The area where commercial concrete is used in this city should be gradually expanded. The specific plan is proposed by the Municipal Construction Committee and implemented after being approved by the Municipal People's Government. Article 4 For a construction project that should use commercial concrete, commercial concrete mixing vehicles cannot enter the construction site due to narrow roads, or special concrete is needed, and commercial concrete production enterprises cannot produce it. If it is really necessary to mix concrete at the construction site, it shall be reported to the municipal commercial concrete management agency for approval in advance. Fifth engaged in the production of commercial concrete, it shall apply to the municipal commercial concrete management institutions for qualification examination, obtain the qualification grade certificate, and engage in the production and operation of commercial concrete according to the approved qualification grade; Those who have not obtained the qualification certificate shall not engage in the production and operation of commercial concrete.
The qualification grade of commercial concrete production enterprises shall be re-examined in accordance with the relevant provisions of the province. Sixth commercial concrete production enterprises should strictly implement national standards and norms, establish and improve the quality assurance system to ensure the quality of commercial concrete.
No unit or individual may specify the materials and mixture ratio for the production of commercial concrete for commercial concrete production enterprises. Seventh commercial concrete production enterprises shall use bulk cement in accordance with the provisions; Under special circumstances, if it is really necessary to use bagged cement, it shall be reported to the municipal commercial concrete management institution and the municipal bulk cement management institution for approval. Eighth transport of commercial concrete should use special vehicles, take corresponding anti-leakage measures, and not leak along the way.
Special vehicles that supply commercial concrete to construction projects that continuously pour concrete shall be issued with a pass by the public security department, which shall specify the time and route that are prohibited from passing. Article 9 Design units must design construction projects that should use commercial concrete according to the requirements of using commercial concrete, and construction supervision units should take the use of commercial concrete in this construction project as the supervision content. Tenth commercial concrete users should use the products of commercial concrete production enterprises with corresponding qualification grades, and report the commercial concrete ordering contract to the municipal commercial concrete management institution for the record. Eleventh commercial concrete users should ensure that the construction site roads are smooth, have the necessary parking spaces, lighting, water and other facilities, and do a good job in the molding, pouring and maintenance of commercial concrete. Twelfth city commercial concrete management institutions should open procedures, standardize management behavior, and provide information consultation and coordination services for commercial concrete production enterprises and users. Thirteenth in violation of the provisions of these measures, one of the following acts, the construction administrative department shall order it to make corrections, and impose a fine in accordance with the following provisions:
(a) should use commercial concrete construction projects, without approval, unauthorized mixing of concrete in the construction site, the construction unit shall be fined according to the standard of self-mixing concrete per cubic meter 100 yuan, but the amount of each fine shall not exceed 30,000 yuan;
(two) those who engage in the production and operation of commercial concrete without obtaining the qualification grade certificate or beyond the approved qualification grade shall be fined between 30,000 yuan and 65,438 yuan.
The punishment implemented by the Municipal Construction Committee may be entrusted to the municipal commercial concrete management institution for implementation. Fourteenth in violation of product quality, engineering quality supervision, environmental protection, city appearance and environmental sanitation, public security and traffic and other relevant provisions, the relevant administrative departments shall be punished according to law. Fifteenth relevant management personnel who abuse their powers, accept bribes, engage in malpractices for selfish ends, neglect their duties, shall be given administrative sanctions by various departments or higher authorities; If the case constitutes a crime, it shall be submitted to judicial organs for criminal responsibility according to law. Sixteenth Wuhan Economic and Technological Development Zone Management Committee is responsible for the use and management of commercial concrete. Seventeenth the specific application of these Provisions shall be interpreted by the Municipal Construction Committee. Eighteenth the provisions shall come into force as of the date of promulgation.
