(Jiangsu Geological Archives)
Combining with the experience of the construction of geological archives in Taizhou City, Jiangsu Province, this paper expounds the relevant experience of the construction of geological archives in Taizhou City from the aspects of necessity, policy, technical support and service orientation, and puts forward the next development direction, so as to provide a demonstration for the extension of geological data management from departments and provinces to cities and counties, and further develop and improve the ability and level of geological data information service for regional social and economic development.
Keywords extended management mode of geological data
Taizhou Geological Archives, the first municipal geological archives in China, was officially completed and put into operation on May 14, which took the lead in extending the geological data management function to the municipal level. This is a substantial breakthrough in the geological data management system, which adds a new platform for local governments to provide public services and is of great significance to deepening the reform of the geological data management system and mechanism. Its construction and management model can be used for reference by all provinces (regions) in China.
1 the necessity of the construction of municipal geological data collection institutions
Geological data is the concentrated expression of the achievements of geological work and the main carrier of geological work serving the society, serving all aspects of economy and society. For a long time, the country has invested a lot of manpower and property in geological work, forming a variety of rich geological data, which is a valuable asset of the country. In order to make geological data better serve social and economic construction and effectively avoid duplication of labor and waste of funds, the state and local governments have successively issued a series of rules and regulations to promote and strengthen the management of geological data.
1. 1 building a municipal geological data collection institution is the need to better fulfill the relevant laws and regulations on geological data.
Geological data management is an important function entrusted by the state to the Ministry of Land and Resources. Since the State Council issued the Regulations on Geological Data Management (the State Council Order No.349) in 2002, the Ministry of Land and Resources and the Jiangsu Provincial Government have successively issued the Measures for the Implementation of the Regulations on Geological Data Management and the Measures for the Management of Geological Data in Jiangsu Province, both of which have clear regulations on geological data management. 20 10 "notice of the Ministry of land and resources on strengthening the management of geological data collection" (Guo tu zi fa [2065438+00] No.32) once again clearly pointed out that "extending the geological data management function to prefecture-level cities and county-level cities is an inevitable requirement for geological work to serve economic and social development. The administrative departments of land and resources of all provinces should actively and steadily do a good job in the establishment of geological data exchange institutions in cities and counties according to laws and regulations. "
The Taizhou Municipal People's Government and the Municipal Bureau of Land and Resources are planning to build the municipal geological data exchange institution, which is a substantive measure to conscientiously implement the spirit of the document No.32 of the Ministry of Land and Resources, and can effectively promote the complete exchange, standardized storage, full development and social utilization of all geological data in this area, better serve the social and economic development of this area, and actively serve the mining administration, enterprises and institutions at close range.
1.2 building a municipal geological data collection agency is the need to improve the geological data management system.
In recent years, with the development of urban and rural infrastructure construction, the society has paid more and more attention to geological exploration and ecological environment, but the information management serving geology, minerals and ecological environment has the phenomenon of lack of functions that the Ministry pays more attention to and the cities and counties ignore. A large number of geological data are scattered in land, housing management, transportation, water conservancy, earthquake and other related departments. Moreover, each system manages itself and does not enjoy each other, which can not give full play to the reusable value of geological data, resulting in the waste of important social resources. In order to give full play to the great potential of geological data information held by all walks of life and solve the phenomenon that geological data can not serve the society and the channels are not smooth, it is necessary to establish a special institution to earnestly perform its duties for a long time and implement the management functions of cities and counties on geological data according to law.
1.3 it is the need of regional social and economic development and construction to build a municipal geological data collection agency.
Local economic construction is inseparable from basic geological data. In the past, infrastructure investment projects in cities and counties needed to know and consult local geological environment data in the early stage, and often required the construction unit to visit and collect geological data in the province and relevant departments many times, which brought many difficulties and inconveniences to the work. It is an inevitable move to improve the social influence and service power of the land department to establish a municipal geological data exchange institution, create a public service platform for the society to access geological data in a centralized way and realize resource sharing.
2 Taizhou geological archives construction experience
2. 1 Policy Support for the Construction of Taizhou Geological Archives
2. 1. 1 Management according to law and system guarantee
The construction of Taizhou Geological Archives has been highly valued by Taizhou Municipal People's Government. On February 20 13, the municipal government issued the Interim Measures for Centralized Management of Geological Data in Taizhou (hereinafter referred to as the Interim Measures). The "Interim Measures" made detailed provisions on the details of data collection, the supervision and management of data collection and the rights and obligations of all parties, and made it clear that if the administrative department of the government fails to collect or collect geological data on time, it will be supervised by the municipal supervision department according to law. The promulgation of local laws and regulations has clarified the responsibilities of municipal geological data collection institutions, provided policy basis and guarantee for the performance of geological data management, and added new elements of local management on the basis of relevant management documents of the Ministry and the province, which is more targeted and operational.
Taizhou Municipal Bureau of Land and Resources also issued the Notice on Doing a Good Job in the Collection and Management of Engineering Survey Data for Construction Land (Taituzi [2013] No.82), requiring all cities (districts) to incorporate the management of geological data into the relevant work procedures of land management, inform them before the issuance of construction land, check the territorial property right certificate, strengthen the obligation of geological data collection and delivery units according to law, and fundamentally make the collection and delivery channels of geological data smooth.
2. 1.2 Protection of personnel and funds
Taizhou Municipal Bureau of Land and Resources is the administrative department in charge of the collection, storage, utilization, supervision and management of geological data in this city. Relying on this subject, Taizhou Geological Archives has realized the staffing and working funds during the construction and operation of collection institutions. Taizhou Municipal Government has made it clear in the Interim Measures that the working funds and social exchange incentive funds of the Municipal Geological Archives can be paid from the mineral resources compensation fees returned by the state to our city.
2.2 Technical support for the construction of Taizhou Geological Archives
The technical guidance and professional training of provincial geological archives are the support and guarantee for the successful construction of municipal collection institutions. Taizhou Geological Archives received all-round technical guidance from Jiangsu Geological Archives at the beginning of its construction, and the provincial library made a detailed design plan from the aspects of architecture, data resources, software and hardware equipment, and the construction of * * * service platform.
2.2. 1 building construction
After many times of communication and understanding with Taizhou Land and Resources Bureau and on-site investigation and research, the Provincial Museum first made it clear that Taizhou Geological Archives should be built according to Grade B standards. According to this standard, the area and equipment of the warehouse, the layout of the reading room, the hardware and software equipment, the network layout and the division of the office building are described in detail. During the construction of Taizhou Pavilion, the Provincial Pavilion also sent people to the site for guidance many times. After completion, the exhibition hall covers an area of about 250m2, and the total length of dense shelves is 495m, basically reaching the first-class standard.
2.2.2 Resource construction
After the completion of Taizhou Geological Archives, the provincial library copied 192 files of relevant materials in Taizhou area with the permission of relevant laws and policies, and provided them to Taizhou Museum in the form of paper and electronic files respectively, so as to enrich its collection resources.
2.2.3 Construction of management system and * * * service platform
After the completion of Taizhou Geological Archives, the Provincial Museum sent technicians to help install and debug the geological data management system and service platform, and gave on-site guidance and training to the staff.
personnel training
During the construction of Taizhou Geological Archives, the provincial library conducted systematic training for its staff. The training content includes data receiving, sorting, warehousing, borrowing and the operation of management system and * * * sharing platform.
2.3 Taizhou Geological Archives Service Orientation
2.3. 1 Expand the sources of geological data.
It is clearly stipulated in Detailed Survey and Collection of Achievements Geological Data in Taizhou City that in addition to the collection catalogue stipulated in the Regulations on the Administration of Geological Data, geological data closely related to local economic construction, such as construction project (geotechnical) survey report, groundwater resources investigation and evaluation report, geological disaster evaluation report, groundwater resources demonstration report and engineering construction site seismic safety evaluation report, have been added. The positioning of municipal collection agencies should be based on the collection and storage of a large number of geotechnical investigation data formed by small geological survey projects and social decentralized investment, which is an indispensable scientific basis for regional engineering geological research and urban underground space development, and also the need for urban construction to ensure geological safety.
2.3.2 Promote social sharing of geological data.
Geological data is an important basic information resource for the formation of construction projects, which has the value of reuse. It is necessary to collect and sort out the social idle data and provide it to the society for reuse, so as to reduce the repeated investment of the society and reduce the economic cost of social development.
Taizhou Geological Archives, as the main body of centralized and unified management of geological data in this region, conducts centralized management of social dispersed geological data according to laws and regulations, establishes a unified geological data and related business data sharing mechanism, signs a * * * sharing agreement, clarifies the rights and obligations of all parties, and creates a public service platform for social centralized access to geological data to protect the red line for social basic projects, people's livelihood projects, disaster prevention and mitigation, and "development protection".
2.4 Serving regional economic development
In the past, when large-scale infrastructure investment projects in the city needed to know the local geological environment information in the early stage, they first looked for the land and resources department. Because there is no municipal professional service platform, the project unit went to the province and relevant units to consult and collect information, which brought great difficulties to the work. At the same time, departments related to geological data, such as land, housing management, transportation, water conservancy and earthquake, have their own systems in data management, which cannot be enjoyed and reused by the society. This is a waste of important social resources. Taizhou Geological Archives has solved the phenomenon that geological data can't serve the society well and the channels are not smooth, and given full play to the great potential of all social parties to hold geological data information, providing a public service platform for the public to access geological data centrally, which has played a very good role in promoting regional social and economic development.
3. Suggestions on the next work of Taizhou Geological Archives
3. 1 Accelerate the informationization of library materials and networking of services.
By the end of 20 13, Taizhou Geological Archives had kept 7008 documents. According to the requirements of relevant documents, Taizhou Museum should input all the catalogue information of the collection materials into the inquiry and lending system as soon as possible, and make it public, and open the full text of public welfare materials online in synchronization with digital work, so as to provide users with full-text browsing and downloading.
3.2 Realize data sharing with counties (districts).
We will promote the construction of electronic reading rooms for geological data in the land departments of counties and cities (districts), realize the interconnection and sharing of resources as soon as possible, and extend the geological data information to counties and cities (districts), making it more convenient for governments at all levels, enterprises and institutions and the public to directly query and use them locally.
3.3 Cooperate with the Provincial Museum to develop special service products for geological data and information.
With the promulgation of "Work Plan for Promoting the Cluster Industrialization of Geological Data Information Service" (Guo Tu Zi Fa [2010]13) issued by the Ministry of Land and Resources, the management of geological data has changed from the basic receiving and storage to the effective integration and utilization of geological data information, and the collected data resources have been used to develop special targeted service products to serve the intensive development and utilization of mineral resources and urban construction planning. Municipal collection institutions should give full play to the advantages of rich basic engineering geological survey data, make use of the technical strength of provincial libraries, jointly develop public special service products, and improve the utilization rate and service level of collection data.
4 Conclusion and thinking
From the service orientation and future development direction of Taizhou Geological Archives, it can be seen that the establishment of municipal geological data collection institutions is conducive to improving the social influence of land and resources work, improving the public service capacity of land and resources, avoiding repeated investment in social geological work, reducing investment waste, further carrying out in-depth geological work research and developing new geological data products.
The completion and operation of Taizhou Geological Archive has broken through the management system of China's geological data departments and provinces, marked a substantial step in the extension of China's geological data management to cities and counties, and played an important role in improving the geological data management system and enriching the geological data service field.
