Chapter I General Provisions Article 1 In order to strengthen the management of archaeological funds and ensure the normal progress of archaeological work, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Cultural Relics and relevant laws and regulations.
Article 2 These Measures shall apply to the budgeting of archaeological investigations, explorations and excavations conducted by cultural relics and archaeological units for scientific research and cooperation with pioneering projects such as construction projects.
Chapter II Archaeological Investigation and Exploration Budget Quota Article 3 Archaeological investigation refers to the work of consulting documents, conducting field exploration, collecting specimens, making written records, drawings and photos, and proposing exploration or archaeological excavation plans in order to understand the remains of ancient culture on the ground and underground. The budget quota of investigation funds includes: transportation expenses, accommodation expenses, subsidies, migrant workers' expenses, skilled workers' expenses, stationery and tools wear and tear expenses, depreciation expenses for equipment renewal, cultural relics packaging and transportation expenses, data sorting expenses and unforeseen expenses. The investigation funds are 500- 1000 yuan per square kilometer. The survey area is less than 1 km2, which is counted as 1 km2. If the survey area exceeds 10 square kilometer, the management fee of 10% shall be collected by the cultural relics department.
Article 4 Archaeological exploration is a drilling work for understanding the basic information such as the nature, structure, scope and area of underground ancient cultural sites. The budget quota of exploration funds includes: transportation expenses, accommodation expenses, subsidies, migrant workers' expenses, skilled workers' expenses, stationery and tools wear and tear expenses, depreciation expenses for equipment renewal, data sorting expenses, backfill expenses, unforeseen expenses, etc.
Article 5 General survey refers to the exploration work carried out by plum blossom point hole arrangement method with 5 holes per square meter. The general exploration quota standard for general soil quality and hole depth within 2.5m is calculated as 6-8 workers/day per 100 m2.
Article 6 The key exploration refers to the drilling work that must be carried out in order to understand the remains such as tombs and mark the shape on the ground. The budget quota standard for key exploration with general soil and hole depth less than 2.5 meters is calculated as per 100 square meter 80- 120 person/day.
Seventh soft soil should be reduced by 25% on the basis of the above quota standard. Hard soil, ultra-hard soil or operation with water will be increased by 50- 150% on the basis of this standard. When the hole depth is greater than 2.5m, the budget quota will increase by 10% for every 0.5m increase in depth.
Article 8 The minimum exploration area shall be calculated from 100 square meter. The minimum exploration area is calculated from 10 square meter.
Chapter III Budgetary Quotas for Archaeological Excavation Article 9 The budgetary contents of archaeological excavation funds include:
I. Labor costs:
1. Migrant workers' fees;
2. Skilled workers' fees.
Second, other excavation costs:
1. Material consumption;
2. Equipment depreciation expense and equipment renewal expense;
3. Record data fee;
4. Transportation expenses;
5. Compensation fee for land occupation;
6. Fees for temporary construction facilities;
7. Specimen test appraisal fee.
Third, mining management fees.
Fourth, the security fee.
5. Unforeseen expenses.
Article 10 Labor cost: refers to the expenses needed to hire migrant workers and skilled workers.
1. Migrant workers' fee: the daily wage standard shall be implemented according to relevant local regulations, and the number of workers shall be 8- 12 working days per square meter.
2. Cost of skilled workers: The daily wage standard is determined according to the type of work and proficiency, which is generally 150% to 250% of the daily wage of local migrant workers at that time. The number of skilled workers is 65438+ 05% to 25% of the number of migrant workers.
Article 11 Consumable materials refer to expenditures on small tools, stationery, packaging and covering materials. It is naturally lost in field excavation, cultural relics restoration and data collation.
Twelfth equipment, equipment renewal, depreciation refers to the fixed assets belonging to the excavation unit, such as cameras, video recorders, surveying and mapping instruments, small means of transport, cabinets and other losses caused by the use of field excavation, cultural relics restoration, data collation and other work.
Thirteenth data recording fees refer to the expenses of writing, video recording, photography, drawing, measuring and printing necessary for field excavation, cultural relics restoration and data collation.
Article 14 Transportation expenses refer to the expenses needed for communication between migrant workers and skilled workers, transportation of equipment, consumables, unearthed cultural relics and means of subsistence in the process of field excavation and data collation.
Fifteenth land occupation compensation refers to the compensation for temporary occupation of cultivated land in the field. The compensation area is generally 100%-300% of the actual excavation area. The compensation amount is calculated quarterly according to the actual situation, and cash crops can be treated according to special circumstances, but the maximum amount does not exceed 12% of the total excavation fee.
Article 16 Temporary construction facilities refer to the necessary temporary construction facilities during site excavation. Including accommodation, kitchens, duty rooms, workshops, cultural relics warehouses and hydropower facilities for migrant workers and skilled workers.
Seventeenth cultural relics specimen detection and identification fee refers to the cost that must be sent to a special scientific research unit or by relevant experts to detect and identify cultural relics specimens.
Article 18 See attached table 1 for the budget quota of the above-mentioned expenses, and see attached table 2 for the proportion of expenses in each stage of archaeological excavation.
Article 19 Management fees refer to the personnel and management fees that must be paid by the units holding the People's Republic of China (PRC) Archaeological Excavation Permit, including office, transportation, accommodation, subsidies, subsidies, medical care and labor insurance for migrant workers and skilled workers, and labor management fees charged by relevant departments. The quota standard is 20% of the total labor and other excavation costs.
Twentieth excavation site safety costs refers to the special security personnel hired to ensure the safety of archaeological excavation sites and unearthed cultural relics and the cost of purchasing necessary security equipment and facilities. The quota standard is 10% of the total labor costs and other excavation costs.
Twenty-first unforeseen expenses quota standard is 3%-5% of the total labor costs and other excavation costs.
Article 22 The above budget quota is applicable to ancient sites with the average thickness of cultivated soil layer and cultural layer within 1-2 meters. If the average thickness of cultural layer is less than 1 m, it will be reduced by 30%, and if the average thickness of cultural layer is less than 0.5 m, it will be reduced by 50%. The average thickness of the cultural layer is more than 2m, and the budget quota will increase by 15% for every 0.5m increase.
Twenty-third when the excavation object is the site with the average thickness of cultivated soil and overburden above 0.5 meters, the labor consumption per cubic meter is 2 people/day, and the budget quota for removing cultivated soil and overburden is compiled. When the topsoil and overburden exceed 2m, the budget quota will increase by 15% for every 0.5m increase.
Article 24 The minimum area for general archaeological excavation is 65438 00 square meters.
Chapter IV Budget Quota for Special Archaeological Excavation Projects Article 25 When the excavation objects are large and medium-sized tombs or other special cultural relics, the labor input can be calculated according to the shape and scale of the excavation objects, and other excavation expenses can be added as the base. Meet one of the following conditions, can be calculated separately according to the actual needs of mining quota:
1. Special shape;
2. The scale is huge;
3. Unearthed cultural relics may be particularly rich or need special protection;
4. Other special places such as caves, deserts, estuaries, hanging coffins and high underground water level.
Twenty-sixth excavation operations may have certain risks, such as collapse and landslide. , you can charge a certain amount of safety reinforcement fee, and the quota standard shall not exceed 5% of the total excavation fee.
Twenty-seventh excavation objects meet one of the following conditions, should be an additional increase of not more than 20% of the total excavation fee for the protection of cultural relics and not more than 00% of the total excavation fee for the publication of materials:
1. Excavate ancient sites with a total area of over 5,000 square meters;
2. Excavate more than 200 ancient tombs;
3. Unearthed cultural relics are particularly precious, rich or remains are particularly important.
Twenty-eighth from the archaeological excavation unit to the archaeological excavation site when the distance is more than 25 kilometers, the expedition fee is charged, and the standard is 2%-3% of the total budget quota. After increasing the exploration fee, the budget quota of temporary construction facilities should be reduced appropriately.
Twenty-ninth archaeological excavations found particularly important cultural relics, because of the type of building and other reasons can not be preserved in situ, need to be protected, depending on the actual needs of the budget.
Chapter V Supplementary Provisions Article 30 The administrative departments of cultural relics of provinces, autonomous regions and municipalities directly under the Central Government may, in accordance with these measures and in light of local actual conditions, formulate measures for the administration of budgetary quotas for archaeological investigation, exploration and excavation in their respective regions, and report them to National Cultural Heritage Administration for the record.
Article 31 These Measures shall be implemented as of the date of promulgation.
