1.3 Scope of application
This plan is applicable to the response to sudden environmental incidents in China.
Sudden environmental events refer to those events that cause or may cause environmental quality degradation, endanger public health and property safety, or cause ecological environment damage, or cause significant social impact, and require emergency measures, such as air pollution, water pollution, soil pollution and other sudden environmental pollution events and radiation pollution events.

2.2 Local level organizations and command bodies

The relevant provincial people's government shall make a request to the State Council or the provincial environmental protection department in case of sudden environmental incidents that need to be coordinated and handled at the national level.
Relevant local departments shall, in accordance with the division of responsibilities and close cooperation, do a good job in responding to sudden environmental incidents.
2.3 on-site command organization
The people's government responsible for emergency response to sudden environmental incidents shall set up on-site headquarters according to needs, and be responsible for on-site organization and command. 3 Monitoring, early warning and information reporting
3. 1 Monitoring and risk analysis
Environmental protection departments at all levels and other relevant departments should strengthen daily environmental monitoring and strengthen the collection, analysis and judgment of risk information that may lead to sudden environmental incidents. 3.2 Early warning

The competent department of environmental protection at a higher level shall promptly notify the competent department of environmental protection at a lower level in the area that may be affected of the relevant information that may cause sudden environmental incidents.
3.2.3 Early warning actions

3.2.4 Adjustment and cancellation of early warning level
The local people's government or the relevant department that releases the early warning information of environmental emergencies shall adjust the early warning level in time according to the development of the situation and the effect of the measures taken; When it is judged that the sudden environmental incident is impossible or the danger has been eliminated, the early warning will be lifted in due course and relevant measures will be terminated.
3.3 Information reporting and notification
After the occurrence of environmental emergencies, the enterprises, institutions or other producers and operators involved must take countermeasures, immediately report to the local competent department of environmental protection and relevant departments, and notify the units and residents who may be harmed by pollution. In case of sudden environmental incidents caused by production safety accidents, safety supervision and other relevant departments shall promptly notify the competent department of environmental protection at the same level. The competent department of environmental protection shall, through various channels such as internet information monitoring and environmental pollution reporting hotline, strengthen the information collection of environmental emergencies and keep abreast of the occurrence of environmental emergencies.
After receiving the information report of environmental emergencies or monitoring relevant information, the competent department of environmental protection at the place where the incident occurred shall immediately verify, preliminarily determine the nature and category of environmental emergencies, report to the competent department of environmental protection at a higher level and the people's government at the same level in accordance with the time limit, procedures and requirements stipulated by the state, and notify other relevant departments at the same level. Where an environmental emergency has or may involve an adjacent administrative region, the local people's government or the competent department of environmental protection shall promptly notify the people's government at the same level or the competent department of environmental protection of the adjacent administrative region. Local people's governments at all levels and their competent departments of environmental protection shall report to their superiors in accordance with regulations, and may report to their superiors when necessary.
The Ministry of Environmental Protection shall, after receiving the information on the sudden environmental incidents that have occurred or may occur across provincial administrative regions, timely notify the relevant provincial environmental protection authorities.
The provincial people's government and the Ministry of Environmental Protection shall immediately report the following information about environmental emergencies to the State Council:
(1) It is preliminarily judged to be particularly significant or major environmental emergencies;

(3) Domestic sudden environmental events that may have international impact;
(4) Foreign factors lead to or may lead to environmental emergencies in China;

When sudden environmental incidents occur in areas or important time periods that are easy to cause significant impact, the response level can be appropriately improved. After the emergency response is started, the response level can be adjusted according to the incident loss and its development trend to avoid insufficient response or excessive response.
4.2 Countermeasures
After the occurrence of environmental emergencies, all relevant localities, departments and units shall take the following measures according to the needs of their work.
4.2. 1 On-site pollution disposal
Enterprises, institutions or other producers and operators involved shall immediately take measures such as closing, stopping production, blocking, enclosure, spraying and transfer to cut off and control pollution sources and prevent the spread of pollution. Do a good job in the collection, cleaning and safe disposal of toxic and harmful substances, fire fighting wastewater and waste liquid. When the enterprises, institutions or other producers and operators involved are unknown, the local competent department of environmental protection shall organize a survey of pollution sources, identify the units involved, determine the types and scope of pollutants, and cut off the pollution sources.
The people's government at the place where the incident occurred shall organize the formulation of a comprehensive pollution control plan, and track the diffusion route and scope of polluted gas through monitoring, simulation and other means. Take sewage interception, diversion, dredging and other ways to prevent water pollution from expanding; Disposal of pollutants by isolation, adsorption, salvage, redox, neutralization, precipitation, disinfection, decontamination, temporary storage, microbial digestion, water transfer and dilution, transfer to other places for disposal, temporary transformation of pollution disposal technology or temporary construction of pollution disposal projects. Maintain social stability
Strengthen public security management in disaster-stricken areas and severely crack down on illegal and criminal acts such as spreading rumors, creating social panic and looting relief materials; Strengthen public security control in key areas such as resettlement sites for transferred personnel and storage sites for disaster relief materials; Do a good job in resolving contradictions and disputes between the affected personnel and the units involved, local people's governments and relevant departments, and provide legal services for preventing mass incidents and maintaining social stability.
4.2.8 International notification and assistance
If it is necessary to notify or request international assistance to the international community, the Ministry of Environmental Protection shall, in consultation with the Ministry of Foreign Affairs and the Ministry of Commerce, propose the countries (regions) and international organizations, contents and time of matters requiring notification or request assistance, and the designated institutions shall send notification or appeal information to the international community in accordance with relevant regulations.
4.3 Response measures at the national level

4.3.3 National Environmental emergency headquarters Response
