This green belt is the only welcome avenue in Beijing invested and built by the Beijing Municipal Government in 2000.

The public announcement of EIA let residents know that the "East Fourth Ring Road Project of Beijing Rail Transit" will be the first straddle-type monorail line in Beijing, with a total length of about 33.7 kilometers, all of which are viaducts. The road is just on the green belt of the East Fourth Ring Road, which is close to some residential buildings.
Another elevated monorail Yuquan line plans to set up a depot in Guogongzhuang, 62 meters away from Beijing Vanke Xihuafu, which also makes the owners of Xihuafu a little uneasy.
What are the effects?
According to the schematic diagram of the project route, the viaduct of the East Fourth Ring Road project will pass through many residential areas such as Sunny Shangdong, Dongshanshu and Guanhu Jiayuan, as well as schools, kindergartens and hospitals.

As for the elevated monorail, three experts interviewed by our reporter all put forward the safety hazards that should be paid attention to-if the small train catches fire in operation, it will be difficult to rescue on the spot, and if the external rescue force cannot arrive at the scene in time, passengers will hardly have the conditions to escape on their own.
Save or waste?
The Beijing elevated monorail, which is called "the small train in the air" by the media, is planned to have one east and one west, namely the East Fourth Ring Road and Yuquan Line, and is undergoing environmental assessment.
The East Fourth Ring Road Project starts from Xiaoyun Bridge in the north, and is laid south along the green space outside the East Fourth Ring Road, passing through Yaojiayuan Road, Chaoyang Road and Sihuiqiao Community. The cost per kilometer of these two lines to be built in Beijing is 680 million yuan and 690 million yuan respectively, which is higher than the cost per kilometer of Daxing Line put into operation at the end of 20 10 and the first phase of Metro Line 6 put into operation in 20 12.

Because of the short car body and different tracks, the line as a monorail cannot be unified with the current subway system. In terms of management and cost, Zhang Ming believes that monorail trains not only fail to save money, but also increase the difficulty of unified dispatching and operation.
Can the traffic pressure be alleviated?
In the interview reply provided by the Beijing Municipal Planning Commission to Outlook Oriental Weekly, the planning of the East Fourth Ring Road project in Beijing was introduced. It was said that in the construction planning for 2020, the rail transit network planning scheme was divided into three levels: the central city subway system, the medium and low volume rail transit system and the regional express line system, and the East Fourth Ring Road was one of the medium volume light rail lines.

Wang also thinks that monorail is no problem as a supplementary line, but it is not suitable as a single line for network planning.
In addition to the small transportation capacity, the role of "relieving traffic pressure" is limited. The distance from Chaoyang Park Bridge to Sifang Bridge is close to 10 km, which is parallel to the planned subway 14 line, and the distance is only about 1 km. There are more than 40 bus lines around the East Fourth Ring Road.
"Under the mountainous terrain conditions, Chongqing is also vigorously developing subways instead of monorails, which is related to the fact that the capacity of small trains is not enough to meet the overall traffic demand of the city." Zhang Ming said.
Waiting for the third EIA

The conclusion drawn from the simplified version of this EIA report is: "From the perspective of environmental protection, the route selection of this project is basically reasonable, the environmental protection measures are appropriate, and the project construction is basically feasible."
Since July, representatives of East Line owners have intensively visited Beijing Academy of Environmental Sciences, Planning Commission, Development and Reform Commission and other units.
Du Qiang, director of the Letters and Calls Office of the Beijing Municipal Development and Reform Commission, said when receiving the owner that the project has not yet entered the working channel of the feasibility study report and project establishment of the Planning Commission.
However, residents found that during the publicity period of the project EIA, China Bidding Network and the website of Beijing Bidding Public Service Platform had published the bidding announcements for the East Fourth Ring Road project survey, engineering foundation engineering inspection and even civil construction.

Tian Li said that the simplified EIA has no specific requirements on details and depth. The environmental and noise pollution problems that the owner cares about will be covered in the third EIA report except confidential matters.
Wang Dawei, director of the EIA Department of Beijing Environmental Protection Bureau, also said that even if the EIA report is submitted to the EPA for review, there will be a publicity period of 15 days, and the public will still have the opportunity to express their opinions.
On July 22nd, the Beijing Municipal Planning Commission organized the heads of basic investment companies, environmental research institutes and other units to have a discussion with the owners' representatives. Zhou Nansen, deputy director of the Planning Commission, stressed that the project is still in the preliminary investigation stage, and it will never be officially launched without public participation and strict procedures.
