5.2.3? Emergency classification

Clarify the classification principles and standards of the unit for emergencies. The grading standards shall meet the requirements of relevant national regulations and standards.

5.3? Organization and responsibilities

5.3. 1? Emergency organization system

Make clear the composition of the emergency organization system of the unit, including emergency command organization and emergency daily management organization, which should be expressed in the form of structural diagram.

5.3.2? Responsibilities of emergency organization

Clear emergency command institutions, emergency daily management institutions and relevant departments of the unit's emergency work responsibilities. The emergency command organization may, according to the needs of emergency work, set up corresponding emergency working groups to clarify the tasks and responsibilities of each group.

5.4? Prevention and early warning

5.4. 1? Hazard source monitoring

Make clear the ways and means of monitoring the hazard sources of the unit.

5.4.2? Early warning action

Clarify the conditions, objects, procedures and corresponding preventive measures for the unit to issue early warning information.

5.4.3? Information reporting and processing

Clarify the basic requirements for information reporting and disposal after an emergency occurs in this unit. Including the 24-hour emergency telephone of the unit, the internal emergency information reporting and disposal procedures of the unit, and the way, content, time limit and functional departments of reporting emergency information to relevant government departments, electricity regulatory agencies and relevant units.

According to the emergency grading standards, combined with the unit's ability to control the situation and emergency response, determine the principles and standards of response grading.

5.5.2? Response program

According to different levels of response, the general requirements of emergency response procedures such as start-up conditions, emergency command, emergency disposal and on-site rescue, emergency resource allocation, and expanded emergency are defined respectively.

5.5.3? Emergency end

Clarify the conditions and related matters for the end of emergency. The conditions for ending the emergency state should generally meet the following requirements: the emergency state can be controlled, leading to the elimination of secondary and derivative accidents, and the environment meets relevant standards and is approved by emergency headquarters. After the emergency, the relevant matters shall include the emergency report and the emergency work summary report that needs to be reported to the relevant units and departments.

5.6? Information distribution

Clarify the release principle, release time, release department and release procedure of relevant information in the process of emergency response.

After an emergency occurs, the requirements for the aftermath of the emergency, such as eliminating the consequences of the emergency, restoring production order, handling pollutants, handling claims after the emergency, evaluating emergency capacity, evaluating and improving emergency plans, etc.

The comprehensive emergency plan includes the following main annexes (not limited to):

(1) emergency plan system frame diagram and emergency plan directory;

(2) Emergency organization system and contact information of relevant personnel;

(three) the contact information of government departments, electricity regulatory agencies and other relevant units that need to be contacted in emergency work;

(4) Key lines, signs and drawings such as the wiring diagram of the main power grid and the general plan of the power plant;

(5) emergency information report and emergency response flow chart;

(6) emergency support agreement or memorandum signed with relevant emergency rescue departments.

Format and requirements of emergency plan

A. 1 cover

The cover of emergency plan mainly includes emergency plan number, emergency plan version number, unit name, emergency plan name, preparation unit (department) name, promulgation date, revision date, etc.

A.2 approval page

The emergency plan approval page is the document or signature that approves the release of the plan.

A.4 catalogue

The emergency plan should set up a directory, and the contents and order listed in the directory are as follows:

-Approval page;

-Number and title name of the first-level title;

-Number and title name of the secondary title;

-Attachments, the sequence of which is indicated by serial numbers.

A.5 printing and binding

The emergency plan is printed on A4 paper and bound with loose-leaf paper.
