What is the "best way" to reform the political system?
-Comment on the Road to China's Political System Reform, which has been recognized by the broad masses of cadres and the masses since the reform and opening up, to reform the serious drawbacks of excessive concentration of power and lack of power restriction in China's political system. So, how should we carry out the reform? What is the "optimal path" for reform? There are still different views. Some people think that there are two models of modernization. The western model is that political development and economic development are synchronized or even ahead of each other, and democracy and freedom promote and guarantee economic modernization. The oriental model is that political development lags behind economic development, and economic modernization is the first step to develop democracy and freedom, which is promoted and guaranteed by economic modernization. This is a successful model verified by the practical experience of the "Four Little Dragons" in East Asia, and the "new authoritarianism" that has frequently appeared in China since 1980s is such an idea. After the drastic changes in the Soviet Union and Eastern Europe, it was pointed out that the fundamental reason for the drastic changes was to reform the political system first and then the economic system, while the reform in China must reform the economic system first and then the political system. Others advocate "putting the political system reform in the economic system reform" or "integrating into the economic system reform". Is this theory of "inheritance" or "existence" or "integration" really the "best way" for China's political system reform? Wang Guixiu, a professor at the Central Party School, clearly pointed out in his new book "The Road to China's Political System Reform" (Henan People's Publishing House Edition) that the above two viewpoints are essentially advocating that the political system reform should be delayed and pushed to the distant future, and the result will inevitably be that the economic system reform is difficult to advance, "so that the whole reform cause will eventually be ruined. Therefore, this is by no means a' preferred road', but a dangerous road. The real road to optimization can only be the road that Deng Xiaoping has repeatedly emphasized that political system reform and economic system reform are compatible. " (Page 344) This book focuses on a series of important thoughts on political system reform in Deng Xiaoping Theory, reflects on the evolution and reform of China's political system in the past 50 years, emphasizes the universal necessity and special urgency of political system reform, and points out why political system reform is urgent. The reason is simple and clear. It is precisely because the political system reform has lagged behind for more than ten years that it is difficult to promote the economic system reform healthily and smoothly, and the phenomenon of power and money trading and the degree of official corruption are becoming more and more serious. As for the convenient way to speed up the political system reform, the author and I happen to coincide, both opposing the separation of powers and the western multi-party system. They all advocate practicing Deng Xiaoping's thought of political system reform and taking the right path of reform within the system, that is, developing inner-party democracy, separating the party from the government, and improving the people's congress system. The book proposes to establish and implement a system in which the Party Congress and its Standing Committee exercise decision-making power, the Party Committee exercises executive power and the Party's Disciplinary Committee exercises supervision power, so as to safeguard inner-party democracy. The book also proposes to reform and improve party member's rights protection system, the permanent system of party congresses, the democratic election system within the party, the appointment and tenure system of cadres, the impeachment and recall system and the power supervision system. In addition, people's democracy is promoted by developing inner-party democracy. It is suggested to gradually expand the scope of NPC deputies' direct election, reduce the number of NPC deputies, improve the quality of NPC deliberation and decision-making, implement an election system, advocate that the party secretary should not concurrently serve as the director of NPC Standing Committee, and strengthen NPC's supervision power. These ideas are very insightful. The deficiency of this book is that it rarely involves how to further reform and improve the multi-party cooperation system led by the * * * production party in China. This is the uniqueness and advantage of China's political system, which should be discussed in depth. In addition, this book is written on the basis of many papers, and there are inevitably some overlaps and omissions. Generally speaking, this book has important practical significance for senior officials to educate the people and promote the reform of China's political system.
