In 2022, not all private schools will be turned into public schools, and those who meet the requirements of "six independences" can continue to be private schools.

Private compulsory education schools run by public schools in cooperation with other social organizations and individuals meet the conditions of "six independences" (namely, independent legal person qualification, campus buildings and facilities, full-time teachers, accountants, enrollment, and diploma issuance), and can continue to run private schools after completing financial liquidation, changing organizers and standardizing school names according to laws and regulations.

At the same time, public schools will only participate in native education and teaching from 2022, and all native students will quit after graduation; After consultation, when conditions are ripe, it can also be turned into a public school.

Notice of the Ministry of Education and other eight departments on regulating public schools to hold or participate in the holding of private compulsory education schools;

1. Compulsory education schools run by private and public schools alone and in cooperation with local governments and relevant institutions should be run as public schools.

2. Private compulsory education schools run by public schools in cooperation with other social organizations and individuals can continue to run private schools if they meet the "six autonomy", but they will quit after cleaning up the use of public school names and abbreviations of school names.

3. Private schools that do not meet the requirements of "six independences" (that is, independent legal person qualification, campus buildings and equipment, full-time teachers, accounting, enrollment, and graduation certificate issuance) should be rectified within a time limit. If the rectification is not in place, it will be made public or terminated as appropriate.

4, the existing residential areas supporting the construction of "public participation" schools or public schools, or by the government to buy services to provide degrees, continue to run schools.

5. No new "public participation" schools will be approved, and public schools will not be allowed to hold private compulsory education in disguise by changing organizers, running schools in groups, exporting brands, etc.

6. Local governments and public schools shall not send new staff to private compulsory education schools. Those who have been dispatched will be guided out in an orderly manner in stages.

7. Private compulsory education schools shall not enroll students in the name of (cooperating or listing) public school campuses and branches, nor shall they enroll students in violation of regulations in disguised form in the name of borrowing or linking.

8. Famous schools should run private (public participation) and strive to straighten out the mechanism and system within two years to achieve a smooth transition.
