Each province has regulations on the management of homestead, with relevant provisions. Refer to Article 14 of the Measures for the Administration of Rural Homestead Land in Henan Province: If urban non-agricultural registered permanent residence residents need to use collectively-owned land for housing construction, they should apply to the village agricultural collective economic organization or villagers' committee or township (town) farmers' collective economic organization where the land is located with the consent of their units or residents' committees. Where the land used belongs to the village farmers' collective ownership, it shall be discussed and approved by the villagers' representative meeting or the villagers' meeting, and shall be reported to the people's government at the county level for approval after being examined and approved by the township (town) people's government; Where the land used belongs to the collective ownership of the peasants in the township (town), it shall be discussed and approved by the collective economic organizations of the peasants in the township (town), and shall be reported to the people's government at the county level for approval after being audited by the people's government of the township (town). It is strictly forbidden for urban non-agricultural registered permanent residence residents to purchase land for building houses from villagers' committees or villagers' groups privately.
