I. Examination organization and management
The guidance and supervision of the examination shall be the responsibility of the Provincial Talent Development Bureau and the Provincial Department of Housing and Urban-Rural Development, the qualification examination shall be the responsibility of the Provincial Department of Housing and Urban-Rural Development, and the specific examination shall be the responsibility of the Provincial Human Resources Development Bureau.
Second, examination subjects and performance management
The examination consists of four subjects: construction engineering economics (objective questions), construction engineering laws and regulations and related knowledge (objective questions), construction engineering project management (objective questions) and professional engineering management and practice (a mixture of subjective and objective questions).
Those who take four exams (with unified exam level) must pass all subjects in two consecutive exam years, and those who take two exams (with exemption level) must pass subjects in 1 exam year before they can obtain qualification certificates; Those who take the 1 subject examination (with the level of additional major) must obtain the first-class construction engineer's qualification certificate before they can register, and only after passing the subject can they obtain the qualification certificate.
Third, the registration conditions
Anyone who abides by laws and regulations and meets one of the following conditions and now works or lives in Hainan can register for the exam in our province:
(a) to obtain a college degree in engineering or engineering economics, and have worked for 6 years, including 4 years in construction management of construction projects;
(two) to obtain a bachelor's degree in engineering or engineering economics, and to have worked for 4 years, including 3 years in the construction management of construction projects;
(three) graduated from engineering or engineering economics with a double bachelor's degree or a postgraduate class, and worked for 3 years, including 2 years in the construction management of construction projects;
(four) to obtain a master's degree in engineering or engineering economics, and to work for 2 years, of which, to be engaged in the construction management of construction projects for 1 year;
(five) to obtain a doctorate in engineering or engineering economics, and to engage in the construction management of construction projects for 1 year.
Exemption from two courses: those who meet the above registration conditions and have obtained the qualification certificate of first-class project manager of construction enterprises issued by the Ministry of Construction before 65438+February 3, 20031and meet one of the following conditions may be exempted from taking two courses of construction engineering economics and construction engineering management, and only take courses of construction engineering regulations and related knowledge and professional engineering operation and management.
(a) employed as a senior professional and technical post in engineering or engineering economics.
(two) with engineering or engineering economics college degree or above and engaged in construction project construction management for 20 years.
IV. Time and Method of Registration
In 2023, online registration, qualification examination and online payment will be implemented for the first-level constructor examination.

Note: When the newly registered applicants register in the online registration system, the system will verify the identity and academic degree information of the applicants online, and they can continue to register after the verification and registration are completed.
Candidates are required to sign (submit) a commitment letter for the registration of professional and technical personnel qualification examination when registering online, and may not make a commitment on their behalf. The commitment includes: confirming that I know the specified certification obligations, certification contents and application conditions, that I meet the application conditions and requirements, that the information (including personal contact information) filled in is true, accurate, complete and effective, that I meet the application conditions, and that I bear relevant responsibilities for false promises and accept corresponding treatment.
2. Qualification examination
(1) Online Qualification Examination. After the candidates register online, the system will automatically review the registration documents uploaded by the applicants. Candidates who pass the examination can pay online according to the specified time, and no longer go to the site for qualification examination and registration confirmation.
(2) On-site manual audit (the following applicants must go to the site for manual audit):
(1) Applicants with technical secondary school or college education in 2002 or before.
Applicants whose identity and academic degree information have not been verified online.
(3) Other types of identity documents, overseas academic degrees and other applicants who cannot be verified online.
Candidates who need to go to the site to review their registration qualifications must submit 1 examination registration form from July 9 to July 23, and after the examination by the candidate's unit, they will sign their consent and affix their official seals. 3. Online payment
After completing the registration confirmation, candidates must log on to China Personnel Examination Network (zg.cpta.com.cn/examfront) from July 9 to July 23, and pay the examination fee online with the bank card with UnionPay logo. Candidates who fail to pay the examination fee on time are deemed to have given up the examination qualification automatically. Five, print the admission ticket
Candidates should log on to China Personnel Testing Network (www.cpta.com.cn) to print the admission ticket from September 10 to September 18 without further notice. Sixth, candidates should pay attention to the exam.
(1) Read the candidates' notes on the admission ticket carefully;
(2) The stationery that candidates take in the exam is limited to black ink pens, 2B pencils, erasers, rulers and calculators with silent text editing function. The examination room has draft paper for candidates to use and retrieve after the exam;
(3) Answer the objective questions on the answer sheet; Subjective questions should be answered on the special answer sheet.
