1956 On August 23rd, according to the Central Committee of the Communist Party of China's instructions on preventing sudden attack by imperialism, Shanghai Construction Communications Office compiled and submitted the Preliminary Plan of Shanghai Underground Railway (Draft), and established the Shanghai Underground Railway Preparatory Office.
Carry out the planning, design, scheme demonstration and experimental research of Shanghai rail transit. Because of the poor and complicated foundation conditions (soft soil foundation) in Shanghai, Soviet experts suggested that it was not suitable to build underground railway lines.
