Regulations of Inner Mongolia Autonomous Region on Promotion of Family Education:
Chapter I General Provisions
Article 1 In order to carry forward the Chinese nation's fine tradition of attaching importance to family education, guide the whole society to attach importance to family, family education and family style, enhance family happiness and social harmony, and cultivate socialist builders and successors with all-round development in morality, intelligence, physique, beauty and labor, these Regulations are formulated in accordance with the Family Education Promotion Law of People's Republic of China (PRC) and other relevant laws and regulations of the state, and in combination with the actual situation of the autonomous region.
Article 2 These Regulations shall apply to the implementation, guidance and service of family education within the administrative area of the autonomous region. The term "family education" as mentioned in these Regulations refers to the cultivation, guidance and influence of parents or other guardians on their moral quality, physical quality, life skills, cultural accomplishment and behavior habits in order to promote the comprehensive and healthy growth of minors.
Article 3 Family education takes moral education as its fundamental task, cultivates and practices socialist core values, promotes the excellent traditional culture, revolutionary culture and advanced socialist culture of the Chinese nation, pays attention to fostering education, and promotes the healthy growth of minors.
Article 4 Family education should adhere to the leadership of the Party, fully implement the Party's educational policy, and implement the linkage mechanism of family education with the leadership of the Party Committee, the leadership of the government, the cooperation of departments, the responsibility of families and social participation.
Article 5 People's governments at all levels shall guide family education and establish and improve the social cooperative education mechanism of family schools. The administrative department of education and women's federations shall co-ordinate social resources, promote the construction of family education guidance service system covering urban and rural areas, and undertake the daily affairs of family education work according to the division of responsibilities.
The departments of the people's governments at or above the county level responsible for the work of women and children organize, coordinate, guide and urge the relevant departments and units to do a good job in family education, establish a coordination mechanism for family education in which the relevant departments and units participate, clarify their respective responsibilities, hold regular meetings, and jointly carry out research and supervision.
All relevant departments and units shall take the initiative to report the development of family education to the institutions responsible for women and children's work of the people's government at the same level.
Article 6 The people's governments at or above the county level shall formulate special plans for family education, incorporate family education guidance services into the urban and rural public service system and the catalogue of government-purchased services, incorporate relevant funds into the fiscal budget, and encourage and support the provision of family education guidance in the form of government-purchased services.
Seventh people's governments at or above the county level shall, in accordance with the relevant provisions of the state and the autonomous region, commend and reward organizations and individuals that have made outstanding contributions to family education.
Chapter II Family Responsibility
Article 8 Parents or other guardians of minors are mainly responsible for the family education of minors, and should educate minors to develop good thoughts, conduct and habits with correct thoughts, methods and behaviors according to the physical and mental development characteristics of minors at different ages.
Article 9 Parents or other guardians of minors should regard moral education as the fundamental task of family education, carry forward moral conduct, abide by public morality, be strict with private morality, integrate ideological and moral education into daily life, and guide minors to establish a correct world outlook, outlook on life and values.
Article 10 Parents or other guardians of minors shall educate and guide minors to practice socialist core values, deepen education in patriotism, collectivism and socialism, and strive to cultivate new people in charge of national rejuvenation.
Article 11 Parents or other guardians of minors should educate and guide minors to inherit the excellent traditional culture of the Chinese nation, carry forward the spirit of self-improvement, respect for the elderly and love for the young, honesty and friendship, good neighborliness and friendship, and enhance their historical and cultural self-confidence.
Parents or other guardians of minors shall educate and guide minors to learn and use the common language of the country, promote Chinese cultural identity and inheritance, and establish a strong sense of the Chinese nation.
Article 12 Parents or other guardians of minors should establish a good family style, educate minors to respect the old and love the young, equality between men and women, harmony between husband and wife, thrift, love of labor, good neighborliness and friendship, and guide minors to inherit the traditional virtues of the Chinese nation such as kindness and filial piety, courtesy, honesty and trustworthiness, and generosity.
Thirteenth parents or other guardians of minors should create a good family environment, build a civilized and harmonious family relationship, and practice modern family concepts such as loyalty and friendship, family companionship, lifelong learning and green ecology to meet the needs of minors' physical and mental development.
Cultivate minors' good behavior habits and healthy lifestyles, and improve their safety awareness and self-help and self-care ability.
Article 14 Parents or other guardians of minors should play an exemplary role, strengthen their own moral cultivation, enhance the concept of the rule of law, improve the level of civilization, cultivate healthy hobbies, and promote the formation of a new trend of socialist family civilization of patriotism, mutual love, upward goodness and * * *.
Fifteenth parents or other guardians of minors should cultivate the awareness of ecological civilization of minors, establish the concept of cherishing resources, protecting nature and living in harmony with nature, and consciously develop healthy, civilized, green and low-carbon good living habits.
Sixteenth parents or other guardians of minors should cultivate minors' good exercise habits, make reasonable arrangements for work and rest, guide minors to protect their eyes scientifically and enhance their physical fitness.
Seventeenth parents or other guardians of minors should pay attention to the mental health of minors, educate them to cherish life, guide them to correctly deal with setbacks and pressures, and improve their psychological adjustment ability and social communication ability.
Parents or other guardians of minors should guide minors to establish correct gender awareness, correctly understand gender relations, and comprehensively promote gender equality education.
Article 18 Parents or other guardians of minors should help minors to enhance their awareness of online information identification and self-prevention, improve their online learning and communication skills, guide minors to develop good habits of using the Internet, prevent minors from indulging in the Internet, and consciously resist uncivilized behaviors on the Internet.
Article 19 Parents or other guardians should respect the laws of physical and mental development and individual differences of minors, help minors to establish a correct concept of success, guide them to cultivate a wide range of hobbies, healthy aesthetic pursuits and good study habits, and enhance their spirit of scientific exploration, innovative consciousness and ability.
Parents or other guardians of minors should respect the personal dignity of minors, protect their privacy, respect their right to know and participate, and attach importance to listening to and adopting their reasonable opinions.
Parents or other guardians of minors should educate and guide minors to enhance their sense of family and social responsibility, cultivate their spirit of being responsible, doing good deeds and accumulating virtue, and fair competition, encourage minors to choose independently, manage themselves and serve themselves, develop working habits and improve their working skills.
Article 20 Parents or other guardians of minors shall participate in family education guidance activities carried out by relevant state organs, medical and health institutions, mass organizations, Gacha villagers' committees, residents' committees, schools and kindergartens, and accept family education guidance.
Parents or other guardians of minors shall participate in family education and guidance activities, and their units shall support them.
Article 21 Parents or other guardians of minors should increase the time of companionship, improve the quality of companionship, participate in parent-child companionship activities such as parent-child reading, physical exercise, labor practice and voluntary service, and strengthen ideological communication and emotional exchange with minors through family meetings, heart-to-heart talks and correspondence.
Article 22 If the parents of minors cannot live with their minor children due to work, study or other reasons, they shall entrust other adults with guardianship to take care of them, sign an entrustment guardianship agreement, and inform their schools, kindergartens, Gacha villagers' committees and residents' committees.
Parents of minors should keep in touch with their minor children who don't live together, keep abreast of their study, life and physical and mental health through regular reunions, telephone calls, letters and new media, and carry out targeted family education.
Twenty-third parents or other guardians of minors should take the initiative to communicate with schools and kindergartens about their study, life and physical and mental health, and cooperate with schools and kindergartens in the education of minors.
If the parents or other guardians of minors have real difficulties in fulfilling their family education obligations, they may apply to the Gacha villagers' committee and residents' committee of the school, kindergarten or residence where the minors are located for family education guidance and help.
Twenty-fourth parents or other guardians of minors shall perform their duties of guardianship and education according to law, enhance their awareness and ability of guardianship responsibility, conduct family education in a civilized manner, and shall not commit domestic violence.
Twenty-fifth parents or other guardians of minors should prevent and stop minors' bad behavior, unsafe behavior and illegal and criminal behavior, and strengthen discipline.
Parents or other guardians of minors who find their psychology or behavior abnormal shall know the situation in time, educate, guide and persuade them, and shall not refuse or delay the performance of their guardianship duties.
Chapter III Government Promotion
Twenty-sixth people's governments at all levels should play a leading role in family education, encourage social forces to participate, strengthen support and guarantee, promote balanced development, and strive to build a new pattern of family education with multiple participation and collaborative education.
Twenty-seventh people's governments at all levels should strengthen the construction of family style tutoring places and carry out publicity, education and practical activities of family style tutoring.
Twenty-eighth people's governments at or above the county level shall strengthen the supervision of off-campus custody institutions within their respective administrative areas, and urge relevant functional departments to implement the management responsibilities of off-campus custody institutions.
Twenty-ninth education administrative departments should strengthen the management of family education in primary and secondary schools and kindergartens, and take family education guidance as an important way to promote family education in primary and secondary schools and kindergartens, and incorporate it into the work plan of primary and secondary schools and kindergartens and the professional training of teachers.
Thirtieth education administrative departments should establish a support and cooperation mechanism for mental health medical institutions to intervene in school mental health education and psychological crisis, and provide medical assistance to primary and secondary schools in this area.
The administrative department of education shall set up or rely on relevant professional institutions to take the lead in organizing primary and secondary schools in the region to carry out mental health assessment, and carry out mental health assessment of primary and secondary schools every year in accordance with the regulations.
The administrative department of education shall establish a regional psychological counseling center for primary and secondary school students, promote the establishment and improvement of psychological counseling rooms in primary and secondary schools, actively carry out online and offline various forms of counseling services, and regularly provide professional guidance and skills training for primary and secondary schools in the region.
Article 31 The department of spiritual civilization construction shall incorporate family education and family style construction into the mass spiritual civilization creation activities and the ideological and moral construction system for minors, and take family education as an important part of the activities of creating civilized cities, civilized villages and towns, civilized units, civilized communities, civilized families and civilized campuses.
Thirty-second public security organs, people's procuratorates, people's courts and judicial administrative departments should strengthen publicity and education on the rule of law, and enhance the awareness of parents and minors on the rule of law.
Public security organs, culture and tourism, radio and television, press and publication, network information and other relevant departments should strengthen the listening, watching, reading and knowledge of audio-visual programs, publications and cultural objects mainly aimed at minors, and timely dispose of harmful audio-visual programs, publications, audio-visual products, cultural objects and harmful information that harms minors' physical and mental health according to law.
Thirty-third women's federations should promote the construction of parents' schools in urban and rural communities, mobilize social forces, and provide support for parents' schools in urban and rural communities to carry out family education guidance services.
Article 34 The Women's Federation shall give full play to the unique role of women in carrying forward the family virtues of the Chinese nation and establishing a good family style, publicize and popularize family education knowledge, organize and carry out family education practice activities through various channels such as family education guidance institutions, parents' schools in urban and rural communities, and civilized family construction, and provide family education guidance services.
Article 35 The health department shall instruct medical and health institutions to carry out various forms of publicity and guidance on healthy marriage and childbearing, scientific parenting and early development of infants and young children when providing services such as pre-marital health care, maternal health care, child health care and vaccination.
Thirty-sixth health, civil affairs and other departments should strengthen the information sharing with disabled persons' federations on minors diagnosed with defects, improve the ability of minors to discover, diagnose, intervene and recover from disabling diseases, and give their families the necessary family education guidance and help.
Chapter IV Social Coordination
Article 37 Encourage and support state organs, enterprises, institutions, social organizations and relevant social organizations to establish and improve the social cooperative education mechanism of family schools, give full play to the role of family education experimental areas and innovative practice bases, and carry out family education guidance services for the society and the families of employees of this unit.
Thirty-eighth primary and secondary schools and kindergartens should make full use of parents' committees, parents' meetings, home visits, parents' open days, parents' reception days and other channels to close the daily communication between home and school.
Article 39 Primary and secondary schools and kindergartens should guide parents to actively strengthen contact with schools, jointly solve the problems of minors' use of electronic products, network management and mental health, support minors to participate in social practice, and realize the deep integration of schools, families and society in educational pursuit, educational resources and educational strategies.
Fortieth primary and secondary schools should incorporate mental health education into the school-based curriculum and equip full-time mental health education teachers.
Primary and secondary schools should incorporate mental health education as a compulsory content into the pre-job training, professional training and daily training of class teachers and teachers of various disciplines.
Forty-first primary and secondary schools and kindergartens shall assist relevant departments and units to establish information files of minors in distress, carry out care and rescue work, and provide family education guidance to their parents or other guardians.
Forty-second primary and secondary school and kindergarten teachers should study the contents and methods of home-school cooperation and family education, coordinate with families, and promote the healthy development of minors' body and mind.
Forty-third Gacha villagers' committees and residents' committees can rely on public service facilities in urban and rural communities, such as the new era civilized practice station, women's and children's activities places and cultural activities places. And set up parent schools or family education guidance service sites in various ways, regularly organize public welfare family education guidance service activities, and publicize and popularize family education knowledge.
Forty-fourth urban and rural communities should actively carry out various public welfare extracurricular practice activities to promote the physical health, mental health and mental health of minors.
Urban and rural communities should actively strive for the support and cooperation of relevant departments, co-ordinate various resources, and carry out family education and guidance services.
Forty-fifth encourage urban and rural communities to explore the establishment of family, school and social communication platform, link the educational resources of schools and society, and provide quality guidance services for parents.
Forty-sixth encourage the promotion of family education service models suitable for minors in remote areas of rural pastoral areas and minors in distress.
Encourage family education service institutions, voluntary service organizations and family education volunteers to provide family education services for minors in remote areas of rural pastoral areas and minors in distress.
Article 47 Encourage qualified primary and secondary schools, kindergartens, urban and rural communities, and employers to actively undertake the custody service for students' holidays and the custody service for minors who are left unattended due to parents' participation in handling emergencies, and cooperate with parents or other guardians to do a good job in family education.
The off-campus trusteeship institution shall strengthen communication with the parents or other guardians of minors, assist the parents or other guardians of minors to take care of their lives and pay attention to their physical and mental health.
Forty-eighth support and guide social forces to provide inclusive infant care services relying on urban and rural communities.
Encourage and support employers to provide welfare infant care services for employees in the workplace in the form of holding alone or jointly with relevant units, and open them to nearby residents conditionally.
Encourage and support qualified kindergartens to set up infant care classes for two to three years old.
Chapter V Legal Liability
Forty-ninth acts in violation of the provisions of this Ordinance, the "People's Republic of China (PRC) Family Education Promotion Law" and other relevant national laws and regulations have made specific penalties, from its provisions.
Article 50 Parents or other guardians of minors fail to perform or improperly perform their family education responsibilities, or commit acts that infringe on the physical and mental health of minors, such as violating personal dignity, committing domestic violence, and restricting personal freedom. Minors and related individuals or organizations have the right to seek help, report and accuse from schools, the units where their parents or other guardians work, Gacha villagers' committees, residents' committees, sub-district offices, Sumu Township People's governments, public security organs, civil affairs, education, women's federations and other departments.
Article 51 If a public security organ, a people's procuratorate or a people's court finds that a minor has serious bad behavior or criminal behavior, or that his parents or other guardians have improperly carried out family education, thus infringing upon the legitimate rights and interests of the minor, they may admonish his parents or other guardians according to the circumstances and order them to receive family education guidance.
Mass organizations such as the Women's Federation and the Committee for the Care of the Next Generation shall urge the parents or other guardians of minors who have been admonished or received family education guidance in the preceding paragraph to perform their family education duties according to law and make good follow-up.
Fifty-second in violation of the provisions of this Ordinance, primary and secondary schools, kindergartens do not perform or improperly perform the duties of family education guidance services, the education administrative department shall order it to make corrections within a time limit; If the circumstances are serious, the directly responsible person in charge and other directly responsible personnel shall be punished according to law.
Chapter VI Supplementary Provisions
Article 53 These Regulations shall come into force as of March 6, 2023.
