Which departments should be consulted for policies related to distributed photovoltaic power generation?

Encourage all kinds of power users, investment enterprises, specialized energy management service companies and individuals to invest in the construction and operation of distributed photovoltaic power generation projects as project units. For distributed photovoltaic power generation, all distributed photovoltaics are given fixed subsidies, so the income of photovoltaic power generation is directly affected by the household electricity price level. The industrial and commercial electricity price is 0.8- 1.4 yuan per kWh, and the large industrial electricity price is 0.6-0.8 yuan per kWh. The electricity price of public institutions is 0.5-0.6 yuan per kWh, while that of government schools, hospitals, institutions, agriculture and residents is only 0.3-0.5 yuan per kWh. Therefore, the benefits of distributed photovoltaic projects installed in different buildings or power users are different by means of fixed subsidy for unit electricity, which requires developers to judge and decide whether the projects are cost-effective.

The policies on distributed photovoltaic power generation should be consulted with the municipal and county authorities. The State Council energy authorities should encourage municipal or county-level energy authorities to establish a one-stop service system for filing, completion and acceptance of distributed photovoltaic power generation projects, and integrate grid-connected applications, grid-connected commissioning and acceptance, and payment and settlement of electricity subsidies, so as to simplify the handling process and improve management efficiency. Power grid enterprises are responsible for guiding and cooperating with project units to carry out grid-connected operation and acceptance of distributed photovoltaic power generation projects, signing orders and sales contracts with project units, and measuring the total power generation and grid-connected electricity of distributed projects respectively. For distributed power generation projects, subsidies should be given according to the amount of electricity. Power grid enterprises shall settle the on-grid electricity fee with the project unit according to the on-grid electricity price stipulated by the state, and allocate the state subsidy funds to the project unit on a monthly basis according to the electricity subsidy policy stipulated by the state.
