Chapter I General Provisions Article 1 In order to standardize the collection, disclosure and use of social credit information, strengthen the management of social credit information, ensure the safety of social credit information, realize the sharing of social credit information resources, safeguard the legitimate rights and interests of natural persons, legal persons and unincorporated organizations, and promote the construction of social credit system, these Regulations are formulated in accordance with relevant laws and administrative regulations and in light of the actual situation of this province. Article 2 These Regulations shall apply to the collection, disclosure, use and management of social credit information within the administrative area of this province. Article 3 The social credit information mentioned in these Regulations refers to the objective data and materials that can be used to identify, analyze and judge natural persons, legal persons and unincorporated organizations with full capacity for civil conduct (hereinafter referred to as credit subjects) to abide by laws, regulations and rules, and perform their legal or agreed obligations, including public credit information and market credit information.

Public credit information refers to the data and materials generated or obtained by state organs, organizations authorized by laws and regulations to manage public affairs and services and other public credit information providers (hereinafter referred to as information providers) in the process of performing their duties according to law, which can be used to identify the credit status of credit subjects.

Market credit information refers to the data and materials that reflect the credit status of credit subjects generated by credit service institutions and other market credit information providers in production, operation and social service activities. Article 4 The collection, disclosure and use of social credit information shall follow the principles of legality, safety, timeliness and truthfulness, safeguard the legitimate rights and interests of credit subjects, and shall not disclose state secrets or infringe on business secrets and personal privacy.

No organization or individual may illegally collect, use, process or transmit social credit information of natural persons, or illegally buy, sell, provide or disclose social credit information of natural persons. Fifth people's governments at or above the county level shall strengthen the leadership of social credit information work, establish a coordination mechanism for social credit information work, and coordinate and solve major problems in social credit information work.

The development and reform department of the provincial people's government is the competent department of social credit information in this province, and is responsible for the comprehensive coordination, supervision and management of social credit information in this administrative region.

The education, industry and information technology, public security, environmental protection, housing construction, commerce, civil affairs, quality supervision, industry and commerce departments of the provincial people's government, the Provincial Higher People's Court, the Provincial People's Procuratorate and the Shijiazhuang Central Branch of the People's Bank of China shall do a good job in the management of social credit information within their respective functions and duties.

The people's governments of cities and counties (cities, districts) divided into districts shall, with reference to the provisions of the second paragraph of this article, determine the departments in charge of social credit information work within their respective administrative areas and be responsible for the management of social credit information; Other relevant departments of the people's governments of cities and counties (cities, districts) with districts shall do a good job in the management of social credit information within their respective functions and duties. Article 6 The provincial people's government shall build a unified social credit information platform in the whole province, collect the credit information service systems established by relevant departments, organizations and localities, and realize the interconnection and utilization of social credit information across departments, fields and regions.

The social credit information management institution of the development and reform department of the provincial people's government is responsible for the construction, operation and maintenance of the provincial social credit information platform. Provincial social credit information platform is the basic platform for the construction of social credit system in this province, which plays an important role in the interconnection of credit information, connecting the national credit information platform with other provinces (cities, autonomous regions) credit information platforms. Seventh people's governments at all levels should strengthen the construction of government integrity, establish and improve the record of government integrity, and promote the disclosure of government information. State organs and their staff should perform their duties according to law, improve the awareness and level of law-abiding performance, and play an exemplary role in the construction of social credit system.

Credit service institutions, industry associations and platform enterprises shall abide by industry credit regulations and professional ethics, and carry out publicity and training, policy suggestions and industry information release. , thus enhancing the service capability and credibility of the industry.

Enterprises should establish a credit management system, strengthen credit self-discipline and guard against credit risks.

The public should be trustworthy and self-disciplined, raise their awareness of honesty, and participate in honesty education and credit supervision activities. Article 8 State organs at all levels may carry out information cooperation with enterprises and institutions, establish a mutual communication and sharing mechanism between public credit information and market credit information, and realize the simultaneous application of public credit information and market credit information. Ninth to encourage the development of social morality, professional ethics, family virtues and personal moral education in all kinds of education and training.

All kinds of media should publicize the model of honesty and trustworthiness, and report and disclose all kinds of dishonest behaviors and events. Chapter II Collection of Credit Information Article 10 The competent department of social credit information of the provincial people's government shall, in accordance with the relevant provisions and standards of the state, formulate the standards and norms of social credit information in this province. Eleventh public credit information directory management. The catalogue of public credit information shall be compiled by the competent department of social credit information of the provincial people's government in conjunction with relevant departments in accordance with relevant state regulations and standards, and shall be publicly solicited for comments. After the approval of the provincial people's government, the catalogue is published to the public once a year. After publication, the changes of the current year will be included in the catalogue management of the next year.

The relevant departments shall explain the reasons for the inclusion or withdrawal of the relevant matters in the province's public credit information directory. If there are great differences of opinion or may cause great social impact, it shall also organize an assessment in conjunction with the competent department of social credit information of the provincial people's government in accordance with the relevant provisions of the state, and listen to the opinions of representatives and experts of relevant groups.

The credit directory code, provider, project name, data format, right to use, collection scope, collection procedure, collection path, collection time limit, publication method, update period and security level of public credit information are stipulated by the public credit information directory.
