Internal structure of Jilin Provincial Energy Bureau

According to the above responsibilities, the Provincial Energy Bureau has 8 internal organs:

(1) Office (Personnel Department).

Responsible for daily government affairs, administrative affairs and letters and visits; Responsible for the management of personnel, labor wages and institutional establishment of cadres of organs and directly affiliated units; To be responsible for the management and service of retired cadres of organs, and to guide the work of retired cadres of directly affiliated units.

(two) the regulations department (administrative examination and approval department).

Draft local laws and regulations on energy, and formulate policies and standards for the energy industry in the whole province; Organize research on major energy issues in the province; Analyze the development of energy industry and put forward policy suggestions on energy structure adjustment and optimization; Responsible for drafting important documents; Responsible for relevant administrative reconsideration and administrative litigation.

To be responsible for the acceptance and approval of administrative examination and approval items related to energy work according to the national guidelines, policies, laws and regulations on energy work; Responsible for organizing and coordinating the demonstration, audit and other related work of administrative examination and approval items; Responsible for the use and management of the special seal for administrative examination and approval; Responsible for responding to administrative examination and approval matters; Responsible for other administrative examination and approval items undertaken by the Ministry of Energy as stipulated by laws, regulations and rules.

(3) Development Planning Office (Energy Development Cooperation Office).

To study and put forward strategic suggestions on energy development in the whole province; To organize the formulation of energy development plans and annual plans; Guide the rational distribution of energy industry; Undertake the related work of energy system reform; To study and put forward the objectives and measures for the total balance and structural adjustment of the province's energy industry; Responsible for the province's energy statistical scheduling, forecasting and early warning, and releasing energy information; Participate in energy operation regulation and emergency support. Responsible for the province's energy development and utilization work, organize the province's energy development cooperation and support, and promote the construction of energy industry chain; Organize and coordinate overseas energy development cooperation to promote energy development in Northeast Asia.

(4) Science and Technology Equipment Department.

Responsible for energy conservation and comprehensive utilization of resources in the province's energy industry; Promote resource conservation and recycling in the energy industry, and promote the construction of key projects for energy conservation and emission reduction; Guide the progress of energy science and technology, organize the research and development of major energy equipment, the introduction, digestion and innovation of complete sets of equipment, and organize and coordinate the promotion and application of related major demonstration projects and new products, technologies and equipment; Responsible for the management of coal-to-liquid and fuel ethanol industries.

(5) the power sector.

To study and formulate relevant policies of the province's electric power industry and be responsible for organizing their implementation; To study and formulate the province's electric power industry plan and annual plan, and implement industry supervision and management; Review major power construction projects; Organize the review of technical transformation projects of electric power enterprises and the grid-connected acceptance of electric power construction projects; Organizing the network certification of power products; Manage the division of power supply business areas according to law; Guide rural power grid construction; Cooperate with nuclear power related work.

(6) Ministry of Coal.

To formulate the development plan and annual plan of the coal industry in the whole province; Organize the implementation of coal industry regulations, rules and technical standards; To be responsible for the exploration and development of coal resources; Responsible for organizing the quality inspection, supervision and completion acceptance of coal mine projects in the province; Guide coal mine quality standardization and modern mine construction; To formulate development plans for transforming coalbed methane and coal processing into clean energy products and organize their implementation; Promote coal mine gas prevention and control work.

(7) Oil and Gas Department.

To formulate policies related to the oil, natural gas and oil shale industries in the whole province and organize their implementation; Formulate development plans and plans for oil, natural gas and oil shale industries, and promote the exploration and development of oil, natural gas and oil shale; Responsible for the management of the province's oil reserves. (8) New Energy and Renewable Energy Division.

Guide and coordinate the development of new energy, renewable energy and rural energy; Formulate new and renewable energy development plans and related policies, organize research on key technologies and processes of new and renewable energy, and promote the development and construction of new and renewable energy such as wind energy, solar energy, biogas, biomass energy, hydropower and geothermal energy.
