In recent years, the government of China has attached great importance to infant care services.
From 2065438 to 2009, the State Council issued the Guiding Opinions on Promoting the Development of Infant Care Services under 3 years old, which set clear requirements on the main tasks, safeguard measures and departmental responsibilities of infant care services.
20021The Provincial Department of Education issued "Guidelines for Kindergarten Management in Zhejiang Province (Trial)", which made it clear that all kinds of kindergartens at all levels can hold full-time or half-day kindergartens. And make clear requirements and guidance on the establishment conditions, teaching protection and comprehensive management of kindergartens.
Just two days ago, the Office of the Provincial Department of Education and the Office of the Zhejiang Provincial Health and Wellness Committee issued the Notice on Doing a Good Job in Kindergarten Registration in Zhejiang Province. In order to further standardize and strengthen the management of kindergartens, and promote the intelligent and informative construction of infant health records, the key point is to ensure kindergarten class subsidies according to inclusive charging standards.
It can be seen that our whole society has further realized that the care service for infants under 3 years old is an important part of life cycle service management.
At present, there are 69 kindergartens in Jinyun, including 9 integrated kindergartens, all of which are private kindergartens; There are 14 186 children in kindergartens, of which 29 1 children are in kindergartens, accounting for 2%. There are 16 child care institutions run by social forces approved by the market supervision department or the Civil Affairs Bureau, of which only 1 is registered in the Health and Health Bureau.
Second, the main problems
1. The industry standard supervision system has not been established. Mainly in four aspects:
First, the responsibility of batch management is not clear. A few years ago, kindergartens in our county were basically approved in the form of a training center or an early education consulting center, but the names listed above in most early education institutions do not match the names on the licenses, and they are basically in an irregular and spontaneous disorder state. Second, the profit-seeking is obvious and the fees are chaotic; Second, there are many security risks; The third is to emphasize education over insurance.
2. Family parenting guidance needs to be strengthened. In my opinion, the family is the most important nursing place for infants under 3 years old, and parents or elders should be the main caregivers. However, because of work, parents
3. The quality of teachers is low. Nurses should be assigned, and some institutions use a person with a nurse's certificate to take classes. Whether nurses or nurses, the entry threshold is low, easy to get a certificate, and the salary is not high. It is difficult to recruit excellent kindergarten teachers.
Three. suggestion
Caring, this kind of education is not only to cultivate the body, but also to cultivate the mind. These problems at present have also caused me some thoughts. I think the current integrated management of education and protection is the kindergarten management 20 years ago. At that time, the state also strongly encouraged social forces to set up kindergartens, but kindergartens in many places lacked management.
In 20 10, the state launched the first round of preschool education development action plan, and then local education bureaus successively set up preschool education guidance centers, staffed with staff and professionals to manage local kindergartens, and urged private kindergartens to develop in a standardized way, regardless of kindergarten conditions, staffing, teacher qualification certificate, salary and treatment, etc. I remember that in 20 1 1 year, the number of private kindergartens in our county decreased rapidly from 126 to 9 1, and 35 weak kindergartens were merged and integrated.
So I think, to solve these problems, we should first think about three questions, that is, "Who cares? Who cares? How to manage? " .
So at present, the most important thing is to set up functional departments in relevant departments so that this matter can be managed by special personnel. Then this person must have two points, one is professional and the other is full-time. Because professionals can do things right. Full-time people have time to get things done.
Of course, on the basis of ensuring comprehensive services for children, we should further think about how to improve parents' knowledge and level of children. Social security and family education are indispensable.
Therefore, the functions and roles of communities and kindergartens should be further developed.
Community:
Encourage the community to set up temporary child care institutions for infants aged 0-3, and rely on the community, education, women's federations, health and other departments to jointly operate the community child care service network, provide early education guidance services for parents and caregivers of children aged 0-3 in the community, and continuously improve parents' scientific parenting ability.
You can set up a family education tutor group, regularly carry out various family education salons and other dialogue activities, or provide guidance services in combination with fixed tutors in grid mode.
Kindergarten:
First, encourage public parks with surplus resources to hold classes. such as ...
The second is to encourage and support qualified private kindergartens to vigorously extend child care services, especially for children aged 2-3, and promote inclusive child care services.
Third, actively cooperate with the Health Bureau and other relevant departments to do a good job in teacher training and business service guidance in kindergartens.
