Are individual medical institutions individual industrial and commercial households?

Article 26 of the General Principles of the Civil Law of People's Republic of China (PRC) stipulates: "Citizens who are engaged in industrial and commercial operations within the scope permitted by law and approved and registered according to law are individual industrial and commercial households." Individual medical institutions do not engage in industrial and commercial activities, and it is wrong to identify all those for profit as "industrial and commercial households".

Secondly, the National Economic Industry Classification GB/T 4754-2002 issued by the National Bureau of Statistics is the most authoritative basis for the classification of social and economic activities, which classifies individual medical institutions as Q "health, social security and social welfare industries" rather than individual industrial and commercial households.
