The people's governments of townships and towns and sub-district offices shall promote the informatization construction within their respective jurisdictions. Article 5 The competent departments of industry and informatization of the people's governments at or above the county level shall be responsible for the overall planning, organization, coordination, supervision and management of informatization development within their respective administrative areas.
Other relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in the development of informatization.
The competent department of industry and informatization of the provincial people's government shall co-ordinate the promotion of informatization in the whole province, promote the wide application of information technology in the fields of industrialization, urbanization and agricultural modernization, coordinate major issues in informatization construction, promote the development and utilization of cross-industry and inter-departmental interconnection and important information resources, and guide and supervise the information security work in the whole province. Article 6 People's governments at or above the county level shall encourage and support information research and innovation, cultivate and introduce information technology-related talents, strengthen the popularization of information technology knowledge and skills, and improve the application level of information technology in the whole society.
Organs, organizations, enterprises and institutions should strengthen the popularization and application of information technology and improve the management and service level.
Citizens, legal persons or other organizations are encouraged to engage in scientific research, production, operation and services related to information construction according to law, and their rights and interests are protected by law.
The public has equal access to and use of public information resources. Seventh people's governments at or above the county level or the relevant departments shall commend the units and individuals that have made outstanding contributions in the development of informatization. Chapter II Informatization Planning and Construction Article 8 The competent department of industry and informatization of the people's government at or above the county level shall, according to the national economic and social development plan of the administrative region and the informatization development plan at the next higher level, organize the preparation of the informatization development plan of the administrative region, report it to the people's government at the same level for approval, and report it to the competent department of industry and informatization of the people's government at the next higher level for the record.

Article 11 The competent department of industry and informatization of the people's governments at or above the county level shall be responsible for organizing the implementation of the informatization development plan within their respective administrative areas, and shall, jointly with relevant departments, supervise and inspect the implementation of the special informatization development plan and the public information infrastructure construction plan.
The approved information development plan, special information development plan and public information infrastructure construction plan shall not be changed at will; If it is really necessary to change, it shall be submitted for approval in accordance with the original examination and approval procedures. Twelfth people's governments at or above the county level shall arrange special funds for information construction. The use and management of special funds shall be implemented in accordance with relevant regulations. Article 13 Information engineering projects constructed with fiscal funds shall be implemented in accordance with the management procedures for investment in fixed assets. The competent department of industry and information technology of the people's government at the same level of the construction unit shall put forward preliminary opinions and report them to the competent department of development and reform of the people's government at the same level for examination and approval.
Where financial funds are used for the reconstruction, expansion, operation and maintenance of information engineering, the construction unit shall put forward preliminary opinions by the competent department of industry and information technology of the people's government at the same level and report them to the financial department for examination and approval.
The use of non-financial funds to build major public basic information projects and information security projects, the construction unit shall, after handling the relevant formalities according to law, file with the competent department of industry and information technology of the local people's government.
