Measures for the Administration of Consulting Engineers (Investment)

Chapter I General Provisions Article 1 In order to strengthen the self-discipline management of consulting engineers (investment), clarify legal responsibilities, standardize practice, ensure service quality and promote the healthy development of engineering consulting industry, according to the Decision of the State Council on Investment System Reform (Guo Fa [2004] No.20) and the Decision of the State Council on the Sixth Batch of Cancellation and Adjustment of Administrative Examination and Approval Items (Guo Fa [20 12). Refers to the personnel who have obtained the Professional Level Certificate of People's Republic of China (PRC) Consulting Engineer (Investment) according to law (hereinafter referred to as the level certificate), registered in China Engineering Consulting Association (hereinafter referred to as the China Consulting Association) and obtained the People's Republic of China (PRC) Consulting Engineer (Investment) registration certificate (hereinafter referred to as the registration certificate). Article 3 Consulting engineers (investment) are the core technical force in the engineering consulting industry, and the quality of engineering consulting services they provide is related to the scientific level of investment decision-making, the quality and benefit of investment construction and the sustainable development of economy and society. Article 4 Consulting engineers (investors) shall abide by relevant national laws, regulations and rules, abide by trade conventions and professional ethics, enhance their sense of service and social responsibility, adhere to the principles of independence, impartiality, objectivity and science, and earnestly perform engineering consulting service contracts. Article 5 The National Development and Reform Commission (hereinafter referred to as the National Development and Reform Commission) is responsible for guiding the development of the national engineering consulting industry. The development and reform commissions of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning and Xinjiang Production and Construction Corps are responsible for guiding the development of engineering consulting industry within their respective administrative areas.

China Consulting Committee is a self-discipline organization in the engineering consulting industry, and is responsible for the management of consulting engineers (investment) throughout the country. The engineering consulting associations of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning and Xinjiang Production and Construction Corps shall be responsible for the management of consulting engineers (investments) within their respective administrative areas according to the requirements of the Advisory Committee, and accept the supervision and inspection of the Advisory Committee. Article 6 Consulting engineer (investment) management includes registration service, practice inspection, continuing education and other management matters. Article 7 Consulting engineers (investors) should consciously participate in continuing education, learn and master new theories, technologies, methods and policies related to engineering consulting, and constantly improve their professional quality and professional level. Measures for the continuing education of consulting engineers (investment) shall be formulated separately by the China Advisory Committee. Chapter II Registration Services Article 8 A person who has obtained a grade certificate and applied for registration shall choose one and only one engineering consulting unit as his practice unit. If the practicing unit does not have the qualification of engineering consulting, and meets the registration conditions, it shall obtain the pre-registration qualification and be valid for one year. Article 9 Registration services are divided into four categories: initial registration, change registration, renewal registration and cancellation registration. Article 10 Registration services shall be handled in a centralized manner every year, and the handling time and relevant specific requirements shall be announced to the public by the China Advisory Committee two months in advance. Eleventh provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan and Xinjiang Production and Construction Corps Engineering Consulting Association are the preliminary examination institutions for consulting engineer (investment) registration services, and are responsible for the acceptance and preliminary examination of consulting engineer (investment) registration applications within their respective administrative areas. Article 12 An applicant for registration shall submit application materials to the preliminary examination institution within the specified time. If the application materials are incomplete or do not conform to the prescribed form, the preliminary examination institution shall promptly inform the applicant of all the contents that need to be corrected. Thirteenth after accepting the application, the preliminary examination institution shall put forward the preliminary examination opinions and submit them to the China Advisory Committee within the specified time. China Advisory Committee will organize experts to review the application materials, register qualified personnel and issue registration certificates and special practice seals. Section 1 Initial Registration Article 14 An applicant shall apply for initial registration according to his major, work experience and engineering consulting performance. Applicants can apply for up to two majors.

(1) highways; (2) Railways; (3) Urban rail transit; (4) Civil aviation; (5) nuclear energy; (6) Nuclear industry; (7) water and electricity; (8) thermal power; (9) Coal; (10) New energy sources; (xi) Oil and natural gas; (12) petrochemical industry; (13) Chemical medicine; (14) Building materials; (15) machinery; (16) electronics; (seventeen) communication information; (eighteen) radio, film and television; (nineteen) light industry; (20) Textile and chemical fibers; (2 1) steel; (22) Non-ferrous metallurgy; (23) agriculture; (24) forestry; (twenty-five) water conservancy projects; (twenty-six) port river and sea engineering; (twenty-seven) engineering investigation (hydrogeology, engineering investigation and geotechnical engineering); (twenty-eight) ecological construction and environmental engineering; (twenty-nine) municipal public works (according to the municipal transportation, water supply and drainage, gas heating, landscape architecture, environmental sanitation and other specific professional applications); (30) architecture; (31) Urban planning; (32) Engineering technology and economy; (thirty-three) other (according to the application of tourism engineering, commodity grain, postal engineering, meteorological engineering, mineral development, land consolidation, poverty alleviation engineering, immigration engineering, marine engineering and other specific majors).
