By combining with the communication field, some lawless elements use it to spread illegal and harmful information and carry out illegal and criminal activities on the Internet, which damages the legitimate rights and interests of citizens, legal persons and other organizations. Some blockchain information service providers do not have a strong sense of security responsibility, and their management measures and technical support capabilities are not perfect, which poses new challenges to Internet information security.
Regulations on the Management of Blockchain Information Services
Article 10 Blockchain information service providers and users shall not use the blockchain information service to engage in activities prohibited by laws and administrative regulations, such as endangering national security, disturbing social order, infringing upon the legitimate rights and interests of others, and shall not produce, copy, publish or disseminate information content prohibited by laws and administrative regulations.
Article 21 If a blockchain information service provider violates the provisions of Article 10 of these Provisions by producing, copying, publishing and disseminating information content prohibited by laws and administrative regulations, the Internet information offices of the state and provinces, autonomous regions and municipalities directly under the Central Government shall give a warning according to their duties, order it to make corrections within a time limit, and suspend relevant business before making corrections; Refuses to correct or if the circumstances are serious, and impose a fine of twenty thousand yuan and thirty thousand yuan; If a crime is constituted, criminal responsibility shall be investigated according to law.
Blockchain information service users who, in violation of Article 10 of these Provisions, produce, copy, publish and disseminate information content prohibited by laws and administrative regulations shall be handled by the Internet information offices of the state and provinces, autonomous regions and municipalities directly under the Central Government in accordance with the provisions of relevant laws and administrative regulations.
