The term "forest fire prevention zone" as mentioned in these Regulations refers to the area within 50 meters of woodland and its edge. Article 3 Forest fire prevention and joint defense shall follow the principles of self-defense, joint defense and joint control, combination of prevention and elimination, and neighborhood assistance. Article 4 The forest fire prevention joint defense shall implement the director Lin system, and the principal responsible person of the people's governments at all levels shall be the director Lin of their respective administrative areas, who shall bear the main leadership responsibility for the forest fire prevention joint defense work, and the person in charge shall bear the direct leadership responsibility.
The Municipal People's Government is responsible for the guidance and coordination of the city's forest fire prevention joint defense, and the district (county-level city) people's government is responsible for the forest fire prevention joint defense work within their respective administrative areas.
Town People's Government and sub-district offices are responsible for the specific implementation of forest fire prevention and joint defense work within their respective administrative areas, and set up professional or semi-professional forest fire fighting teams in combination with local conditions.
Binhai New Area Management Committee and High-tech Industrial Development Zone Management Committee are jointly responsible for forest fire prevention in this economic functional zone.
City, district (county-level city) people's government should include forest fire prevention funds in the fiscal budget at the corresponding level. Fifth city, district (county-level city) forestry authorities are responsible for organizing the implementation of forest fire prevention.
City, district (county-level city) emergency management department is responsible for the daily work of forest fire prevention headquarters in forest fire prevention joint defense. Fire rescue agencies at all levels cooperate with local forest fire brigade to carry out forest fire fighting and rescue work.
Other relevant departments of the municipal, district (county-level city) people's governments shall, according to their respective responsibilities, do a good job in forest fire prevention and control. Article 6 Villagers' committees and residents' committees with forest fire prevention tasks shall promote the incorporation of forest fire prevention joint defense into village rules and regulations, publish the contact person and telephone number of forest fire prevention joint defense, and assist the government and relevant departments to do a good job in forest fire prevention joint defense.
The contact person of forest fire prevention joint defense is the director of villagers' committee and residents' committee, who is responsible for receiving and submitting fire information, managing fire fighting equipment, and organizing villagers and residents to participate in fire prevention knowledge training and forest fire prevention drills. Article 7 Business units and individuals of forests, trees and woodlands shall be equipped with necessary fire prevention and extinguishing facilities and equipment. In case of fire, they shall report to the local town people's government, neighborhood offices, villagers' committees and residents' committees in time, and take fire prevention and extinguishing measures as soon as possible to control the fire. Article 8 People's governments at all levels and relevant departments shall regularly carry out publicity activities on forest fire prevention and joint defense, popularize relevant laws and regulations, and raise the awareness of national fire prevention and joint defense. Article 9 The forest fire prevention zones in this Municipality shall be subject to grid management, and forest directors at all levels shall delimit grid blocks, clarify the responsible persons, and establish a fire prevention joint defense duty notification system in adjacent grid blocks to share information. Article 10 People's governments at all levels shall establish a forest fire prevention early warning and communication system, make full use of modern scientific and technological means, and establish and improve mechanisms such as fire early warning, fire monitoring, communication notification and fire prevention and extinguishing linkage. Forestry, emergency management departments, town people's governments and sub-district offices shall timely collect and update relevant information and data. Article 11 The municipal, district (county-level city) people's governments shall establish a joint inspection system, and regularly organize forestry, emergency management and other departments to inspect the joint forest fire prevention work in various places. Article 12 The municipal, district (county-level city) people's governments shall strengthen the patrol work of forest fire prevention, build and manage the team of forest rangers in accordance with the relevant provisions of laws and regulations, clarify their responsibilities of patrolling forests, managing wild fires and reporting fires in a timely manner, and ensure the equipment and funds of forest rangers according to economic and social development.
The Town People's Government and the subdistrict office shall, under the guidance of the superior government and forestry, emergency management and other departments, organize villagers' committees and residents' committees with forest fire prevention tasks to carry out joint inspection of forest fire prevention. Thirteenth after the forest fire, the town (street) where the forest fire is located shall immediately start the forest fire emergency treatment measures, organize the establishment of on-site headquarters, and Chang Lin shall conduct the following work:
(a) timely report the specific location, scale and adjacent towns (streets) of forest fires to the forest director at the next higher level, and submit them to the early warning communication system;
(2) Organizing the evacuation of people in areas where forest fires occur;
(3) Organizing professional or semi-professional forest fire fighting teams to put out fires;
(four) timely notify the neighboring town (street) Chang Lin;
(five) to mobilize relevant villagers and residents to participate in the evacuation and rescue work;
(six) to organize the delineation of fire prevention areas and fire prevention periods and announce them to the public;
(seven) to strengthen social security and public safety in forest fire prevention areas, and maintain social stability. Fourteenth adjacent towns (streets) of the competent forestry authorities received the town (street) or the competent forestry authorities at the next higher level of forest fire notice, it shall immediately organize the following work:
(a) to assess the possible impact of forest fires on the administrative region;
(two) to study the evacuation and fire prevention and control programs in the relevant areas;
(three) to support the towns (streets) where forest fires occur;
(four) delimit the fire prevention and control areas and time periods, and publish them.
