Public security organs in various districts and counties in Nanjing are stepping up the construction of "Household Administration Acceptance Center". From July 1 day, the city's public security organs will implement a "one-stop" service for household registration approval. This reporter learned from the on-the-spot meeting held by the Municipal Public Security Bureau in Xuanwu Public Security Bureau yesterday.

It is understood that for a long time, residents have to declare their household registration to the local police station, apply for temporary id card and border defense certificates, and then the police station will report to the sub-bureau for review. Because the applicant is not clear about the relevant policies, the police station has to run several times. Xuanwu Public Security Bureau took the lead in setting up the "Household Administration Acceptance Center" in the whole city from last year's 1 18. Residents can go directly to the center to declare the project without going to the police station. It takes only 7 days for residents to complete the declaration on average, which greatly shortens the time limit for examination and approval.

He Dezhong, deputy director of the Municipal Public Security Bureau, told the reporter that after the opening of the household administration acceptance center, residents no longer need to go to the police station to open an account. Moreover, if the applicant's procedures are incomplete, the center should explain clearly and not let the masses run for the third time.

I. Basic requirements

Residents with permanent residence in the urban or suburban areas of Nanjing shall apply to the Exit-Entry Administration Office of Nanjing Public Security Bureau for a certificate of going abroad.

If the registered permanent residence is in five districts (counties) of Jiangning, Pukou, Liuhe, Lishui and Gaochun, an application shall be submitted to the Exit-Entry Administration Section of the Public Security Bureau of the district (county) where it is located.

All applications for going abroad must be submitted in person, and agents are not allowed.

To apply for Hong Kong and Macao, children under the age of 16 must be represented by their parents or other legal guardians entrusted by their parents. Residents over the age of 60 may be represented by their immediate family members.

To apply in Taiwan Province Province,/kloc-children under the age of 0/6 must be represented by their parents or other legal guardians entrusted by their parents. Residents over 70 years old may be represented by their immediate family members.

Two. To apply for a passport or pass, you must submit the following materials:

1. Apply for a passport and fill out the Approval Form for Jiangsu Residents Going Abroad for Private Purposes; Apply for the Hong Kong and Macao Pass and fill out the Application Form for Short-term Travel of Jiangsu Residents to and from Hong Kong and Macao; Apply for Taiwan Pass, and fill in the application form for mainland residents to travel to and from Taiwan Province Province.

2. Submit two recent (within 6 months) color bareheaded photos with white background, one of which has a barcode and is posted on the application form in advance.

3. Submit the original residence booklet and ID card and submit a copy. The account book only needs to copy the address page and personal data page. Please use your ID card to copy on a piece of A4 paper, and don't cut it out.

4./kloc-Children under the age of 0/6 must apply from their parents, and children can be absent. If you entrust other guardians (such as grandparents), you must issue a handwritten power of attorney and a copy of your ID card (the copy says entrusted). If the elderly cannot apply to the Public Security Bureau in person for special reasons, they may be entrusted by their immediate family members. When handling, the application form for entrusted agency should be filled in, and the agent should submit the original and photocopy of the ID card.

5. When the staff of state organs and other registered personnel apply for going abroad (border), they should put forward their opinions and seal the application approval form in advance according to the personnel management authority, and the person in charge should personally sign it.

6. Soldiers submit the original approval document of the army, the original and copy of the military officer's certificate (or discharge certificate), and the unit to which they belong issues opinions and stamps the application approval form, and the person in charge personally signs it.

7. Submit relevant certification materials deemed necessary by the public security organ.

8. Other considerations:

(1) If the applicant is a collective account, the original and photocopy of the Registration Form for Permanent Population shall be submitted.

(2) If the household registration is still in the process of migration (including foreign migration and urban migration), you should apply after you settle down and apply for a passport with your household registration book.

(3) If the ID card is lost or expired and it is too late to apply for a new ID card, the application shall be made by temporary id card.

Three. Requirements for filling out the application form

1. The application approval form should be filled in by myself with a blue-black ink pen or a signature pen. The contents of the form shall be complete, true and clear, and shall not be altered.

Children and illiterates can be filled in by guardians and immediate family members, and the person who fills in the form must sign it.

2. The applicant's surname, first name, gender, date of birth, place of birth and ID number must be consistent with the household registration book and ID card. If the ID card is inconsistent with the household registration book, you must go to the local police station in advance to change it before you can apply (the ID number is changed from 15 to 18).

The word "surname, first name", if any, must be accurately indicated in capital pinyin; if it is not indicated, it is at your own risk.

4. "Household registration address" refers to the detailed address recorded in the applicant's household registration book. "Home address" refers to the actual residential address of the applicant.

5, "work unit" and "personnel file unit" column must be truthfully filled in, such as blank will not be accepted.

6. In the column of "going to countries", just fill in the name of the specific country I intend to go to, and don't fill in the words "Europe, Asia".

7. In the column of "main family members", fill in the information of parents, spouses or children.

8. "My resume" refers to my education and work.

Fourth, the photo standard

1. The photo is the applicant's recent (within 6 months) two-inch bareheaded color half-length photo (glossy paper) with a white background. Since Corning's digital photography has been networked with our office, please attach a photo with a barcode to the form. Other photo studios are not connected to our office, so digital photography will affect the quality when scanning. Please choose ordinary smooth photography (with negative film);

2. Don't wear heavy makeup, hair dye, lipstick, hair clips, necklaces, earrings, sunglasses and other accessories when taking pictures; State officials are not allowed to wear standard clothes, and children are not allowed to wear red scarves;

3. Photos require clear portraits, rich levels and natural expressions. One-time snapshots, remakes or digital photos printed by various color printers are not accepted;

4. Photo size: 48mm * 33mm, head width 21mm-24 mm; Head length 28 mm-33 mm;

Applicants are requested to submit photos in strict accordance with the above criteria.

Five, the applicant shall issue the opinions of the unit and stamp the form.

1, leading cadres at or above the county (department) level, retired cadres at or above the department (bureau) level, who are employed by party and government organs, people's congresses, CPPCC, courts, procuratorates, people's organizations and institutions at all levels;

2. Legal representatives of financial institutions and state-owned enterprises, leading members of financial institutions at or above the county level and leading cadres at corresponding ranks, middle-level and above managers of large and medium-sized state-owned enterprises, and representatives of state-owned shares of state-owned holding and shareholding enterprises;

Sixth, the processing time limit

The exit-entry administration department of public security shall make a decision on approval or disapproval of the application for going abroad or leaving the country within 30 days according to law.

Our city will complete it in 10 working days. 5 districts (counties) 15 working days.

7. Relevant regulations of emergency office.

According to the relevant commitments of the Provincial Public Security Department, under any of the following circumstances, you can apply for expediting with the corresponding overseas certification materials. 1. Visit critically ill patients; 2. Attend the funeral of relatives and friends or deal with the aftermath; 3. Participate in urgent business activities, and time is tight; 4. Studying abroad, near the start date; 5. Go abroad for medical treatment; 6. The entry permit or visa of the destination country will expire soon. Our bureau will close the case within 5 working days according to the situation, and there is no expedited fee.

To apply for expedited processing, you must submit the corresponding overseas letters.

VIII. Payment

After submitting the application, the applicant shall pay the certification fee at the toll counter of China Bank in the reception hall with the receipt of the Citizen's Exit Certificate issued by the public security organ, and keep the receipt and payment voucher properly.

If the bank's toll counter is out of service, you can pay at Wang Fu Garden Sub-branch of Bank of China (address: 63 Wang Fu Street-10).

If you take part in a group tour of a travel agency, you should return the receipt to the police after paying the fee.

Nine, apply for a passport

Method 1: The applicant takes the ID card, receipt, entry-exit certificate of Jiangsu Province and the special bill for visa (note) fee (receipt) to the reception hall of the entry-exit administration office to collect the certificate for going abroad. /kloc-applicants under the age of 0/6 shall be collected by their guardians with their ID card, applicant's household registration book, receipt and payment voucher.

Method 2: Express delivery to obtain the certificate. With the payment receipt, go to the postal express counter in the reception hall. When the postal delivery personnel deliver the card to the door, they shall submit their ID card and the third copy of the Express List.

Method 3: The receipt is lost. If the payment receipt is lost, you need to hold your ID card to check the application number, and then go to the bank to issue a payment voucher. With the proof of bank payment and a copy of ID card, you can get the certificate by writing a receipt.
