Hotline 12345 is a public service platform established by the provincial government and municipal (state) people's governments. It accepts all kinds of non-emergency needs of enterprises and the masses through various channels such as telephone, website, WeChat, mobile phone client and email, and provides "7×24 hours" all-weather manual service.

What appeals will be accepted and what matters will not be accepted? The "Measures" made clear provisions:

Acceptance scope

All kinds of non-emergency needs of enterprises and the masses include consultation, basic help, complaints, reports and suggestions in the fields of economic regulation, market supervision, social management, public services and ecological environmental protection.

Requirements assigned by national platforms such as the national government service platform and the message processing system of the Chinese government network.

Note that these seven categories of matters will not be accepted.

1? Matters that must be solved through litigation, arbitration, discipline inspection and supervision, administrative reconsideration, government information disclosure and other procedures and matters that have entered the petition channel.

Matters involving state secrets, commercial secrets, personal privacy and violation of social public order and good customs.

3. Matters falling within the acceptance scope of emergency hotlines such as 1 10,19, 120 and 122.

4. Matters within the purview of the military and armed police forces.

5 Malicious attacks, harassment, unclear claims, and no substantive claims.

6 matters in violation of laws, regulations and rules.

7. Other matters that are not accepted by laws, regulations and rules.
