Announcement on the pilot implementation of the talent endorsement policy for Hong Kong and Macao in mainland cities of Guangdong-Hong Kong-Macao Greater Bay Area
In order to facilitate Guangdong-Hong Kong-Macao Greater Bay Area talents to engage in scientific research and academic exchange activities and promote the construction and development of Guangdong-Hong Kong-Macao Greater Bay Area, the Exit-Entry Administration of People's Republic of China (PRC) decided to implement the endorsement policy for talents from Hong Kong and Macao in mainland cities of Guangdong-Hong Kong-Macao Greater Bay Area on a pilot basis from February 20, 2023. The announcement is as follows:
1. Six types of mainland talents working in Guangdong-Hong Kong-Macao Greater Bay Area can apply for the endorsement of talents traveling to and from Hong Kong and Macao. The six types of talents include: outstanding talents, that is, top talents who have made significant outstanding contributions to the construction and development of the Bay Area or are urgently needed in the Bay Area; Scientific research talents, that is, people with deputy senior titles or above in scientific research institutions in the Bay Area; Cultural and educational talents, that is, those with deputy senior titles or above in universities in the Bay Area; Health professionals, that is, health professional and technical personnel and health researchers with deputy senior titles or above in the Bay Area; Legal talents, that is, mainland arbitrators who participate in legal arbitration procedures in Hong Kong and Macao, and mainland mediators who handle investment disputes between the mainland and Hong Kong and between the mainland and Macao; Other talents, that is, high-level management and professional and technical talents recognized by the talents and science and technology authorities in the Bay Area.
2. The above-mentioned six types of mainland talents can apply for the endorsement of talents in Hong Kong and Macao separately or at the same time according to actual needs. Excellent talents can apply to the Exit-Entry Administration of any public security organ at or above the county level in Guangdong-Hong Kong-Macao Greater Bay Area; The other five types of talents should apply to the exit-entry administration of the public security organ at or above the county level where they work. The application materials and procedures for talent endorsement can be found on the website of People's Republic of China (PRC) government, China Exit-Entry Administration (/) or 12367 service platform.
3. With the approval of the exit-entry administration department of the public security organ according to law, outstanding talents can issue talent endorsements valid for 5 years, scientific research, culture, education, medical and health talents can issue talent endorsements valid for 3 years, and legal and other talents can issue talent endorsements valid for 1 year. Holders of talent endorsement can travel to and from Hong Kong and Macao many times within the validity period of the endorsement, and stay in Hong Kong and Macao for no more than 30 days each time.
