Article 1 These Measures are formulated in accordance with the relevant provisions of the Provisional Customs Law of People's Republic of China (PRC).
Article 2 The postal articles mentioned in these Measures refer to parcels, small parcels, samples and printed matter.
Article 3 Import and export postal articles must be inspected by the customs and taxed or exempted according to regulations before being delivered by the post office.
Article 4 Import and export goods shall be declared to the Customs by the consignee or consignor's agent at the post office with customs, and the import and export formalities shall be handled in accordance with the customs regulations.
