According to incomplete statistics, more than 40 countries and regions have promoted biofuel ethanol and vehicle ethanol gasoline, and the annual consumption of ethanol gasoline is about 600 million tons, accounting for about 60% of the world's total gasoline consumption.
However, the promotion of ethanol gasoline in China is not ideal at present, because the supply gap of fuel ethanol is large. According to the data provided by China Petroleum Planning Institute, the current fuel ethanol production capacity in China is 2.89 million tons/year, while the current domestic gasoline consumption is about 65.438+300 million tons. According to the "Program", while "moderately developing grain fuel ethanol and scientifically and reasonably grasping the total amount of grain fuel ethanol", it is also required to "focus on dealing with overdue and over-standard grain". In dealing with the problem of grain overdue, according to the calculation of relevant authorities, the overdue grain produced in China every year can support the production of biofuel ethanol on a certain scale. "If the total coverage of ethanol gasoline is estimated according to E 10 (gasoline contains 10% ethanol), the total corn consumption in ethanol production from 2065438 to 2020 will be 65438+ billion tons, which is the fastest way to solve the problem of effective utilization of aged grain." The ethanol market has great potential.
As early as 2004, in order to promote the development of renewable energy and new energy, the National Development and Reform Commission, the Ministry of Finance and other ministries and commissions jointly issued policies to pilot the project of processing ethanol gasoline for vehicles with aged grain in four regions of China. According to the subsidy policy at that time, for every ton of ethanol gasoline produced for vehicles, the state subsidized 1880 yuan, and all taxes were free. As a result, the enthusiasm for building fuel ethanol projects in various places has never been higher.
According to the statistics of relevant departments, during the two years from 2004 to 2006, the production capacity of the proposed project to build ethanol gasoline for vehicles in the name of biofuel ethanol or non-grain bio-liquid fuel in China has exceeded10 million tons. Since 2006, China's total output of fuel ethanol began to rank third in the world.
During this period, the price of corn, as the main raw material of fuel ethanol, also increased. Due to the strong demand, a large number of farmers switched to corn, which occupied cultivated land to some extent. Therefore, in 2007, the State Council decided to stop the grain ethanol fuel project under construction.
Earlier, the State Council also announced that it would stick to the development of non-grain fuel ethanol under the principle of not occupying cultivated land, consuming food and damaging the ecological environment.
