2. The newly introduced full-time talents in municipal institutions include: ① high-level talents with doctoral degrees, who have been employed in Hunan for the first time, have gone through the employment procedures of institutions, and paid social insurance in Hunan according to regulations; Hubei university of arts and science's newly introduced full-time doctoral students should follow suit and submit their applications in Xiangyang talent comprehensive service platform according to procedures.
