The green building special planning period is 2020-2025, in which the first stage is 2020-2023, the second stage is 2024-2025, and the long-term prospect is 2035. This planning covers the administrative area of Gaocheng District. The key planning scope is the central city of Gaocheng District, Shijiazhuang Economic and Technological Development Zone and Gaocheng Economic Development Zone, with a total area of 70.98 square kilometers (about 106470 mu). According to Gaocheng Urban and Rural Master Plan (20 13-2030), Gaocheng Central City Regulatory Detailed Plan, Hebei Gaocheng Economic Development Zone Regulatory Detailed Plan and Shijiazhuang Economic and Technological Development Zone Regulatory Detailed Plan, the planning scope is divided into 38 target units.
The central city is divided into five functional areas: the central core area, Chengnan District, the northern old city, the eastern new industrial district and the riverside landscape area.
Among them, the central core area is surrounded by West Ring Road, Yingbin Avenue, Guo Zhuang East Street and century avenue, with an area of about 2 1 km2 (about 3 1.500 mu). Relying on the rail transit station, the planning will lay out the municipal administrative office center, business office center, commercial financial center, medical center, cultural and entertainment center and modern residential gathering area in layers.
The southern new town is surrounded by century avenue, Dongcheng Street and Zhanbei Road, with an area of about 2.5 square kilometers (about 3,750 mu). Relying on high-speed railway station, we plan to build a modern comprehensive new district with the main functions of business office, business finance and residence.
The northern old city is surrounded by Chenyi Street, Beihuan Road, Cai Bo Street and Yingbin Avenue, covering an area of about 4.5 square kilometers (about 6,750 mu). It is planned to gradually relocate the existing polluting enterprises, increase the green area of the old city, improve the road traffic system, appropriately widen the roads and increase the channel connection with the Hutuo River waterfront landscape area. Focus on cultivating residential and modern service functions, relying on the landscape of Hutuo River, build ecological houses along the river, create a livable atmosphere, and build a livable living area.

During the planning period, the area proportion of Gaocheng District planned and constructed according to the basic standards of green buildings and above will reach 100%, 40% according to the standards of one-star green buildings and above, 20% according to the standards of two-star green buildings and above, and 3% according to the standards of three-star green buildings.
Looking forward to 2035, the proportion of areas planned and built according to one-star and above green building standards will reach 60%, 25% according to two-star and above green building standards, and 5% according to three-star green building standards.
The overall objectives of the assembled building planning in Gaocheng District are as follows:
By 2023, 30% of the new construction area in Gaocheng District will be fabricated. By 2025, 60% of the new building area in Gaocheng District will be fabricated. Looking forward to 2035, 70% of the new building area in Gaocheng District will be fabricated.
The overall objectives of passive ultra-low energy consumption building planning in Gaocheng District are as follows:
From 2020 to 2023, a total of 20,000 square meters of passive ultra-low-energy buildings were built in Gaocheng District. At the end of the planning period, no less than 40,000 square meters of passive ultra-low-energy buildings will be built in Gaocheng District. Looking forward to 2035, the passive ultra-low energy consumption building area in Gaocheng District will reach more than 200,000 square meters.

By 2025, the proportion of new residential buildings in Gaocheng District will reach 60%. Looking forward to 2035, the proportion of new residential buildings in Gaocheng District will reach 75%.

By 2025, the proportion of renewable energy building application area in Gaocheng District will reach 65%. Looking forward to 2035, the proportion of renewable energy buildings in Gaocheng District will reach 85%.
