In order to further alleviate the urban road traffic congestion in our city, according to the provisions of the Interim Measures for the Administration of Motor Vehicle Parking Charges in Chengdu (DecreeNo. 13 1No. of the municipal government), and after extensive consultation with relevant procedures, we decided to implement differentiated charges for temporary parking of motor vehicles in our city. The relevant matters are hereby notified as follows:
First, the implementation of regional division of differential charges.
According to the specific traffic conditions of urban roads, the areas where differential charging for temporary parking of motor vehicles is currently implemented are divided into four categories:
(1) Level I area: 1 (including regional boundary roads)
Chunxi Road-Yanshikou-Tianfu Square area: east to Shuyuan South Street, North Shamao Street and South Shamao Street, south to East Street, Chengshou East Street, Zouma Street, Xuedao Street, Guwolongqiao Street, Lihua Street and Shaanxi Street, west to Dongcheng Gennan Street, north to Renmin West Road, Renmin East Road, Donghuamen Street, Donghua Street, Didu Street, Taisheng South Road and Xinglong.
(2) Class II areas: 2 (including regional boundary roads)
1, Tongzilin area: east to the fourth section of Renmin South Road, south to Tongzilin South Road, west to Guangxin Road, and north to the third section of Second Ring Road.
2. Some streets in Shuangnan area: Guangfuqiao West Street, Guangfuqiao North Street, Zhixin South Street, Zhixin North Street, Shuangnan Street, Shuang Yuan Road, Xia Guang Street, Shaoling Road and Biyun Road.
(3) Level III area: 5 (including regional boundary roads, but excluding level I regional boundary roads).
Taisheng District 1: East to the second section of Hongxing Road, south to Huaxing East Street, Huaxing Middle Street, Huaxing Shang Jie, Xinglong Street, Taisheng South Road and Fuyin Street, west to Shuncheng Street, and north to Wu Wen Road, Desheng Road and Yusha Road.
2. Rome City: It starts from Shuncheng Street in the east, reaches Donghua Street, Donghuamen Street, Renmin East Road and Renmin West Road in the south, reaches Dongcheng Genshang Street, Dongcheng Genzhong Street, Dongcheng Genxia Street and Wanhe Road in the west, and reaches Jianghan Road, Renmin Middle Road II and Xiyulong Street in the north.
3. Wangjiaguai area: East to Dongcheng Gennan Street, Jindun Road and Nanda Street, south to Jinli East Road, Jinli Middle Road and Jinli West Road, west to Qintai Road, and north to Tonghuimen Road, Jinhe Road and Shaocheng Road.
4. Yandao Street area: East to the fourth section of Hongxing Road, south to Binjiang Middle Road, west to the second section of Renmin South Road, and north to Xinguanghua Street and Jinxing Road.
5. Tianya Stone Area: East to Annan North Road, south to Dacisi Road, west to Shuyuan South Street, Fanku Street and the second section of Hongxing Road, and north to Sanhuashu Road.
(4) Other areas: urban roads with different charges outside the above three areas.
In the future, according to the needs of traffic organization and management and municipal construction, when it is necessary to adjust different charging areas and standards for temporary parking of motor vehicles, the Municipal Public Security Traffic Management Bureau shall apply, which shall be determined in the form of documents after consultation with the Municipal Price Bureau and relevant departments, and announced to the public.
Second, determine the differential charges for parking spaces.
Within the urban area, the specific number of temporary parking spots and berths shall be determined by the Municipal Public Security Traffic Management Bureau within the total number of berths in the regional planning according to the traffic flow changes and the use of surrounding parking lots (garages), and shall be filed with the Municipal Price Bureau and announced to the public at the same time.
Three, the implementation of different parking time and charging standards.
The implementation of temporary parking of motor vehicles is divided into two periods: day and night. During the day, it means from 8:00 to 19:00, and at night, it means from 19:00 to 8:00 the next day.
According to the Reply of the People's Government of Sichuan Province on Adjusting the Parking Charge Standard for Motor Vehicles in Chengdu (Chuanfuhan [2003] No.224), the specific charging standard for the implementation of differentiated charges for temporary occupation of motor vehicles is as follows:
(1) charging standard for temporary parking during the day
From Monday to Friday, the following standards shall be implemented: the starting price of the first-class area is within 5 yuan/1 hour, and 2 yuan every half hour after 1 hour (half an hour is counted as less than half an hour, the same below); The starting price of the second-class area is within 4 yuan/1 hour, and 2 yuan every half hour after 1 hour; 3 yuan/1 hour as the starting price of the third-level zone, and every half hour after 1 hour 1 yuan; Prices in other regions are within 2 yuan/1 hour, and after 1 hour 1 yuan.
Legal holidays (referring to all citizens' holidays on Saturdays, Sundays and holidays) shall be implemented according to the following standards: the starting price of the first category is within 3 yuan/1 hour, and every half hour after 1 hour/yuan; The starting price of Class II and Class III areas is within 2 yuan/1 hour, and every hour after 1 hour/yuan (less than 1 hour is calculated as 1 hour, the same below); Prices in other regions are within 2 yuan/1 hour, and after 1 hour 1 yuan.
(2) The charging standard for temporary parking at night
The charging standard for night parking in urban motor vehicle parking lots is: 2 yuan for temporary parking of small cars for 4 hours, rolling charge (4 hours for less than 4 hours, the same below), monthly parking 100 yuan/month; Large cars are temporarily parked in 3 yuan /4 hours, with rolling billing, and parked in 200 yuan/month.
(3) Provisions on free parking
Vehicles parked in the same temporary parking lot for less than 15 minutes are exempt from parking service fees. /kloc-After 0/5 minutes, the time shall be continuously calculated from the start and end, and charged according to the specified standard.
The classification of the above models shall be subject to the provisions of the public security traffic management department.
Four, the temporary occupation of parking fees for motor vehicles to implement the examination and approval system.
The city traffic civilization persuasion team submitted a written application to the local price bureau with the "License for Temporary Occupation of Motor Vehicles in Chengdu" issued by the Traffic Management Bureau of the Municipal Public Security Bureau. After approval, receive the approval of government-set motor vehicle parking fees, and collect the service fee for temporary occupation of motor vehicles according to the charging standard stipulated in the approval. The District Price Bureau is responsible for daily supervision and management.
Five, do a good job of parking fees clearly marked.
Temporary occupation of parking lots by motor vehicles shall be clearly marked according to regulations, and the parking fee standard shall be accurately publicized. In different areas where different fees are charged, there should be obvious differences in clearly marked prices.
Six, five urban areas (including high-tech zones) outside the area of temporary parking charges by the local price department management.
Temporary parking charges for motor vehicles in other districts (cities) and counties outside Wucheng District (including High-tech Zone) shall be managed by the price management department of the local government in accordance with Decree No.2004. Chengdu Municipal People's Government 13 1.
