Instructions for use of grid-connected dispatching protocol (model text)

1. Grid-connected Dispatching Agreement (model text) (hereinafter referred to as the model text) is an agreement on the dispatching operation behavior of power plants when they are integrated into the power grid, and it is applicable to signing grid-connected dispatching agreements between power plants and the power grid.

Two, the "model text" is mainly aimed at the safety technical problems of power plants incorporated into the power grid dispatching operation, and sets the basic obligations that both parties should undertake, the technical conditions that must be met and the code of conduct.

Three, the contents of the space in the model text should be agreed by both parties or filled in according to the facts. The numbers, percentages and periods listed in the demonstration text are all reference values. Both parties to the agreement can make appropriate adjustments to the reference value [1], supplement, refine or improve relevant chapters or clauses, and add or reduce definitions and annexes on the basis of fairness, rationality and consensus according to specific conditions and the needs of safe operation of power system. Where there are provisions in laws, regulations or relevant state departments, such provisions shall prevail.

Four, the "model text" according to the power dispatching institutions and power grid enterprises as the same entity. In case of different systems, both parties can make necessary adjustments and amendments to the corresponding chapters or clauses of this agreement according to the actual situation.

Verb (abbreviation of verb) The main purpose of signing a grid-connected dispatching agreement is to ensure the safe, high-quality and economic operation of the power system, safeguard the legitimate rights and interests of power grid operators and power generation enterprises, and ensure the performance of power trading contracts. Both parties to the agreement should pay attention to the consistency of the grid-connected dispatching agreement signed with the relevant agreements in the power purchase and sale contract.

Six, the implementation of "bidding", the two sides should make necessary adjustments and amendments to this agreement according to the relevant rules and regulations of the electricity regulatory agency. "Bidding for Internet access" and electricity marketization reform will reach a certain stage, and the State Electricity Regulatory Commission and the State Administration for Industry and Commerce will formulate a new "model text".

Whereas:

(1) Party A operates and manages the power grid suitable for power plant operation, and agrees that Party B's power plant will be merged into the power grid according to the agreement.

(from: WwW. The electricity is on. com)

(2) Party B owns/builds and/or manages the total installed capacity.

As a megawatt (MW) power plant (hereinafter referred to as the power plant), it is agreed to bring the power plant into Party A's power grid operation according to the agreement.

In order to ensure the safe, high-quality and economic operation of the power system, standardize the dispatching and grid-connected operation behavior, and safeguard the legitimate rights and interests of both parties to the agreement, this agreement is signed in accordance with the relevant national laws and regulations such as the People's Republic of China (PRC) Electric Power Law, the People's Republic of China (PRC) Contract Law, the Regulations on the Administration of Power Grid Dispatching, and in line with the principles of equality, voluntariness, honesty and credibility.

Chapter 65438 +0? Definition and explanation

1. 1 Unless the context requires otherwise, the terms used in this agreement are defined as follows:

1. 1. 1 power dispatching organization: refers to? The electric power dispatching communication center/bureau/institute is an organization that organizes, directs, guides and coordinates the operation of the electric power system according to law, and is subordinate to Party A. ..

1. 1.2 power plant: refers to the power plant located in? What is the total installed capacity of the buildings owned/constructed and/or managed by Party B? MW (* * * units, namely MW units, MW units, MW units, see Annex II for technical parameters) [5] Power generation facilities and all auxiliary facilities extending to the property right demarcation point.

1. 1.3 parallel connection point: refers to the connection point between the power plant and the power grid (see Annex I).

1. 1.4 First grid-connected day: refers to the first day when the power plant (unit) is connected to the grid in the same period.

1. 1.5 grid-connected application: refers to the written application documents submitted by Party B to Party A for integrating its power plant (unit) into the power grid.

1. 1.6 grid connection mode: refers to the connection mode of the primary system between the power plant (unit) and the power grid.

1. 1.7 AGC: refers to automatic generation control.

1. 1.8 AVC: refers to automatic voltage control.
