Brief introduction of the second-level cost engineer:
Cost engineer refers to a professional who has obtained the professional qualification certificates of cost engineers in People's Republic of China (PRC) and China through independent proposition examinations in various provinces, and is engaged in construction project cost work after registration.
The state implements a system of access to professional qualifications for cost engineers listed in the national vocational qualification catalogue. All units engaged in construction, design, construction, cost consultation and other engineering construction activities must be equipped with cost engineers in the post of construction project cost. Cost engineers are divided into first-class cost engineers and second-class cost engineers.
The second-level cost engineer is a new professional qualification examination after the cancellation of the former national cost engineer.
General rules:
Article 1 In order to strengthen the construction of engineering cost professionals, improve the quality of engineering cost professionals, improve the management level of construction cost, and safeguard the interests of the state and society, these Provisions are formulated in accordance with the relevant provisions of the Construction Law of People's Republic of China (PRC) and the national vocational qualification system.
Article 2 The professional qualification system for cost engineers shall be jointly formulated by the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Water Resources and Ministry of Human Resources and Social Security, and shall be responsible for the implementation and supervision of the professional qualification system for cost engineers according to the division of responsibilities.
The administrative departments of housing and urban construction, transportation, water conservancy, human resources and social security of all provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the implementation and management of the professional qualification system for cost engineers within their respective administrative areas in accordance with the division of responsibilities.
Article 3 The Ministry of Housing and Urban-Rural Development, the Ministry of Transport and the Ministry of Water Resources shall, in accordance with the division of responsibilities, establish corresponding information platforms for the registration and management of cost engineers. The Ministry of Housing and Urban-Rural Development is responsible for establishing a national cost engineer registration management information base, and promoting the registration, practice and credit information sharing of cost engineers.
Measures for the implementation of the examination:
Article 1 The professional qualification examination for secondary cost engineers shall be organized and implemented by the provincial administrative departments of housing and urban construction, transportation and water conservancy in conjunction with the administrative departments of human resources and social security.
Article 2 The professional qualification examination for secondary cost engineers consists of two subjects: the basic knowledge of construction project cost management and the practice of measurement and valuation of construction projects. Among them, "basic knowledge of construction project cost management" is the basic subject, and "measurement and valuation practice of construction project" is the professional subject.
Article 3 The professional subjects of the professional qualification examination for cost engineers are divided into four professional categories: civil engineering, traffic engineering, water conservancy engineering and installation engineering. Among them, the civil engineering and installation works are the responsibility of the Ministry of Housing and Urban-Rural Development; The transportation engineering major is the responsibility of the Ministry of Transport; The Ministry of Water Resources is responsible for water conservancy engineering. Candidates can choose one according to the actual work needs when registering.
