This year's National Entrepreneur Activity Day is of extraordinary commemorative significance, and there are three important things worth commemorating.
First of all, it is worth remembering that this year marks the 25th anniversary of the founding of china enterprise confederation. Over the past 25 years, china enterprise confederation, as a joint organization of enterprises and entrepreneurs, has established the status of employers' organization, always focused on the purpose of serving enterprises and entrepreneurs, played the basic functions of safeguarding rights, self-discipline and service, constantly explored and innovated, expanded service targets, broadened service fields, strengthened service functions, and played a role of bridge and link, which has made positive contributions to promoting the continuous improvement of the competitiveness of enterprises and the quality of entrepreneurs in China.
The second memorable thing is that 20 years ago today, as representatives of the new forces and practitioners of enterprise reform in China, 55 factory directors (managers) in Fujian Province, with extraordinary courage and courage, called for "loosening and decentralization" in order to break through the shackles of the traditional economic management system. This action has played a powerful role in accelerating the process of enterprise reform, promoting the separation of government from enterprises, and mobilizing the enthusiasm of enterprises and employees. At present, the framework of China's market economy system has been established, and the reform of state-owned enterprises has also entered the stage of "vigorously developing the mixed ownership economy and gradually promoting the shareholding system as the main form of public ownership". We sincerely respect the lofty sense of mission and responsibility shown by these entrepreneurs in those years!
The third memorable thing is that 10 years ago, we chose to hold the first national entrepreneur activity day in Fuzhou to commemorate the 10 anniversary of the call for "liberalization and decentralization". 10 years later, we meet again in Fuzhou. In order to realize the grand goal of building a well-off society in an all-round way put forward by the 16th National Congress of the Communist Party of China and the task of perfecting the socialist market economic system put forward by the Third Plenary Session of the 16th Central Committee, we will inherit and carry forward the entrepreneurial spirit of keeping pace with the times, give full play to the role of entrepreneurs in the construction of socialist material civilization, political civilization and spiritual civilization, dialectically understand and handle various problems related to the development and healthy growth of enterprises, and create a new situation in enterprise work.
The theme of this conference is "safeguarding rights, self-discipline, innovation and entrepreneurship-making contributions to building a well-off society in an all-round way". Below I would like to make some comments on the theme for your reference.
First, safeguard the legitimate rights and interests of enterprises and entrepreneurs at a higher level and in a wider field.
Protecting rights is an issue closely related to development. In the early days of reform and opening up, to safeguard the legitimate rights and interests of enterprises and entrepreneurs, the key point is to expand the autonomy of enterprises, that is, the government should "loosen and decentralize". With the deepening of reform and opening up, the gradual formation of market economic system and the acceleration of economic globalization, the relationship between enterprises and governments, enterprises and enterprises has undergone great changes, and the situation of governing enterprises according to law has begun to appear nationwide. Of course, we must be soberly aware that the market economic system has not been fully established, and the separation of government from enterprises needs to be further thoroughly resolved. Some localities, some departments and some people are also used to interfering with enterprises by administrative means. The autonomy of an enterprise as an independent legal person, the dominant position and legitimate rights and interests of enterprise managers in the production and operation of enterprises are often challenged and violated. In participating in international economic cooperation and competition, China has earnestly fulfilled its commitment to join the WTO. However, export commodities are often accused of anti-dumping abroad, and the number of cases accused has increased greatly in the past two years. This requires us to seriously study and master the relevant rules of international operation, learn from international anti-dumping experience, and actively take measures such as optimizing the structure of export commodities, improving the quality of foreign capital utilization, accelerating the implementation of the "going out" strategy, and investing and starting businesses abroad to safeguard the legitimate rights and interests of enterprises and entrepreneurs at a higher level and in a wider scope.
To safeguard the legitimate rights and interests of enterprises and entrepreneurs, first of all, enterprises and entrepreneurs should establish a correct awareness of safeguarding rights. Self-discipline and self-protection are the basis of safeguarding rights. Only by strengthening self-discipline and self-protection can enterprises and entrepreneurs win the protection of social organizations, the state and the law. Entrepreneurs should firmly establish the concept of operating according to law, strengthen the construction of enterprise ethics, and all kinds of business behaviors should be beneficial to enterprises and responsible to society, and resolutely put an end to all kinds of fraud. Secondly, enterprises and entrepreneurs should be good at using legal means, especially paying attention to safeguarding their rights and interests from the source and before legislation. The just-concluded Second Session of the Tenth National People's Congress revised part of the Constitution, clearly stipulating that citizens' legitimate private property is inviolable, and the state protects the legitimate rights and interests of various economic sectors, providing a prerequisite for safeguarding the legitimate rights and interests of enterprises and entrepreneurs. Now, we should actively promote the revision and improvement of the enterprise legal system based on the Company Law, formulate detailed implementation rules, scientifically define the responsibilities, rights and obligations of enterprises and entrepreneurs, and lay a legal foundation for enterprises to resist all kinds of improper administrative interference. Third, in order to adapt to the new trend of the transformation of government functions, speeding up the separation of government from enterprises, and increasing the basic role of the market in resource allocation, entrepreneurs should carry forward the spirit of innovation and entrepreneurship and create new development paths for enterprises. Strive to create a political and social environment that protects the legitimate rights and interests of enterprises and entrepreneurs according to law. Governments at all levels will further change their functions, comprehensively promote administration according to law, exercise their powers and perform their duties in accordance with legal authority and procedures, respect the property rights of corporate entities, and maintain a fair market competition order. It is necessary to encourage and support entrepreneurs to make use of domestic and foreign markets and resources, constantly create new achievements, recognize the value of entrepreneurial innovation, further enhance the social status and professional prestige of entrepreneurs, and form a good atmosphere of understanding and respecting entrepreneurs in the whole society. China entrepreneurs will play an increasingly important role in the future development of China's economy.
Safeguarding the rights and interests of enterprises and entrepreneurs should extend to the field of international economy and trade. In 2003, China's total foreign trade import and export volume reached US$ 85 12 billion, making it the fourth largest trading country in the world, and its dependence on foreign trade for economic growth has reached a fairly high level. At the same time, the international trade frictions faced by China enterprises are also rising sharply. In 2002, the investigation of anti-dumping and safeguard measures encountered by enterprises in China ranked first in the world, which tripled in 2003 compared with 2002, and intellectual property disputes and technical barriers also showed an upward trend. In order to consolidate and expand the hard-won international market share of China enterprises and protect domestic industries from unreasonable damage, enterprises should cooperate closely with the government, mass organizations and intermediary organizations and learn to protect their legitimate rights and interests in international economic cooperation and competition according to law. In view of foreign anti-dumping against Chinese enterprises' export products, enterprises should dare to take up legal weapons to safeguard their legitimate rights and interests, establish and improve relevant mechanisms, and actively respond with the support of trade associations. In the early stage, the steel industry made full use of safeguard measures to safeguard industrial safety, acrylic acid enterprises used anti-dumping measures twice to safeguard their own interests, and concentrated apple juice enterprises jointly responded to the US anti-dumping investigation. Many cases fully show that as long as China enterprises dare to use internationally accepted practices and rules and adopt internationally accepted legal means, they will be able to effectively safeguard their legitimate rights and interests in international operations without being harmed.
Entrepreneurs' associations in china enterprise confederation and China have always been committed to safeguarding the legitimate rights and interests of enterprises and entrepreneurs. In September last year, china enterprise confederation revised its articles of association, making it clear that one of its important duties is to closely cooperate with local and industry enterprise associations (enterprise associations), give full play to its overall advantages, represent the interests of enterprises and entrepreneurs, establish and improve direct communication channels with government departments and legislative bodies, reflect the requirements of enterprises and entrepreneurs, express opinions in time on various incidents that infringe upon their legitimate rights and interests, take effective measures to assist enterprises and entrepreneurs to properly solve related problems, and actively promote local governments to formulate and safeguard their legitimate rights and interests.
This year, the National People's Congress decided to enact the Enterprise Bankruptcy Law and the Property Law, and to amend the Company Law, the Foreign Trade Law, the Law on the Prevention and Control of Environmental Pollution by Solid Waste and other laws closely related to enterprises. China enterprise confederation will organize forces to collect opinions from enterprises extensively and reflect them to relevant departments. I hope that enterprises will attach importance to and actively participate in it.
Second, grasp the trend of international economic development and actively fulfill social responsibilities.
Human understanding of social development has gone through a long historical process. It was not until 1950s that people began to realize that large-scale industrial development not only consumed a lot of natural resources, but also destroyed the environment on which human beings depended. 65438-0972 With the publication of the report "The Limits to Growth" by the Rome Club and the adoption of the Declaration on the Human Environment by the United Nations General Assembly, the coordination between man and the natural environment has become an important issue in economic development. 1987, the report Our Common Future, presided over by Norwegian Prime Minister Mrs. Brundtland, first proposed "sustainable development". Quot concept has become a globally recognized development concept. Two years later, it was written into an official document by the United Nations. After a painful lesson, mankind understands a simple truth: economic development must be responsible for future generations.
After entering the new century, economic globalization, management internationalization and information networking have become important features of the times. Entrepreneurs should have a moderately advanced consciousness and clearly realize that the accelerated development of economic globalization has promoted exchanges and cooperation between countries and accelerated economic and social development, but its negative effects are becoming increasingly obvious. The gap between the rich and the poor, the increase of the unemployed population and the deterioration of the ecological environment have become increasingly serious, and the issue of social responsibility has aroused widespread concern in the international community and countries around the world. Under the pressure of resources and environment, developed countries began to vigorously develop the resource recycling industry, and gradually changed from the traditional "linear economy" development model of "resources-products-wastes-pollutants" with high consumption, low utilization and high pollution to "resources-products-renewable resources-products" with low consumption, low pollution, high utilization and high recovery rate, thus improving resources. China's economic development is facing a serious contradiction between resources and environment. China accounts for 2 1% of the world's population, oil reserves only account for 1.8% of the world's total, natural gas only accounts for 0.7% of the world's total, iron ore accounts for less than 9% of the world's total, bauxite accounts for less than 2% of the world's total, and China's GDP only accounts for about 1/30 of the world's total, but steel consumption has already accounted for 65,438+of the world's Coal accounts for13 of the world, and power generation accounts for 13% of the world. We can no longer rely solely on domestic resources to support future development. China's environment is more difficult to support the current production mode with high pollution, high consumption and low efficiency. Nearly 28% of China's land has been desertified, more than 600 cities are short of water, and air pollution has improved, but it is still deteriorating on the whole. In recent years, some international organizations have also actively advocated corporate social responsibility, and the United Nations has put forward nine principles of corporate social responsibility by formulating the Global Agreement. Some international organizations and mass organizations actively promote the certification of corporate social responsibility standard (SA8000) on a global scale, and social responsibility has gradually become an important condition for international trade. The German Importers' Association has formulated the Code of Social Conduct to review the social behavior of importers. The German Retail Trade Association announced in Beijing in February 2004 that China suppliers required to export to Germany and the Netherlands must pass the minimum social responsibility standard certification.
In today's international market competition, the business philosophy of enterprises has gradually changed. Traditional cost, quality and delivery time are only the most basic requirements, while business ethics and social responsibility have become important factors for enterprises to improve their competitiveness. Multinational companies not only care about the quality and price of products, but also care about the working environment, business ethics and social responsibilities. An important prerequisite for many multinational companies to invest and trade is to look at the performance of their partners' social responsibilities. Multinational companies such as Nike, Adidas and Wal-Mart have not only formulated their own social responsibility standards, but also required supporting enterprises to abide by these standards. In June, 2003, Ford Motor Company of China released the first corporate citizenship report of China, promising the company to fulfill its social responsibilities, including corporate value orientation and policies, environmental management in the production process and voluntary activities to promote community development.
Enterprises should pay attention to three basic behaviors when performing social responsibilities: first, market behavior, enterprises should abide by the basic norms of market economy and have high moral standards; Second, legal behavior, the business behavior of enterprises must meet the requirements of national laws and international rules; Third, voluntary behavior, voluntarily becoming an enterprise responsible for public interests and society. In other words, a truly socially responsible enterprise, while pursuing profits, must abide by national laws, attach importance to social morality, and insist on honest management, otherwise it will be difficult to develop continuously.
Chinese enterprises should gradually attach importance to and strengthen social responsibility. The Third Plenary Session of the 16th CPC Central Committee put forward that "people-oriented, comprehensive, coordinated and sustainable development concept should be established to promote the all-round development of economy, society and people". At present, China's economy is in a period of sustained, stable and rapid development, and it is of great significance to attach importance to social responsibility, which is not only conducive to accelerating the realization of social sustainable development and promoting social progress, but also to displaying corporate culture and values, enhancing the trust of trading partners and enhancing the international influence of enterprises. It is also an unavoidable major issue for the sustainable development of enterprises. Enterprises should strengthen environmental protection through technological and technological innovation, vigorously advocate honest and trustworthy management, care for and protect the rights and interests of employees, be enthusiastic about public welfare undertakings, and promote community development.
The state has decided to invest 500 billion yuan in the next 15 years to accelerate the development of alternative energy. Major projects such as the South-to-North Water Transfer Project and the West-to-East Gas Transmission Project have been implemented, and many enterprises are the executors of these projects. China enterprises have started to have some successful cases in social responsibility. For example, China Petrochemical Company not only provides green products to the society, but also improves the efficiency of resource utilization and promotes the coordinated development of economy and benefit, economy and environment by optimizing production technology and implementing cleaner production. Qingdao Port Management Bureau pays attention to people-oriented, broadens employment channels through enterprise development, and properly resettles a large number of surplus personnel and old, weak, sick and disabled employees; Juneyao Group is strong? Quot Enterprises should not only create value for shareholders, profits for enterprises and welfare for employees, but also care about the development and progress of the whole society. By investing in poor areas, they not only provide new profit growth points for enterprises, but also benefit a large number of farmers in poor areas. These enterprises not only set up a good social image in the practice of fulfilling social responsibilities, but also promoted the improvement of enterprise benefits.
As the representative of enterprises and entrepreneurs (employers) in China, china enterprise confederation actively promoted corporate social responsibility, and cooperated with the United Nations Development Programme, the World Business Council for Sustainable Development, the International Labour Organization and the International Employers' Organization to carry out a series of work to promote corporate social responsibility. Not long ago, china enterprise confederation established the Business Committee for Sustainable Development to promote Chinese and foreign enterprises to implement the sustainable development strategy at the management and technical levels, earnestly assume social responsibilities, and promote more enterprises to achieve coordinated economic and social development.
Third, vigorously carry forward the spirit of innovation and entrepreneurship and strive to be an outstanding entrepreneur.
Entrepreneurs, senior managers of enterprises and scientific and technological talents are the most important high-level talents in China's economic construction. They have formed a special social stratum and are playing an increasingly important role in the economic and political arena. Without the entrepreneurial action of entrepreneurs and the display of management enterprise wisdom, there would be no miracle of China's rapid economic development. The growth of many famous enterprises is inseparable from the role of entrepreneurs. When Haier is mentioned, people will think of Zhang Ruimin; When you mention Wanxiang, people will think of Lu; When China Merchants Bank is mentioned, people will think of Ma Weihua. While paying attention to the accumulation of entrepreneurs' material wealth, all sectors of society should pay more attention to the special role of entrepreneurs and their contributions to enterprise development, employee life and social progress.
The quantity, quality and attention of a country's entrepreneurs determine its economic competitiveness. The reason why enterprise groups in china enterprise confederation and various regions and industries regularly commend entrepreneurs and vigorously promote their innovative and entrepreneurial spirit is to let the whole society know more about the development of enterprises and appreciate the hardships of entrepreneurs. Commending entrepreneurial entrepreneurs is to further promote entrepreneurial spirit, form a social atmosphere of respecting entrepreneurs, and show entrepreneurs' struggles and contributions to enterprise development in different periods. This will play a positive role in implementing the decision of the CPC Central Committee on further strengthening talent work and cultivating outstanding entrepreneurs who are familiar with domestic and foreign markets and have advanced international standards. The 53 "National Excellent Entrepreneurial Entrepreneurs" commended by this meeting have made outstanding contributions to the entrepreneurship, reform and development of their respective enterprises, won wide praise from workers and society, and deserve respect from all walks of life. It is of practical significance to encourage these entrepreneurs to continue their business and mobilize more people to participate in it by publicizing their entrepreneurial deeds.
China enterprises are in a new period of strategic opportunities, and at the same time, they are facing a more complex and open market environment. In order to survive and develop in the process of economic globalization, marketization and informatization, and form the core competitiveness that can adapt to international competition, enterprises must vigorously promote system, technology and management innovation and comprehensively improve the level of modern management in accordance with the requirements of the 16th National Congress of the Communist Party of China. China enterprise confederation recently organized a questionnaire survey on the management of 1000 enterprises, and 88.2% of the business operators admitted that the management level of enterprises in China has a big or obvious gap compared with excellent enterprises in the same industry in the world, with only 0.6% exceeding it. The outstanding problems are: most enterprises are still in the transition stage from empirical management to scientific management; Most enterprises have not fully established the modern enterprise system, and most corporate governance structures are imperfect; The innovation of organizational structure lags behind, and the incentive and restraint mechanism of operators has not yet been fully formed; The development of enterprises does not take into account the development of employees themselves, and the quality of employees is not optimistic; The popularization and application depth of management informatization are still limited; The leading products have low technical content, low brand awareness and low strategic management level. Therefore, all entrepreneurs must attach importance to the effective combination of institutional innovation, technological innovation and management innovation, continue to promote the deepening reform of enterprises, accelerate the cultivation of technological progress and core competitiveness of enterprises, and narrow the gap with advanced foreign enterprises through innovation.
Not long ago, with the support of the State-owned Assets Supervision and Administration Commission of the State Council and the National Development and Reform Commission, the China Enterprise Association organized the "National Enterprise Management Innovation Conference". In addition to commending the enterprises and individuals who have achieved the 10th National Enterprise Management Innovation, this paper focuses on how to promote the sustainable growth of enterprises through management innovation, including building a national platform combining government, production (enterprises, intermediaries) and learning (universities, scientific research institutions, experts and scholars). It should be noted that with the acceleration of economic globalization and the rise of knowledge economy, the electronic information network supported by computer, communication technology and information technology is developing rapidly and improving day by day, and the values, production methods, trading methods and management modes on which enterprises depend are undergoing fundamental changes. In order to survive and develop in the rapidly changing economic tide, enterprises must constantly surpass themselves and innovate for change. At present, China has initially formed a new institutional framework and operational mechanism to adapt to the development of market economy, but it is urgent for enterprises to consolidate the achievements of various reforms through management innovation and participate in market competition on a larger scale and at a higher level. The urgent need for enterprise innovation is to cultivate a high-quality enterprise management team and a high-quality employee team, and fully mobilize the enthusiasm and creativity of managers, scientific and technological personnel and employees. For entrepreneurs, while paying more attention to the role of talents in all aspects and strengthening the construction of corporate culture, they should also pay attention to strengthening learning and improving their self-cultivation.
Comrades, 2004 is a crucial year to realize the Tenth Five-Year Plan, and it is also an important year to fully implement the spirit of the 16th CPC National Congress and the Third Plenary Session of the 16th CPC Central Committee.
