If an individual purchases a house that has been sold for less than 2 years, the business tax shall be levied in full according to the income from the sale of the house. After June 3, individuals who purchase houses that have been sold for more than 2 years (including 2 years) and meet the local published ordinary housing standards are exempt from business tax; If the ordinary housing certificate cannot be provided or the local government has not published the ordinary housing standard, and the examination fails to meet the prescribed conditions, the business tax will be levied on the non-ordinary housing.

According to the requirements of the Notice, the city and county real estate management departments will handle the registration of real estate ownership in strict accordance with the Provisional Regulations of People's Republic of China (PRC) and the state deed tax, and require sellers to issue tax payment (or tax exemption) certificates and tax invoices. If the tax payment (or tax exemption) certificate and tax invoice are not issued, the real estate management department will not handle the registration and transfer procedures.
