The term "livestock products" as mentioned in these Measures refers to livestock and poultry raised artificially for food and their products.
The term "quality and safety of livestock products" as mentioned in these Measures refers to the fact that the quality of livestock products meets the requirements of safeguarding people's health and safety. Article 3 The people's governments at or above the county level shall strengthen their leadership over the quality and safety of livestock products within their respective administrative areas, establish and improve the quality and safety service system of livestock products, improve the quality and safety level of livestock products, support the production of pollution-free livestock products, encourage producers to apply for the origin identification and product certification of pollution-free livestock products, arrange funds for the quality and safety of livestock products, and carry out the quality and safety work of livestock products. Article 4 The animal husbandry and veterinary administrative departments of the people's governments at or above the county level shall be responsible for the supervision and management of the quality and safety of livestock products within their respective administrative areas.
The relevant administrative departments of commerce, industry and commerce, health, quality and technical supervision shall, in accordance with their respective duties, do a good job in the quality and safety management of animal products. Fifth animal husbandry and veterinary technology promotion institutions, professional associations and farmers' professional cooperative economic organizations shall promote excellent livestock and poultry varieties, promote healthy breeding and improve the quality of livestock products through technical services. Article 6 Livestock and poultry farms shall raise livestock and poultry in accordance with the standards and technical specifications stipulated by the state. Breeding communities and specialized households should gradually implement standardized feeding.
Livestock and poultry farms, farming communities and specialized households should strengthen the management of livestock and poultry hygiene, regularly clean and disinfect livestock and poultry farms and appliances, promptly remove or recycle livestock manure, wastewater and other wastes, and ensure that the environmental sanitation of livestock and poultry farms meets the standards prescribed by the state.
Livestock and poultry farms shall establish livestock and poultry breeding files and record the contents stipulated in Article 41 of the Animal Husbandry Law of People's Republic of China (PRC); Breeding communities and specialized households shall establish livestock and poultry breeding files to record the variety, quantity and source of livestock and poultry, as well as the purchase and use of veterinary drugs, feeds and feed additives, and the prevention and control of epidemics. The preservation time of breeding files and records shall not be less than 2 years. Seventh engaged in livestock and poultry breeding shall not have the following acts:
(a) the use of cleaning and disinfection items harmful to human health or harmful residues to livestock and poultry;
(2) Feeding livestock and poultry with swill from restaurants and canteens without high temperature treatment;
(three) raising livestock and poultry in the garbage dump or using the materials in the garbage dump;
(four) excessive use of veterinary drugs and feed additives or violation of the provisions of the withdrawal period of livestock and poultry;
(five) directly fed or added to the feed and drinking water of livestock and poultry;
(six) the use of human drugs by livestock and poultry. Eighth livestock and poultry are prohibited from using clenbuterol hydrochloride, Sudan red and other drugs and other compounds that are explicitly prohibited by the state.
It is forbidden for any unit or individual to sell, provide or induce livestock and poultry breeders to use prohibited drugs and other compounds such as clenbuterol hydrochloride and Sudan red. Ninth livestock and poultry slaughtering enterprises shall establish production records of livestock and poultry products, recording the name, source, quantity, date, quarantine certificate number, quality inspection and harmless treatment. Records should be kept for at least 2 years. Article 10 Animal products under any of the following circumstances shall not be sold:
(a) there is no quarantine certificate or inspection mark;
(2) Suffering from infectious diseases, death, poisoning or unknown cause of death;
(3) Containing drugs and other compounds prohibited by the state from being used by livestock and poultry;
(4) The drug residue or the content of toxic and harmful substances exceeds the national standard;
(5) Injecting water or other substances;
(6) Slaughtering or processing with toxic and harmful substances;
(seven) other animal products prohibited by the state. Article 11 Relevant scientific research, teaching and animal diagnosis and treatment institutions shall be equipped with facilities and equipment for the harmless treatment, cleaning and disinfection of sewage, dirt and dead livestock and poultry, and the sewage, dirt and dead livestock and poultry generated in the process of scientific research, teaching and diagnosis and treatment shall be treated harmlessly, and it is strictly forbidden for diagnosis, autopsy and dead livestock and poultry to enter the market. Twelfth animal products wholesale market should sign a quality and safety agreement with the animal products operators who enter the market, establish a quality and safety credit management system, and guide the operators to operate legally and honestly.
The wholesale market of livestock products shall establish or entrust an inspection agency for the quality and safety of livestock products to conduct spot checks on the quality and safety of livestock products sold in the market; If it is found that it does not meet the quality and safety standards of animal products, the seller shall be required to stop selling immediately and report to the animal husbandry and veterinary administrative department of the local people's government at or above the county level.
Wholesale markets and sales enterprises of animal products shall establish records of the purchase and sale of animal products, and record the name, source, quantity, date, quarantine certificate number and sales direction of animal products. Records shall be kept at least 1 year. Article 13 The animal husbandry and veterinary administrative department of the people's government at the provincial level shall formulate a supervision plan for veterinary drugs, feeds, feed additives and other livestock and poultry production inputs that may affect the quality and safety of livestock products, conduct regular supervision and spot checks, and publish the results of spot checks.
