Provisions on statistics management of radio and television industry

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Statistics Law of the People's Republic of China, the Regulations for the Implementation of the Statistics Law of the People's Republic of China and the relevant provisions of the state in order to strengthen the management of statistics in the radio and television industry, give full play to the information consultation and supervision role of radio and television statistics, and improve the service level of radio and television statistics. Article 2 These Provisions shall apply to the statistical activities of the radio and television industry in which the competent departments of radio and television investigate, collect, sort out, study and provide statistical data (including big data statistics) of radio and television and network audio-visual program services according to law. Article 3 The radio and television industry units mentioned in these Provisions refer to various legal entities engaged in business activities related to radio and television and network audio-visual program services. Article 4 The statistical work of the radio and television industry should adhere to and strengthen the overall leadership of the Party, strengthen the "four consciousnesses", strengthen the "four self-confidences", achieve the "two maintenance", and give full play to the important and basic role of statistical work in the high-quality innovation and development of radio and television.

The statistical work of the radio and television industry should be counted according to law, and a statistical index system, statistical standards and statistical investigation system suitable for the development of the industry should be established and improved to ensure the truthfulness, accuracy, completeness and timeliness of statistical data. Article 5 The competent department of radio and television in the State Council is in charge of the statistical supervision and management of the national radio and television industry, and accepts the professional guidance of the competent department of statistics in the State Council.

The competent radio and television departments of the local people's governments at or above the county level shall be responsible for the statistical supervision and management of the radio and television industry within their respective administrative areas, and at the same time accept the professional guidance of the statistical agencies of the people's governments at the same level. Article 6 All units in the radio and television industry are responsible for the comprehensive statistical work of their own units.

The annual budget of each unit in the radio and television industry shall include the necessary statistical work funds. Article 7 All units in the radio and television industry should speed up the popularization and application of modern information technology, establish and improve statistical information systems, expand data collection methods and service channels, promote the disclosure of statistical information and the enjoyment and utilization of data, and improve the statistical efficiency and service quality of radio and television. Chapter II Statistical Institutions and Statisticians Article 8 The statistical work in the radio and television industry shall be under unified leadership and be responsible at different levels. Article 9 The competent department of radio and television in the State Council shall set up a comprehensive statistical agency to perform the following duties:

(a) in accordance with the relevant provisions of the state, formulate management measures, statistical standards, statistical investigation systems, investigation tasks and investigation plans for the radio and television industry, and supervise the implementation of statistical laws, administrative regulations, rules, statistical standards and statistical investigation systems;

(two) to collect and sort out the statistical data of the national radio and television industry, organize and promote the national radio and television statistical investigation task, and make statistical analysis, prediction and supervision on the development of the radio and television industry;

(three) to organize the establishment and management of the national radio and television statistical information system (including big data statistical information system), and to establish and improve the national radio and television statistical information database;

(four) to review, manage, publish, publish and provide statistical data of radio and television undertakings, and regularly publish statistical bulletins on the development of radio and television undertakings nationwide;

(five) to organize the training of statisticians in radio and television units affiliated to the central and state organs and provincial departments. Tenth local people's governments at or above the county level shall perform the following duties:

(a) to organize, coordinate, guide and supervise the local radio and television statistics, and supervise the local radio and television units to implement statistical laws, regulations and rules.

(two) to collect and sort out the statistical data of local radio and television, and complete the investigation tasks and local statistical investigation tasks determined by the national radio and television statistical investigation system. Submit local statistical reports, statistical analysis reports and other statistical data to the competent radio and television department at a higher level according to regulations, and make statistical analysis, prediction and supervision on the development of radio and television in this region.

(three) to manage the local radio and television statistical information system, complete the collection, processing, transmission and storage of statistical data, and cooperate with the higher authorities to establish and manage the regional radio and television statistical information database.

(four) to review, manage, publish, publish and provide the statistical data of radio and television in the whole region.

(5) Organizing the training of statisticians in local radio and television units. Eleventh radio and television industry units shall perform the following duties:

(a) to organize and coordinate the statistical work of the unit and its affiliated institutions, complete the statistical tasks of radio and television, and submit the statistical statements, statistical analysis reports and other statistical data of the unit on time;

(two) statistical analysis of the business and management of the unit, and statistical consultation and supervision;

(three) to strengthen the basic work of statistics, establish and improve the original records and statistical ledgers, strict statistical responsibility system, and strengthen the training of statisticians;

(four) management of statistical questionnaires, statistical data and databases. Twelfth radio and television departments should co-ordinate various administrative functions and processes, strengthen internal linkage and coordination, and promote radio and television statistics. Thirteenth radio and television departments should rely on the big data statistical information system to co-ordinate the statistical work of ratings (click rate) and supervise the data collection and release.

No institution or individual may interfere with or destroy the statistical work of ratings (click-through rate) carried out by the competent radio and television departments according to law, and may not create false ratings (click-through rate).
