After graduation, the personnel files are sent directly to the original personnel bureau, which does not accept them. There are two ways to store files, one is in the talent service center under the local human resources and social security bureau, and the other is in a qualified unit. According to the restrictions of the Ministry of Labor and the National Archives Bureau, companies with personnel file management authority are limited to state organs, institutions and large and medium-sized state-owned companies, and the party organization of the company is at the party committee level before receiving and keeping personnel files. Other private companies, such as joint ventures and wholly foreign-owned enterprises, have no right to manage and receive personnel files.
For companies that do not have the right to receive files, the usual practice is: first, sign a personnel file custody agreement with the local human resources and social security bureau, which will hold the company's personnel files and pay the custody fee to the human resources and social security bureau according to the standards ranging from 10 to 20 yuan/month. It is better for the company to do so. Second, there is no need for files at all. The employees themselves go to the Human Resources and Social Security Bureau to solve the file storage, and the file storage fee is borne by the employees themselves.
