the government, enterprises and individuals. Governments at all levels bear the basic public service expenses of the agricultural transfer population in compulsory education, employment services, basic old-age care, basic medical and health care, public cultural services, affordable housing, municipal facilities and so on. Enterprises strictly implement the system of equal pay for equal work for migrant workers and urban workers, actively carry out skills training for migrant workers and increase training investment, pay social insurance premiums and housing accumulation funds for migrant workers according to law, and provide various forms of housing security. Migrant workers bear the personal expenses of participating in social insurance such as urban pension, medical care and unemployment, as well as housing provident fund and employment training expenses.

All localities and relevant departments should further unify their thinking, profoundly grasp the objective laws of the urbanization process, conscientiously implement various policies and measures for the reform of the household registration system, and prevent rushing headlong into it. The people's governments of all districts and counties should strengthen investigation and study, carry out basic data investigation, statistics and analysis, and, according to the needs, pay close attention to the introduction of local specific and operable household registration system reform measures, and announce them to the public.

(2) Strengthen coordination and cooperation. Municipal Public Security Bureau, Municipal Development and Reform Commission, Municipal Education Bureau, Civil Affairs Bureau, Municipal Finance Bureau, Municipal Human Resources and Social Security Bureau, Municipal Bureau of Land and Resources, Municipal Commission of Housing and Urban-Rural Development, Municipal Agriculture Commission, Municipal Cultural Commission, Municipal Health and Family Planning Commission, Municipal Sports Bureau, Municipal Legislative Affairs Office, Municipal Disabled Persons' Federation and other departments should, in accordance with the division of responsibilities, pay close attention to formulating supporting policies and guarantee funds. The Municipal Public Security Bureau, the Municipal Development and Reform Commission, the Municipal Human Resources and Social Security Bureau, and the Municipal Government Supervision Office shall, jointly with relevant departments, strengthen supervision and inspection of the implementation of the household registration system reform in various places to ensure that the policies and measures for household registration system reform are implemented and achieved practical results.

(3) Strengthen publicity and guidance. Accurately interpret the household registration system reform and related supporting policies, and publicize its great significance and good experiences and practices in various places through various channels and forms. Reasonably guide social expectations, respond to the concerns of the masses, unite the understanding of all parties, form a joint force of reform, and create a good social environment for further promoting the reform of the household registration system. ;
