Detailed rules for the implementation of talent housing project for the supply of innovative elements, industrial ecological cultivation and industrial level improvement in national central cities

Chapter I General Provisions

Article 1 (Purpose and Significance) These Detailed Rules are formulated for the purpose of building a modern industrial system with international competitiveness and regional driving force, speeding up the construction of a national central city that fully embodies the new development concept, deeply implementing the talent priority development strategy, and striving to provide housing services for all kinds of talents.

Article 2 (Applicable Object) The term "talent housing project" as mentioned in these Detailed Rules refers to the housing services provided by financial funds, state-owned assets or preferential policies for all kinds of talents needed by the economic and social development of this Municipality. The applicable objects of the talent housing project include talents who meet the Catalogue of Talents in Urgent Need and Shortage and High-end Talents in Chengdu, and industrial high-skilled talents who are employed in industrial new towns (industrial parks).

Article 3 (Division of Duties) The Municipal Organization Department shall take the lead in formulating the demand plan for the construction of talented apartments together with the human and social departments; Led by the Municipal Department of Human Resources and Social Security, with the cooperation of the departments of organization, publicity, science and technology, education, cultural creation, civil affairs, social sciences, etc., it is responsible for identifying the qualifications of talents and industrial high-skilled talents that meet the Catalogue of Talents in Urgent Need and Shortage in Chengdu, and determining the categories of talents in the Catalogue of Talents in Urgent Need and Shortage in Chengdu.

With the cooperation of agriculture, commerce, logistics and other departments, the municipal economic and information department is responsible for formulating the demand plan for supporting housing construction in industrial new towns (industrial parks) and determining the enterprises in industrial new towns (industrial parks).

The municipal state-owned assets department and the municipal government take the lead in developing the company, which is responsible for the housing construction and raising of Jinjiang, Qingyang, Jinniu, Chenghua, Wuhou, Longquanyi, Qingbaijiang, Wenjiang, Xindu, Shuangliu and Pidu District (hereinafter referred to as 1 1 urban area). Other district (city) and county governments (administrative committees) are responsible for housing construction and fund-raising within their respective jurisdictions.

The municipal housing management department takes the lead in coordinating and managing the related work of talent housing project and the construction of talent housing information platform.

The district (city) and county governments (administrative committees) are responsible for the specific work of talent housing projects within their respective jurisdictions, including housing qualification confirmation, housing rental and sale, and post-management work.

Chapter II Housing Lifestyle and Standards

Article 4 (Living Style) The living style of talents includes the support of purchasing houses by talents, renting and purchasing apartments by talents, renting supporting houses for industrial new towns (industrial parks), renting apartments built by talents or renting houses for shifts, etc.

Article 5 (Housing Purchase Support) During the period of housing purchase restriction, major investment projects and high-end talents introduced by government agencies, enterprises and institutions may be exempted from the time limit of household registration and social security payment after being recognized by the local district government (administrative committee).

Article 6 (Talent Apartment) Talents who meet the standards of Class A, B, C and D in the Catalogue of Talents in Urgent Need and Shortage in Chengdu may apply for renting a talent apartment provided by the government. The lease term is 5 years, and the rent standard is determined by the district (city) and county governments (administrative committees) according to a certain proportion of talents and projects and market rent. After renting the talent apartment provided by the government for 5 years, you can apply for the purchase at the market price at the time of occupancy, and you may not sell it within 5 years after purchasing the house.

Article 7 (Supporting Housing for Industrial New Town (Industrial Park)) Industrial high-skilled talents may apply for renting supporting housing for industrial new town (Industrial Park) according to the principle of job-residence balance, and the rent standard shall be determined by the district (city) and county government (administrative committee) according to a certain proportion of enterprises, projects and market rent.

Article 8 (Self-built Talent Apartment or Shift Room) Employers are encouraged to build their own talent apartment or shift room in accordance with the relevant provisions of urban planning and land transfer management, and provide it to their basic talents for rent according to the principle of "whoever builds it is in charge".

Article 9 (Housing Area Standard) The construction area standard of talented apartments is 60- 120 square meters. The housing area of talents in urgent need and high-end talents in Chengdu shall not exceed 120 square meters, that of talents in C shall not exceed 90 square meters and that of talents in D shall not exceed 60 square meters. The construction area standard of supporting housing in industrial new town (industrial park) is 35- 120 square meters.

Article 10 (Choice of Housing Mode) Applicants who meet the access conditions of multiple housing modes at the same time can only choose one.

If the talent category changes during the lease period of the talent apartment, an application can be made according to the adjusted category, and the relevant standards will be adjusted from the next month after the audit, with a cumulative maximum of no more than 5 years.

Eleventh (not repeated enjoyment) of the city's talent housing projects and other preferential housing policies (housing reform, affordable housing, fund-raising housing and other talent housing concessions, etc.). ) Do not enjoy it repeatedly.

Chapter III Access, Application and Examination

Article 12 (Occupancy Conditions for Talent Apartment) An application for a talent apartment provided by the government must meet the following conditions at the same time:

(1) conforms to the standards of Class A, B, C and D in the Catalogue of Talents in Urgent Need and High-end Talents in Chengdu and has been recognized by the human and social departments;

(two) sign a labor contract with the employer in this Municipality and pay social insurance;

(three) there is no self-owned housing in this city and no other preferential policies for purchasing houses in this city.

Article 13 (Admission Conditions for Supporting Housing of Industrial New Town (Industrial Park)) To apply for leasing supporting housing of industrial new town (Industrial Park), the following conditions shall be met at the same time:

(a) to obtain a full-time bachelor's degree or above and obtain the corresponding degree (the degree of returned overseas students must be certified by the national education authorities) or intermediate technical titles and advanced professional qualifications and approved by the human and social departments;

(two) sign a labor contract with the employer of the new industrial city (industrial park) and pay social insurance;

(three) there is no self-owned housing in this city and no other preferential policies for purchasing houses in this city.

Article 14 (Information Platform) The municipal housing management department, together with the people's society, the economic and information department and the district (city) and county governments (administrative committees), is responsible for establishing a unified talent housing information platform in the whole city. Through the talent housing information platform, online application for talent housing, classified acceptance by various departments, housing rental and sale, post-management and exit management can be realized.

Article 15 (Application Process) All kinds of talents register online through the talent housing information platform and fill in relevant information. After successful registration, apply for talent housing according to the access conditions, and provide ID card, employer's business license or proof of unified social credit code (organization code), Chengdu Talent Housing Application Form issued by employer, labor contract and relevant certification materials (education background, professional title and industrial high-skilled talents) that meet the Catalogue of Talents in Urgent Need and Shortage in Chengdu.

All kinds of talents can also apply to the district (city) county housing management department with the above application materials, and the district (city) county housing management department will input its information into the talent housing information platform.

Article 16 (Review Process) The human and social departments of districts (cities) and counties shall identify the qualifications of talents and industrial high-skilled talents who meet the Catalogue of Talents in Urgent Need and Shortage in Chengdu, determine the categories of talents, and review the labor contracts and social insurance payment of applicants. District (city) and county economic and information departments identify enterprises in industrial new cities (industrial parks). Districts (cities) and counties organize audit talents to enjoy preferential policies for purchasing houses. District (city) county housing management departments to review the situation of talent-owned housing.

Article 17 (Qualification Publicity) The approved talent list and related information shall be publicized to the public for 7 days through the talent housing information platform. After publicity without objection, the district (city) and county housing management departments shall confirm the qualification of talent housing.

Chapter IV Housing Raising

Article 18 (Raising Housing) Raising housing through new land construction, stock house conversion, new commercial housing projects, rental housing and other channels, and bringing them into the overall management of the city. The newly-added land is used for the construction of talented apartments and supporting housing projects in industrial new towns (industrial parks). The government mainly organizes the establishment of wholly-owned development companies to give play to the leading and driving role of state-owned enterprises. Construction projects should be market-oriented, and financing, construction and management should be professional and market-oriented.

Article 19 (Site Selection and Layout) Land for the construction of talent housing projects shall be given priority protection in the annual land supply plan. Talent apartments and supporting houses in industrial new towns (industrial parks) should be in accordance with the concept of production-city integration and the requirements of urban comprehensive community construction, optimize the project site layout, improve various functional facilities and public service facilities, and carefully organize to ensure the project quality.

Article 20 (Supporting Services) All districts (cities), counties and relevant departments shall take service measures such as introducing the carrier of talent innovation and entrepreneurship platform in residential areas where talents are concentrated, so as to promote the cultivation and development of talents.

Article 21 (Market Rent Standards) The market rent standards for talented apartments and supporting houses in industrial new towns (industrial parks) shall be determined by the house owners with reference to the market rent of commodity houses of the same quality in the same region. The difference between the rental of apartments and industrial new towns (industrial parks) supporting houses and the market rent shall be borne by the district (city) and county finance where the talents belong.

Chapter V Rental and Sale of Houses

Article 22 (Housing Overall Planning) 1 1 The housing in the urban area shall be arranged by the municipal housing management department to the housing management departments in all districts according to the housing application, and 1 1 The urban housing management department shall organize the rental and sale after receiving the housing. Chengdu High-tech Zone, Chengdu Tianfu New District and suburban counties (cities) are rented and sold by local housing management departments.

Article 23 (Organizing Lease) All districts (cities) and counties shall organize lease according to the following principles:

(a) the applicant according to the talent category from high to low in turn;

(two) the candidates with the same talent category shall be determined by drawing lots;

(three) the districts (cities) and counties shall determine the priority conditions under the same conditions according to the development orientation of local industries and announce them to the public in advance.

Article 24 (Sales Price) The sales price of talent apartments is the market price when talents move in. It is determined by the housing owner unit with reference to the market price of commodity housing with the same quality in the same region, and it is clearly defined in the housing lease contract.

Article 25 (Purchase of Housing) After renting a talent apartment provided by the government for five years, those who still meet the occupancy conditions of the talent apartment and pass the performance appraisal after examination may apply for purchasing the rented talent apartment. The validity of the application for purchase is within 6 months from the date when the lease expires for 5 years. If no application for purchase is made at the expiration date, you should withdraw from the talent apartment or continue to lease according to the market rent. Chapter VI Supervision and Administration

Article 26 (Performance Evaluation) A performance evaluation mechanism for talents' housing should be established, with the on-the-job work and contribution of talents as the evaluation elements, and the district (city) and county governments (administrative committees) will evaluate employers and talents on an annual basis, and the evaluation results will serve as the basis for whether to continue to enjoy the talents' housing project.

Article 27 (Exit Management) During the period of renting a talented apartment or supporting housing in an industrial new town (industrial park), the applicant shall take back the rented housing under any of the following circumstances:

(a) the identity certificate of the talent has been revoked, or it is not in conformity with the policy of continuing to enjoy the talent housing after evaluation;

(2) Being subject to criminal punishment for violating the law;

(3) subletting, lending to others or changing the use of the house without authorization;

(4) Failing to pay the rent or related expenses for a total of 6 months;

(five) without justifiable reasons, accumulated more than 6 months without actual residence;

(six) no longer meet the application conditions stipulated in these rules;

(seven) before marriage, both husband and wife in the name of individuals to rent a talent apartment or industrial new town (industrial park) supporting housing, after marriage should quit one of them;

(eight) other acts in violation of relevant policies and regulations.

Applicants who purchase housing in this city during the period of renting apartments for talents or supporting housing for industrial new towns (industrial parks) and no longer meet the conditions for the corresponding talents to live in peace should immediately withdraw from the rented housing or pay the rent transition according to the market rent standard, but the transition period shall not exceed 6 months.

Article 28 (Handling Violation of Regulations) Those who illegally enjoy the talent housing policy by concealing facts, practicing fraud, providing false information or forging certification materials. , should immediately recover the house, to recover the illegal enjoyment of rent reduction or rent-free. The employer should be responsible for recovering the rent. If it cannot be recovered within the specified time, the employer shall be responsible for recourse against the relevant applicant after paying the advance payment. If a unit issues false certificates or individuals provide false information, once verified, it will be publicly disclosed on the Chengdu talent housing information platform and the website of the municipal housing management department, and copied to Chengdu Credit Network and the Credit Information Department of Chengdu Branch of the People's Bank of China.

Article 29 (Accountability) If the staff members of the relevant units of the talent housing project abuse their powers, neglect their duties or engage in malpractices for selfish ends in the process of accepting and auditing the talent housing work, raising housing, renting and selling management, they shall be investigated for responsibility according to the law and discipline.

Chapter VII Supplementary Provisions

Article 30 (Formulation Requirements) All districts (cities) and counties shall formulate measures for the settlement of talents in their respective jurisdictions with reference to these Detailed Rules.

Article 31 (Validity) These Detailed Rules shall come into force as of the date of promulgation and shall be valid for five years.
