Measures of Tianjin Municipality on the Administration of E-government

Article 1 In order to promote the e-government work in this Municipality, improve the government management level, and promote the sustainable development of the national economy and all-round social progress, these Measures are formulated in accordance with the provisions of relevant laws and regulations and the actual situation of this Municipality. Article 2 These Measures shall be observed when engaging in e-government and related activities in this Municipality. Article 3 The term "e-government" as mentioned in these Measures refers to the activities of administrative organs to use information and network technology to integrate management and services, optimize organizational structure and working environment, and provide standardized, transparent, efficient and convenient public management and services to the society.

The term "administrative organs" as mentioned in these Measures refers to organizations with public management functions authorized by people's governments at all levels and their departments, laws and regulations and other organizations entrusted to engage in public management activities according to law. Article 4 The development of e-government should follow the principles of strengthening leadership, overall planning, unifying standards, sharing resources, making information public and ensuring safety. The fifth municipal information department is responsible for the comprehensive coordination, supervision and management of e-government work in this Municipality.

Other administrative organs shall, according to their respective responsibilities and the unified arrangements of the Municipal People's government, do a good job in e-government related work. Article 6 The municipal, district and county people's governments shall strengthen their leadership over e-government, incorporate e-government construction into the national economic and social development plan at the corresponding level, establish a leadership responsibility system, and promote the development of e-government. Article 7 The municipal information department shall, jointly with relevant departments, formulate the development plan of e-government in this Municipality according to the overall national e-government plan and the actual situation of this Municipality, and implement it after being approved by the Municipal People's Government.

District and county people's governments and government departments may, according to the e-government development plan of this Municipality, formulate the e-government construction plan of their own regions or departments, and report it to the municipal information department for the record before implementation. Article 8 This Municipality shall establish a unified top-level e-government network platform.

E-government top-level network platform consists of three parts: government extranet, government intranet and government portal.

The government extranet mainly provides network support for the exchange of non-confidential government information and business interaction between administrative organs.

The government intranet mainly provides network support for the exchange of government confidential information between administrative organs.

The government portal website consists of the main website of the Municipal People's Government and the sub-websites of various administrative organs. It is an interactive information network platform that directly provides services to the society through the Internet. Article 9 The e-government projects built by administrative organs themselves or by themselves shall abide by the relevant provisions of the state and this Municipality on information engineering construction, and make use of the existing network infrastructure, business systems and information resources, and shall not be duplicated.

Without the approval of the municipal information department, an independent e-government physical network shall not be established. Tenth the establishment of e-government technical standards implementation mechanism.

The municipal information department in conjunction with the relevant departments, according to the requirements of the city's e-government development planning, organize the preparation of the city's e-government technical standards implementation guidelines, and promote the implementation.

The construction of e-government projects and the development and utilization of government information resources should abide by the technical standards of e-government and realize network interconnection and sharing of government information. Thirteenth administrative organs shall timely publish government information on their government portals, and gradually realize online application and handling of public affairs management matters. (a) the management function, principal responsible person, office location and contact information of this organ;

(two) the laws, regulations, rules and other normative documents on which to perform its functions;

(three) the subject, matters, basis, conditions, procedures, time limit, quantity, charging items and standards, the catalogue of all materials to be submitted, the application model text and the implementation results. ;

(four) economic and social development planning, overall urban planning and other plans, plans and their implementation;

(five) government budget and final accounts, urban infrastructure and public facilities construction, government procurement and other public funds;

(six) the implementation of social security, employment, poverty alleviation, education and health and other matters closely related to public life, the implementation standards and conditions;

(seven) the development and disposal of major epidemics, disasters and emergencies closely related to the public's personal and property safety;

(eight) the conditions, procedures and results of the recruitment, employment and open selection of cadres of civil servants;

(nine) other government information decided by the Municipal People's government.

All administrative organs shall, in accordance with the provisions of the preceding paragraph, compile the catalogue of government information disclosure of their own organs and publish it on the government portal website.
