According to the "Measures for the Implementation of Professional Title Evaluation Management Services in Shandong Province" (Lu Ren She Gui [202 1] 1No.) and the spirit of the Announcement of the Provincial Department of Human Resources and Social Security on Doing a Good Job in Professional Title Evaluation in 2022, combined with the actual situation of our city, we hereby put forward the following opinions on doing a good job in professional title evaluation in 2022:
First, the time and scope of the application for review.
(1) Time for reporting and review
In 2022, the high and intermediate evaluation committee established in our city should make an evaluation plan in advance, and complete the declaration, evaluation, announcement and certification before the end of 65438+February. In case of special circumstances, if it is really necessary to postpone the application or fail to organize the evaluation before the end of 0+ 165438, it shall submit a written application to the Municipal Human Resources and Social Security Bureau. If there is no review committee in our city (including entrusted review), it shall be conducted according to the time schedule of the corresponding review committee office. Our city implements the title series of "taking the exam instead of evaluating" and "combining evaluation". In principle, the exam should be completed before the end of September.
(2) Scope of application
1. Professionals and freelancers who are engaged in professional and technical work in various enterprises, institutions (except those managed by referring to the Civil Service Law), social organizations, individual economic organizations and other employers in our city, who have determined the labor (employment) relationship with the employer and are engaged in professional and technical work, can declare and review the corresponding titles according to the prescribed standard conditions.
2. Professional and technical personnel from Hong Kong, Macao and Taiwan who are employed in our city, as well as foreigners who hold the Permanent Residence Permit for Foreigners or the Residence Permit for Overseas High-level Talents, must meet the standard conditions of the corresponding professional title series (majors) before they can participate in the professional title evaluation in our city, and are not limited by the original professional title qualification.
3. The central and provincial economic units and other cities entrust our city to evaluate professional titles, and the competent department shall issue a power of attorney. Relevant procedures shall be implemented in accordance with the Notice of Shandong Provincial Department of Human Resources and Social Security on Simplifying the Entrusting Appraisal Procedure for Senior Professional Titles of Central Units in Shandong Province (Lu Renshe Zi [2065 438+09] 163).
4. Civil servants, personnel who refer to the management of the Civil Service Law, and retirees shall not participate in the evaluation of professional titles.
Two. Conditions and policies for declaration and review
1. Strictly implement the standards and conditions for the declaration and evaluation of professional and technical titles formulated by the state and the province. Our province has completed the revision of the standard conditions in accordance with the new conditions, and the unfinished revision is still implemented in accordance with the relevant provisions of the state and the province. The standard conditions are published on the official websites of "Shandong Professional and Technical Personnel Management Service Platform" and "Jining Human Resources and Social Security Bureau".
2. According to the Notice on Comprehensively Carrying out the Evaluation and Identification of Junior Professional Titles (Jirenshe Zi [2021] No.56), in 2022, the junior professional titles in our city will continue to be evaluated and identified, and no evaluation will be organized.
3 technical colleges and universities intermediate class, advanced class, preparatory technician (technician) class graduation, respectively, according to the equivalent of secondary school, college, undergraduate education to declare and review the corresponding professional and technical titles.
4. Strengthen the professional development of high-skilled talents and professional and technical talents, and realize the serialization of professional titles such as engineering, agriculture, sports, arts and crafts, cultural relics and natural history, art, experimental technology and teachers in technical colleges. Qualified high-skilled talents can participate in the evaluation of corresponding series of titles.
5. Personnel from non-enterprises and institutions (including those who refer to the Civil Service Law) exchange and are hired to work in professional and technical positions in enterprises and institutions, and have been engaged in professional and technical work in their current positions for more than 1 year. Those who meet the requirements of the corresponding professional title after examination may apply for the corresponding professional title.

The declared title should be at the same level as the original title, and the declared series (majors) should be consistent with the current professional and technical positions, and a higher-level title may not be declared in that year. The professional and technical working years before and after the revision can be accumulated, and the relevant performance results can be used as the basis for declaring a higher-level professional title.
7. According to the relevant provisions of the Notice of Shandong Provincial Department of Human Resources and Social Security on Establishing the Corresponding Relationship between Some Professional and Technical Professional Qualifications and Professional Titles (Lu Ren She Ban Fa [2065 438+09] 14), professional and technical personnel who have obtained relevant professional and technical professional qualifications and met the corresponding professional title evaluation standards can be regarded as having corresponding series and levels of professional titles. Professional and technical personnel in the declaration of senior titles, in line with the corresponding conditions, can be directly based on the corresponding professional qualifications to declare.
8. With the consent of the Provincial Department of Human Resources and Social Security, our city will implement the "assessment by examination" at the beginning and intermediate levels in a series of construction projects and traffic projects, and no longer organize the assessment; The deputy senior level implements "combination evaluation", and only those who pass the examination can declare to participate in the evaluation. The specific examination arrangements will be notified separately by the competent department of industry.
9. With the consent of the Provincial Department of Human Resources and Social Security, our city implements the "package declaration" as a whole in the evaluation of senior professional titles.
10. The evaluation committee of senior professional titles shall organize an interview and reply before the evaluation. The defense can be conducted through personal debriefing and answering questions. The content of the defense is the work, achievements and representative papers of the participants, and only those who pass the interview can participate in the evaluation. Encourage the evaluation of deputy senior titles to increase the evaluation links such as interviews.

If there are special policies for high-level talents, postdocs, grassroots talents, young talents in Xinjiang and Tibet, Chongqing poverty alleviation talents, compound talents, innovative and entrepreneurial researchers in institutions, and front-line epidemic prevention and control personnel, the provisions shall apply. 12. Support professional and technical personnel of "specialized and innovative" small and medium-sized enterprises and single champion manufacturing enterprises to declare their professional titles, and take the achievements and innovations made in technological innovation, patent invention, achievement transformation, technology promotion and standard formulation as important references.
13. Outstanding engineers who have made outstanding contributions recognized by relevant provincial departments are directly included in the "through train" channel for the evaluation of senior titles of high-level talents in accordance with relevant regulations.
14. establish a green channel system for the evaluation of intermediate titles of professional and technical personnel in private enterprises, and qualified professional and technical personnel can directly declare intermediate titles above junior level.
15. In accordance with the requirements of the Party committees and governments at or above the county level, the health professionals and technicians who are organized to participate in major activities and important tasks after leaving their posts, and who have been stationed for more than 3 months in one year or more than 5 months in two consecutive years after being approved by the relevant departments of the Party committees and governments, can be regarded as providing medical and health services or counterpart support in medical and health institutions below the county level. The professional workload during the hiring period is calculated at twice the on-the-job level, and the current title can be used during the employment period. First-line medical personnel for epidemic prevention and control shall follow the original policy.
16. According to the relevant regulations on continuing education for professional and technical personnel, the applicant shall complete the required hours of continuing education. When professional and technical personnel declare their professional titles, the "professional title declaration and evaluation system" automatically extracts the continuing education data of recent five years from the "Shandong Province Professional and Technical Personnel Continuing Education Management Service Platform". This year, "Shandong Professional and Technical Personnel Continuing Education Management Service Platform" and "Jining Professional and Technical Personnel Continuing Education Management Service Platform" are connected through background data sharing. Professional and technical personnel only need to carry out training and class declaration on the platform of our city, and the class record will be automatically pushed to the provincial platform, and individuals do not need to operate separately.
17. Eight national unified titles, such as archives, express delivery engineering, big data engineering, health management research, safety engineering, logistics engineering, network security engineering, feed and veterinary engineering, are unified in the whole province. There are 1 1 series (majors) of accounting, statistics, auditing, economics, archival science, express delivery engineering, big data engineering, health management research, logistics engineering, construction engineering and traffic engineering, and the "combination evaluation" of senior titles is implemented in the whole country or provinces and cities. Professional and technical personnel need to take relevant exams, and they can apply for evaluation of senior titles within the validity period only after passing the exams.
Three. Reporting and auditing requirements
(1) reporting requirements
Counties (cities, districts) human resources and social security departments or the establishment unit of the title evaluation committee shall determine the specific application time and requirements according to the evaluation scheme, and timely publish the notice of application evaluation on the "Shandong Province Professional and Technical Personnel Management Service Platform" and the official website of the establishment unit. The applicant logs in the "Professional and Technical Title" module of "Shandong Professional and Technical Personnel Management Service Platform" to fill in the form. The declaration and evaluation of professional titles shall be based on the system of personal integrity commitment. The declarant is responsible for his statement and promises that the contents of the statement and the materials provided are true and accurate. For those who can provide information online or upload electronic proof materials, in principle, applicants are no longer required to provide paper materials. Where it can be handled through legal permission, written notification commitment, internal verification of government departments or inter-departmental verification, network verification, etc. The applicant shall not be required to provide additional supporting materials.
(2) Application procedures
1. Continue to implement the declaration and recommendation methods of individual declaration, democratic appraisal and recommendation, unit audit and competent department audit. When a unit organizes recommendation, it is necessary to set up a recommendation committee (expert committee or academic committee, and the number of large-scale units should be increased accordingly) composed of seven or more people working in corresponding professional and technical posts, comprehensively evaluate the applicant's professional ethics, work attitude, academic and technical level, work ability and performance contribution, and put forward a recommendation list. According to the recommendation list put forward by the recommendation committee, the unit studies and determines the recommended candidates.
2. The employer shall break the file and identity restrictions, improve the recommendation procedures for the declaration of professional titles of the unit, review the legality, authenticity, completeness and effectiveness of the applicant's application materials, and publicize them within the unit for a period of not less than 5 working days; If there is no objection after publicity, it shall be recommended and reported step by step according to the management authority of professional title evaluation. Materials that do not meet the application conditions shall be returned in time and the reasons shall be explained to the applicant.
3 units in charge, reporting departments and review committees should set up units (offices) to carefully review the application materials. The application materials that do not meet the application conditions and procedures, exceed the acceptance scope of the review committee or violate the entrusted review procedures shall be returned in time. In any of the following circumstances, it will not be accepted: (1) does not meet the evaluation conditions; (2) Not conforming to the filling specifications; (3) Failing to submit it according to the prescribed time and procedures; (four) not according to the provisions of publicity or publicity; (5) there is fraud; (6) Others do not meet the requirements of the professional title policy.
4. Recommend to participate in the provincial senior professional and technical qualification review committee, which will be audited and reported by the Municipal Human Resources and Social Security Bureau in conjunction with the relevant business departments directly under the municipal government; It is recommended to participate in the Municipal Intermediate Professional and Technical Qualification Appraisal Committee and the Senior Professional and Technical Qualification Appraisal Committee established by the provincial authorized city, and the county (city, district) Human Resources and Social Security Bureau or the relevant municipal departments shall review and declare. Professional and technical personnel of non-public economic organizations may be recommended and declared by the administrative department of human resources and social security of the local county (city, district) or through the personnel agency in accordance with the principle of territoriality. Freelancers can go through the procedures of auditing, publicity and declaration in the personnel agency or human resources and social security service agency of their community and town (street). Counties (cities, districts) can also be combined with the actual situation to further unblock channels. Materials that have not been audited by the human resources and social security department of the county (city, district), the personnel department of the municipal competent department, and the personnel department of the unit shall not be accepted. All series of professional title application materials shall be summarized and reported by the human resources and social security department or the competent department, and applicants shall not be assigned to bring personal application materials to report.
Fourth, the review organization requirements
(1) Establishment and adjustment of the review committee
See Annex 2 for the list of senior and intermediate professional title evaluation committees in 2022. Due to the small number of party school teachers, arts and crafts, forensic technology, natural science research, social science research, metallurgical engineering, gold engineering, safety engineering, literary creation and other series (professional) applicants, the city will no longer set up a corresponding senior and intermediate evaluation Committee, which will be reviewed and summarized by the competent department of industry and contacted with the entrusted evaluation matters, and will be entrusted for evaluation after the power of attorney is issued by our bureau. The middle and primary archives series shall be evaluated by examination, and the corresponding intermediate evaluation committee shall no longer be established, and the provisions on evaluation and identification shall no longer apply to junior titles.
In 2022, the provincial-level senior professional title evaluation committee will add professional evaluation committees such as health management research, safety engineering, logistics engineering, network security engineering, feed and veterinary medicine engineering, and the economic series senior evaluation committee will add public resource transaction management and supply chain management evaluation majors. Continue to carry out the evaluation of special titles such as industrial Internet, ocean and ocean engineering equipment technology, Internet of Things and intelligent manufacturing, new functional materials and carbon fiber composite materials. Qualified professional and technical personnel in our city can declare independently according to the requirements, and the evaluation results are universal in the whole province.
(2) Review by the Review Committee
The bid evaluation committee units shall, in strict accordance with the prescribed procedures and requirements, formulate the bid evaluation work plan and select experts to form the bid evaluation committee. The evaluation committee should adhere to the principle of having both ability and political integrity, putting morality first and classifying evaluation, and scientifically and fairly evaluate the professional ethics, innovation ability, performance level and actual contribution of professional and technical personnel, not only the academic qualifications, qualifications, papers and awards, but also combine the actual innovation evaluation methods, highlight the performance contribution and independent innovation ability, and take the ability to own independent intellectual property rights, high-quality invention patents and transform productivity as an important basis for title evaluation; Conditional review committee can review the applicants of "specialized and innovative" small and medium-sized enterprises and individual champion enterprises in manufacturing industry respectively, and give appropriate tilt under the same conditions. Encourage professional and technical personnel to "write papers on the land of the motherland" and increase efforts to serve the grassroots. The competent department of professional and technical personnel shall, according to the professional and technical characteristics, establish the basic point system of expert service, and the points will be used as an important reference for the evaluation of professional titles.
(3) Publicity and issuance of certificates
After the review, the organizing unit of the review committee shall publicize the review results in the "Shandong Professional and Technical Personnel Management Service Platform" and the official website of the organizing unit in a timely manner, and the publicity period shall not be less than 5 working days. After the evaluation results are publicized, the human resources and social security department shall confirm or approve the record according to the procedures and publish them in time. The time for obtaining the title is calculated from the date of passing the review. The electronic professional title certificate is fully implemented, which has the same effect as the paper certificate. Professional and technical personnel can log on to "Shandong Professional and Technical Personnel Management Service Platform" to download and print electronic certificates.
