Standard provisions on the scope and scale of construction project supervision

"Standard Provisions on the Scope and Scale of Construction Project Supervision" has been discussed and passed at the 36th executive meeting of Ministry No.65438 on February 29th, 2000. It is hereby promulgated and shall come into force as of the date of promulgation. In order to determine the specific scope and scale standards of construction projects that must be supervised and standardize the supervision activities of construction projects, these Provisions are formulated in accordance with the Regulations on Quality Management of Construction Projects.

The following construction projects must be supervised:

(1) National key construction projects;

(2) Large and medium-sized public utility projects;

(3) Development and construction of residential district projects;

(4) Projects using loans or aid funds from foreign governments or international organizations;

(five) other projects that the state must supervise.

Large and medium-sized public utility projects refer to the following projects with a total investment of more than 30 million yuan:

(a) municipal engineering projects such as water supply, power supply, gas supply and heating;

(two) science and technology, education, culture and other projects;

(three) sports, tourism, business and other projects;

(four) health, social welfare and other projects;

(5) Other public utility projects.

Other projects that the state must supervise refer to:

(a) the following infrastructure projects involving social interests and public safety with a total investment of more than 30 million yuan:

(1) coal, petroleum, chemical industry, natural gas, electric power, new energy and other projects;

(2) Railway, highway, pipeline, water transport, civil aviation and other transportation projects;

(three) postal services, telecommunications hubs, communications, information networks and other projects;

(four) flood control, irrigation, drainage, power generation, water diversion (supply), beach management, water resources protection, soil and water conservation and other water conservancy construction projects;

(five) urban infrastructure projects such as roads, bridges, subway and light rail transportation, sewage discharge and treatment, garbage disposal, underground pipelines, public parking lots, etc.;

(6) Ecological environment protection projects;

(seven) other infrastructure projects.

(2) Schools, theaters and stadiums.
