The administrative departments in charge of transportation, port, production safety supervision, ocean and fishery shall be responsible for the relevant maritime traffic safety management according to the division of responsibilities. Article 4 The maritime search and rescue agency established by the Fuzhou Municipal People's Government according to law shall be responsible for organizing, coordinating and directing the emergency rescue of maritime traffic accidents and dangerous situations.
Maritime search and rescue agencies are composed of maritime affairs, transportation, ports, safety production supervision, marine and fishery administrative departments and other relevant units, and their daily work is specifically responsible by the maritime administrative agency.
The people's governments of coastal counties (cities, districts) in Fuzhou shall strengthen the management of maritime traffic safety and establish and improve the responsibility system for maritime traffic safety management. Chapter II Vessels, Installations and Personnel Article 5 Vessels and installations shall hold valid inspection certificates issued by ship inspection agencies and be registered according to law.
Vessels and installations shall be kept in a state of continuous compliance with inspection technical specifications, and shall be guaranteed to be suitable for safe navigation, berthing and operation. Article 6 Vessels and installations shall be equipped with crew and other employees according to the staffing requirements stipulated by the state.
Crew members and other employees serving on ships and facilities shall obtain corresponding valid certificates.
Owners or operators of vessels and installations shall not employ crew members and other employees without valid certificates. Article 7 The owners or operators of vessels and installations shall be responsible for the traffic safety of vessels and installations, and shall establish and improve corresponding traffic safety management systems, rationally dispatch vessels or use facilities, and shall not instigate or force crew members to operate in violation of regulations. Article 8 Ships without ship name, ship number, ship certificate and port of registry, and ships forcibly scrapped by the state are prohibited from sailing and operating at sea.
It is forbidden to forge, alter, falsely use, buy, sell or lease the legal certificates of vessels, facilities and crew. Chapter III Navigation, Berthing and Operation Article 9 Ships shall sail within the approved navigation area and abide by the navigation rules promulgated by the maritime administrative agency. Article 10 The maritime administrative agency shall, according to the needs of maritime traffic safety management, delimit and publish the area for ship declaration in Fuzhou sea area, and formulate regulations for the management of ship declaration. Ships entering and leaving the ship reporting area shall report to the maritime administrative agency, which shall promptly notify the port administrative department after receiving the report.
Ships entering and leaving the port shall abide by the relevant provisions on ship visa management and apply for a visa to the maritime administrative agency.
The maritime administrative agency shall, according to the traffic conditions in Fuzhou sea area, timely release relevant navigation safety information. Article 11 When the following vessels enter or leave the port, sail in the port, move berths (except parallel movement between two berths along the coast) or dock, they shall apply to the pilotage agency for pilotage:
(1) Ships of foreign nationality;
(2) China ships that should apply for pilotage according to laws and administrative regulations;
(3) The maritime administrative agency shall, jointly with the port administrative department, handle the application for pilotage of China ships approved by the higher authorities.
Ships other than those specified in the preceding paragraph may apply for pilotage as required. Article 12 Pilotage institutions shall arrange pilots in accordance with relevant regulations.
A pilot shall hold a valid certificate of competency as a pilot, guide the ship according to the provisions of the pilot grade, abide by the navigation management regulations, and obey the safety supervision and management. When the pilot leads the ship, he shall board and leave the guided ship at the designated place. In case of big waves and other special circumstances that need to change the boarding place, it shall report to the maritime administrative agency in advance. Article 13 A ship shall keep sufficient water depth.
Empty ships should be ballasted when sailing in port waters to ensure the maneuverability of the ship. Article 14 When loading goods and containers, ships shall meet the requirements of stowage, fastening, stability and load line stipulated by the state, and shall not be overloaded or overspeed.
It is forbidden for ships to carry passengers without approval, and it is forbidden for passenger ships to carry passengers beyond the quota. Article 15 When entering or leaving a port, a ship should try to keep to the right side of the channel and use a safe speed without endangering its own safety.
Ships crossing the channel shall not obstruct the passage of ships sailing in the channel, and shall not rob the bows of other ships. When crossing, it should be as right as possible with the main channel.
When a ship approaches a ferry or ferry route, it shall take effective avoidance measures such as honking its horn and slowing down. Article 16 When passing through narrow waterways and special waters, ships shall abide by the provisions of the maritime administrative agency on avoidance and speed limit, and obey the command of the maritime administrative agency.
When a ship sails in the Minjiang waterway below Da Ma Kok, if it is of the same tonnage class, the ship sailing against the current should avoid the ship sailing against the current; When a ship with a gross tonnage of more than 3,000 tons sails, a ship with a gross tonnage of less than 3,000 tons shall give up the deepwater channel in time.
Before entering or leaving the port, the ship should give a long-term alarm sound, and keep in touch with VHF wireless telephone before passing through the waterway between Mazuyin, Fu Deng and Fu Deng, Zhongsha. When boarding the waterway between Zhongsha and Fu Deng through Mazu notes, light ships of the same tonnage class should let heavy ships pass. When ships pass through Kinmen, ships with a gross tonnage of more than 5,000 tons shall not meet, and ships with a gross tonnage of less than 5,000 tons shall not hinder the navigation of ships with a gross tonnage of more than 5,000 tons.
Ships with a gross tonnage of more than 3,000 tons are not allowed to overtake or sail side by side in the leg between Mazu Yindengfu and Zhongsha Fu Deng and the leg between Tiananmen Donggaozhai (moving south) lamppost and Qingzhou Bridge. /kloc-ships with a gross tonnage of 0/000 or more are not allowed to overtake or sail side by side on the leg between Qi Kui Wharf and Aofeng Bridge.
