In order to realize the rapid development of green building industry, Henan Province has increased its investment in green buildings, focusing on supporting the construction of green buildings and green eco-cities, the green transformation of existing buildings, the scientific and technological innovation of green building materials and equipment, the energy-saving transformation of heating system and household metering, the resource utilization of construction waste, the application of renewable energy buildings, and the construction of construction industrialization and basic capacity.
Establish and improve the promotion system of combining mandatory signs and voluntary signs for green building evaluation. For green building projects with two or more stars, affordable housing projects with one-star green buildings reaching a certain scale, and green ecological urban areas with certain conditions, you can apply for central financial incentives or fixed subsidies in accordance with relevant state regulations.
Encourage real estate development enterprises to use green building materials, and special funds for new wall materials at all levels should be mainly used to support the construction of green building demonstration projects. For buildings that use new wall materials and get the evaluation of one-star, two-star and three-star green buildings, the relevant policies and regulations of eucalyptus stipulate that the special funds for new wall materials that have been collected should be returned in time and at the same time return a certain volume ratio. For the projects that have won the star-rated green building evaluation, priority can be given to recommending their declaration, appraisal and reward projects.
Taking Zhengzhou City, Henan Province as an example, since June 5438+February last year, all new civil buildings within the urban planning area of Zhengzhou City have been fully implemented with green building standards, requiring construction units to set up identification signs in prominent parts of the construction site to clarify basic information such as building energy-saving information and project quality warranty period.
New projects that meet the green building standards will be given corresponding subsidies and rewards for green building projects with two-star logo from the beginning on the basis of enjoying the corresponding financial subsidies from the state, province and city. The subsidy standard for two-star projects is 7.5 yuan and three-star projects per square meter 12.5 yuan.
Henan Province actively encourages cities and counties to introduce land and financial incentive policies related to the development of green buildings, improve the quality of financial services, give appropriate preferential interest rates for housing loans to consumers who buy green houses, thus improving the market acceptance of green buildings, and implement preferential tax policies for new wall materials and building materials with qualified waste utilization rate.
