(II) Layout Effect The layout planning of the national highway transportation hub has generally implemented the layout idea of "relying on the national highway network, improving the comprehensive transportation system, covering major cities in the country and serving urban and rural areas", and its functions and effects are as follows: 1. It embodies "people-oriented". The national highway transportation hub covers all municipalities directly under the central government, provincial capitals, cities with separate plans and prefecture-level cities 137 cities, accounting for 60% of the total number of cities above prefecture level and 60% of the total population. The network covers 78% of AAAA tourist attractions in China, creating convenience for public travel and leisure tourism. 2. Highlight the "service economy". The regional GDP of the cities covered by the national highway transportation hub accounts for about 87% of the national GDP; The network covers 84% of the country's ports open to the outside world, 56% of land border ports and 98% of state-level economic and technological development zones, increasing the hub coverage density of economically developed areas such as the Yangtze River Delta, the Pearl River Delta and the Bohai Rim, and giving full consideration to the needs of supporting the development of the western region, revitalizing the old industrial bases in Northeast China and promoting the rise of the central region. 3. Strengthen the "comprehensive transportation". The network covers 100% of major coastal ports and 93% of major inland ports, all large and medium-sized hub airports, all railway dedicated line stations and railway container central stations, and 68% of first-class railway stations, which is helpful to give full play to the collection and distribution function of highway transportation and further improve the overall efficiency of comprehensive transportation in China. V. Implementation Opinions (1) The physical form of implementing the layout of the national highway transport hub is the highway passenger and freight transport station. The transportation department in charge of the national highway transportation hub city is responsible for organizing the overall planning and determining the scale, quantity and location layout of the passenger and cargo transportation stations in the hub city. Hub planning should be an important part of the overall urban planning, and should be incorporated into the overall urban planning in time after approval. The master plan shall be compiled in accordance with the requirements of the Measures for the Compilation of the Master Plan of Highway Transportation Hub formulated by the Ministry of Communications, and shall be jointly examined and approved by the Ministry of Communications and the provincial people's government. The relevant competent departments shall, according to the layout scheme of passenger and freight stations determined in the overall planning of the national highway transportation hub, and in combination with the development needs of the transportation industry, formulate the station construction plan reasonably, and carry out the preliminary work such as the feasibility study of construction projects in a timely manner in accordance with the requirements of the "Preparation Method of Feasibility Study Report of Highway Transportation Station Investment Projects" formulated by the Ministry of Communications. (2) Key construction projects in the near future: 1. Comprehensive passenger transport hub station. Through the construction of comprehensive passenger transport hub, zero-distance transfer and efficient organic connection of railway, civil aviation, urban public transport and highway passenger transport will be realized in conditional hub cities; 2. Container transfer station. Planning and building container transfer stations serving coastal container trunk ports, promoting the expansion of container transportation in the central and western regions from the coast to the inland, and promoting the formation of an integrated container transportation system; 3. Modern Logistics Park (Center). Accelerate the construction of modern logistics parks (centers) in major coastal port cities and megacities with a population of more than one million to meet the requirements of modern logistics development; 4. Highway express passenger and freight transport station. Accelerate the construction of national and regional highway rapid passenger and cargo transportation networks based on expressway network and taking the national highway transportation hub rapid passenger and cargo transportation station as the node; 5. Information service system. Accelerate the construction of modern information service system for highway passenger transport to meet the public travel needs; Integrate resources and gradually improve the construction of public freight information service system.
